About Victoria Hall Harrow
The Victoria Hall Harrow charity started in 1888, with the aim of building a high quality venue for the people of Harrow to come together and to build community. Since then our venue Victoria Hall has been rebuilt twice, most recently reopening to the public in Summer 2021. We also created a new charity some years back (a CIO), transferring the assets of the old charity over. For this reason our Charity Commission listing below is not representative of our current financial position and our assets.
For around 140 years Victoria Hall has provided space for rent to local residents and groups. It has been used for every possible purpose - parties, events, activities, conferences and much more.
More recently the trustee board have embarked on a renewed strategy process, and we are now relaunching the charity as a partnership-first community centre, that identifies local needs and uses our assets to best meet those needs, working with a wide range of partners to serve the local diverse communities.
In June 2024 we agreed our new Vision and Mission. We are still now working through the overall draft of our strategy, which we will be happy to share with you as soon as it is ready in 1st draft form.

Role Summary
As our first CEO, you will play a pivotal role in shaping the future of Victoria Hall. You will be responsible for leading the organisation through this exciting transition, working closely with the Board of Trustees, staff, partners, and the wider community. This is a unique opportunity to build on our rich history and create a vibrant community hub that makes a real difference in people's lives.
The charity is in a solid financial position, which will enable us with the correct leadership in place to make real progress in our Vision and Mission. Our premises are new and extremely high quality, and very well located. There is a serious lack of high quality community space in Harrow, and we know already that there is significant demand and interest from a whole range of groups who serve the local diverse community.
You will lead us in identifying what the most important and pressing needs are in our local community, and how best to meet those using our resources. You will create effective and impactful partnerships with local residents, community groups and charities, plus businesses and the statutory sector, to meet the needs identified.
Key Responsibilities

Strategic Leadership: Develop and implement Victoria Hall's strategic vision, ensuring alignment with our mission and values, with a strong focus on diversity, equity, and inclusion.

Operational Management: Oversee the day-to-day operations of the community centre, including financial management, fundraising, marketing, and facilities management.

Partnership Development: Build strong relationships with a diverse range of local organisations, businesses, and individuals to create a network of support for Victoria Hall's programs and services.

Financial management and governance: Ensuring that we have robust processes in place, and that our finances are well managed.

Staff Management: Provide leadership and support to the Centre Manager and other future staff, fostering a positive, collaborative, and diverse work environment.

Governance: Work closely with the Board of Trustees, ensuring that we are effective and develop together. Provide regular reports and updates on Victoria Hall's progress.
As VHH is a very small charity, you will be fully hands on in all possible areas of strategy, governance and operations. You will need to be comfortable across all areas for which you will be responsible.

Working across third sector organisations you will build and maintain relationships to input to policy and influencing, both as SWA as well as jointly with others. You will maintain good working relationships with civil servants, challenging ideas and find solutions where necessary.

Charity People are pleased to be supporting Tempo Time Credits, a charity that brings people together in local communities to carry out valued and important voluntary work, with their search for a Community Partnership & Network Coordinator based in Neath Port Talbot.
Tempo Time Credits started 15 years ago and is an ambitious movement that empowers, encourages, and engages people from all walks of life, from communities across the UK, to get involved and volunteer. For example, befriending or helping to improve outdoor spaces. Volunteers earn Tempo Time Credits as part of a reward and recognition which can be exchanged for a range of services and activities provided by our local and national partners.
In these challenging times, community support is more crucial than ever. Tempo stands at the forefront having engaged with 40 commissioned programmes, collaborated with 1,500 charities, empowered over 15,000 volunteers, issued over 1 million Time Credits, cultivated 750+ business venues offering rewards, and pioneered the world's first national Time Credit network.
Funded by Heritage Lottery, the project you'll work on focuses on working with heritage organisations across Neath Port Talbot to increase the number and diversity of their volunteers and to recruit and retain them in a sustainable way.
Key responsibilities:
- Building and Maintaining Relationships: You will build and maintain relationships that support Tempo objectives, seek to understand stakeholder requirements, and support organisations face to face providing advice and guidance around Time Credits.
- Communicating & Influencing: communicate openly and effectively with internal and external stakeholders, create local social media content and newsletters, persuade others using evidence-based knowledge.
- Volunteer Management: You will manage a team of local volunteers in each locality that provide on the ground support and add capacity in the local community.
The Community Partnership & Network Coordinator will have proven experience in managing and building relationships with stakeholders from third, public or business sectors, and monitoring business plans and budgets. The successful candidate will be able to work with senior executives and Government officials, plan and juggle multiple projects at once, and have knowledge and proficiency in Microsoft Office. You will have attention to detail, planning and organisational skills, and will be able to negotiate both internally and externally.
You will have strong account management skills and have experience of managing or working with volunteers. You will be experienced in working within a role with a varied, demanding workload with the ability to adapt to change, deliver results, and work independently, as well as part of a team. The successful candidate will be proactive and passionate about communities and creating positive, lasting change, with an awareness of the voluntary sector and its opportunities and challenges.
The role is part time and could either be 3 or 4 days (between 21 and 28 hours) with flexibility on when those hours are done, such as 21 hours over 4 days. The role will be subject to satisfactory references and a DBS check.

The opportunity
CAG networks empower community groups to act towards a more sustainable future, focussing primarily on the areas of reuse, repair, waste reduction, sharing, surplus food, composting and wider biodiversity and sustainability. In 2023/4 CAG Devon expanded its geographic focus, becoming county-wide, and widening its topical focus. You will be coordinating the delivery of the new Community Action Groups (CAG) project in East Devon (see our parent project website, CAG Devon).
A CAG network provides community groups with the tools and support they need to thrive, such as support with governance, guidance, small grants, training and insurance, as well as opportunities for networking and sharing skills with other groups.
As CAG project coordinator for the East Devon area, you will be nurturing and supporting place-based community groups, so location is essential. The successful candidate must live in central or East Devon or be within a reasonable commuting distance of East Devon. Mileage will be paid for travel within the East Devon area.
You will liaise with the contract manager and the local authority representative and have experience and enthusiasm for sustainability, community development and grass roots activities. You’ll be joining a close-knit team, working with the CAG Devon Project Manager and Project Officer, and occasionally with our wider Resource Futures team.
What you will be doing
- Promoting the CAG Project across East Devon:
- Establishing contact with communities and key people, through networking, attending and speaking at local events, writing posts, blogs and articles, and speaking to groups.
- Contributing to the CAG Devon website and social media presence.
- Identifying the needs of local groups (with them), including the resources and plans needed to implement their community-based initiatives.
- Providing individual support to assist groups plan and implement their activities:
- Guiding communities in the development of practical waste reduction and wider biodiversity and sustainability projects.
- Providing advice on fundraising and project management for these projects.
- Providing support to community groups and volunteers through identifying and organising appropriate training events, skill sharing sessions and individual support.
- Supporting groups to engage with and make use of Resource CIT, CAG Devon’s current online monitoring and evaluation tool.
- Ensuring that the work meets the agreed objectives and targets of East Devon District Council and the objectives of the wider CAG Devon contract (with Devon County Council).
- Monitoring project progress and reporting quarterly on progress as well as compiling an end of year summary report, highlighting successes and making recommendations.
- Representing and promoting the project to external bodies as appropriate, acting as a representative for the wider CAG Devon project.
- Any other tasks as deemed appropriate to this post.

As a Money Advice Caseworker, you will be responsible for delivering high quality support services to clients across Devon, by telephone and face-to face, to sustain tenancies and prevent eviction wherever possible, with due regard to Homemaker’s policies and procedures.
You will have experience providing money advice to individuals at risk of homelessness and contemporary knowledge of debt solutions and welfare benefits.

MAIN DUTIES AND RESPONSIBILITIES
Work with clients
- Ensure that clients receive a prompt and professional service.
- Provide advice and assistance through a range of channels: face-to-face, by phone, or by email. Seeing clients in office and at outreach locations and visiting clients in their own homes as required.
- Receive and respond to referrals from identified agencies in accordance with prevailing guidelines/funding.
- Provide support to clients including preparing accurate financial statements, budgeting advice, progression of debt options, advising on court proceedings for debt recovery and repossessions, and income maximisation to ensure take up of benefits and options such as backdating, overpayment and sanction challenges, appeals and representation if required.
- Keep the client at the centre of every case; check the client’s understanding and communication needs, agree on an action plan with clarity on who is doing what, encourage the client to be involved with actions as appropriate, keep the client informed of progress of case, and ensure cases are concluded in a positive way.
- Communicate and negotiate on clients’ behalf with third parties as appropriate.
- Give support in the sustainment of any tenancy, as appropriate.
- Ensure clients understand the terms of any tenancy or other legal obligation entered, or about to be entered into.
- Take a holistic approach to issues presented and signpost/refer to other services to help ensure that the advice and other support needs of the client are addressed appropriately.
