ABOUT THE ROLE 

We are seeking a dynamic and experienced Associate Director to join RedR and its Senior Leadership Team (SLT) to oversee the efficient and effective functioning of our organisation's key operational areas, including Operations, People Management, Finance, Security and Compliance. The Associate Director will play a pivotal role as part of the SLT in ensuring the smooth implementation of our humanitarian programmes while upholding the highest standards of excellence, accountability, integrity, collaboration and lifelong learning.

You will have a deep understanding of how to deliver programmes in a humanitarian context in a safe, secure and compliant manner. You will enhance delivery through standard operating procedures across the organisation and lead by doing.

MAIN DUTIES AND RESPONSIBILITIES 

Financial Management 

You will lead a finance team of 2 (both part-time), responsible for excellent financial management, controls, reporting, budgeting, and auditing (both internal and external) including: 

• Maintaining up-to-date financial records, including processing invoices, payments, and managing accounts payable and receivable. 
• Month-end and year-end closing procedures.
• Ensure compliance with accounting standards and regulations. 
• Lead the budgeting and forecasting processes, managing cashflow. 
• Oversee payroll processing and reimbursement procedures. 
• Analysis of financial data and preparation of reports for leadership review. 
• Set standards for programme staff on financial budgeting and reporting 
• Stay informed about changes in accounting regulations and best practices. 
• Lead the improvement of finance and accounting processes and systems. 
• Prepare consolidated Financial Statements in accordance with Charity SORP FRS 102. 
• Lead on external audits to ensure that all external audit requirements are met in the UK and Jordan and associated statutory reporting (e.g. to HMRC). 
• Lead on regular internal audits and apply learnings in improving systems. 
• Lead on fraud and corruption prevention and response, and cyber security. 
• Work with SLT and business teams to prepare UK and overseas regulatory annual reporting. 
• Actively engage in the Finance, Audit and Risk Committee meetings, leading on behalf of the SLT. 

Operational Delivery

You will systematically enhance, streamline and optimise operational processes and systems to enhance delivery and security of people. You will lead on efficiency, quality, and scalability while availing technological advancement. This includes systems, IT, CRM, facilities and vendor management. You will be supported by an operations officer to deliver this role: 

• Provide administrative support to the Operations, IT functions of the organisation.
• Leading process improvement and renewals (e.g. insurance) across Operations, (e.g. IT, security).
• Enhancing adherence to organisational systems, e.g. Office 365, Sharepoint, Salesforce, ensuring the organisation becomes more efficient and effective in how it works. 
• Lead any country registration, reporting, resourcing requirements, ensuring compliance and adherence to RedR policies. 
• Lead on policy review, updates and roll out.
• Maintain RedR’s risk register and ensure its regular review throughout the organisation. 
• Leading a robust approach to data security. 
• Ensure the delivery of best practice security management through risk management, situational analysis, assessment, plan implementation, monitoring and evaluation, continuity and crisis planning and leadership. Lead the delivery of security management standard operating practice, protocols and procedures to support programmes and staff in the field. 
• Actively engage in the Senior Leadership Team. 
• Lead the preparation of monthly All Hands and Quarterly Team Meetings; and preparation for Board meetings. 

People & Culture

• You will lead the People & Culture function at RedR and be supported in that coordination by a HR business partner. 
• Implement HR policies and procedures to support a diverse workforce including employees, consultants and Associate trainers and members. 
• Supporting a positive and healthy working culture across the organisation.
• Enshrine best practice people processes including in recruitment, onboarding, professional development and performance management. 
• Manage any organisational change management processes and ensure that RedR UK’s culture and values are embedded across the organisation. 
• Analyse resource requirements and utilisation across programmes, providing insights and recommendations; collaborate with programmes to develop strategies for optimising resource allocation and utilisation. Establish mechanisms for ongoing monitoring of resource allocation and utilisation across programmes. 
• Foster collaboration across teams for effectiveness and efficiency, to avoid duplication, achieve a consistent approach and to improve quality.

Chief Operating Officer – Job Description

Reports to: Chief Executive Officer & Scientific Director.

Role Summary

The Chief Operating Officer (COO) is a new role for the Charities. The COO will become a key member of the Senior Management Team. The primary role of the successful candidate will be to ensure efficient running of the two charities, to manage major internal projects and to contribute to the overall strategic direction of the two charities.

Job Description

Business Operations/Charity Management

• Working with SMT colleagues and the CEO, help to develop the strategic plans for the charity and be collectively responsible for their successful delivery.
• Contribute to the setting of the charities’ annual budgets and to manage the budgets for their areas of responsibility.
•  Develop and manage systems to ensure that consulting work and other paid activities are managed efficiently, ensuring full-cost recovery for such services.
• Deputise for the CEO and/or Secretary during periods of absence.
• Attend board meetings and sub-committee meetings as appropriate.
•  Prepare verbal and written updates for the board on key activities in their areas of responsibility.
• In conjunction with the CEO & Secretary arrange board meeting venues and agendas, ensure that the board are provided with all necessary papers for meeting..
• Manage contracts and tenders to ensure that major projects are awarded in a fair and transparent way to the bidder who offers the best combination of value for money and ability to achieve the desired outcome.
• Monitor ongoing contracts to ensure they are delivered on time and on budget.
•  Maintain an understanding of the financial procedures and controls of both charities such that they can deputise for the Secretary in their absence.
•  Ensure the charities meet their obligations to comply with laws and regulations (including health & safety, data protection, HR etc.).
• Provide regular reports to the SMT and Board on compliance.
• Manage the Charities’ risk register ensuring that risks are well understood, and minimised. Report on risk management to the Board.
•  Act as a line manager for junior staff as appropriate.

Human Resources

• Manage HR including liaison with our external HR consultants.
• Keep abreast of developments in HR in general, and the charity sector in particular through external awareness.
• Review, and where appropriate update, internal procedures and processes to ensure efficient running of the charities.
• Review, update and maintain the staff handbook and other relevant staff policy documents.
• Manage the recruitment process for new staff and onboarding of all newly appointed staff.
• Ensure that the charities maintain an inclusive workplace and that recruitment of staff is fair and equitable.
• Report to the board on HR issues.
• Monitor overall employee performance metrics including sickness and absence etc..
• Regularly review and develop the organisations’ supervision, appraisal, and personal development processes. Ensure that line managers have access to, and training in, people management.
• Manage the operation of the disciplinary and grievance process.
• Manage the organisation’s training budget ensuring that employees receive appropriate training.

Estate Management

•  Manage the charities’ office provision.
• Take the lead on an upcoming office relocation including sale of our current property and relocation to new office space.
•  Manage the charities’ virtual office infrastructure including our digital systems.

IT

•  Liaise with our external IT consultants to ensure efficient running of IT systems.
•  Ensure that all staff have appropriate IT and telecommunications equipment and software.
• Conduct an annual review of IT equipment and software provision.
• Ensure that all workstations including those used by homeworkers are adequate and comply with H&S regulations.
• Ensure that appropriate IT security provision is in place for all systems.
•  Manage the ongoing digital transformation of the charities including implementation of new systems.

Skills/Competencies/Qualifications

Essential.

•  Experience of management of an NGO/charity or similar organisation at a senior level.
• Experience of line management of staff including effective performance management.
• Experience of policy review and development, in particular HR, governance, risk and finance policy.
•  A high level of digital literacy (including expertise with Microsoft Office 365, SharePoint, OneDrive etc.).
• Working knowledge of charity finance (SORP), budget setting, accounting/book-keeping and reporting.
• Understanding of UK charity governance and reporting requirements (ideally including experience with charities registered in both England and Scotland).
• Demonstrable project management skills (ideally with experience of project management tools such as Clickup, Asana, Microsoft Tasks/Project etc.).
• Familiarity with charity CRM systems, ideally Beacon.
• Excellent relationship skills, with the ability to confidently communicate with a range of individuals from different backgrounds.
• Strong organisational skills with the ability to manage several different projects and activities in parallel.
• Enthusiasm and temperament to work in a small but ambitious team.
• Ability and willingness to promote the Charities including at events both locally and internationally.
• Strong written and oral communication skills, including confidence in preparing presentations using PowerPoint.
•  Experience of online HR systems (ideally Breathe HR) and utilising these to improve the effectiveness and efficiency of HR functions.
• A good understanding of data protection regulations including GDPR.The legal right to live and work in the UK.

Desirable.

• HR expertise including an understanding of UK employment law and best practice.
• Evidence of CPD/training in charity management, HR, finance etc.
• An interest in animal welfare and a willingness to learn about and help promote animal welfare science.
• Experience of working for an animal-welfare, animal-based or science-based cause.
• A detailed understanding of budget setting and monitoring.
• Familiarity with accounting software (ideally Sage and/or Xero)
• Experience of strategy development and implementation.
• Experience of event organisation and management (the charities frequently organise conferences, symposia and other events).

Personal Qualities

The candidate must be comfortable with the charities’ approach to animal welfare which includes co-operation with the livestock and slaughter industry, as well as laboratory animal researchers. Whilst both charities promote the highest standards of animal welfare, they do not oppose the use of animals by humans for research or food.

The ideal candidate will enjoy working as part of a small team, but also be confident to take the lead and work unsupervised when necessary. Since many people in the organisation work remotely, they should be comfortable communicating with colleagues using online tools.

Eligibility

Because the charities are based in the UK you must be legally entitled to work and reside in the UK. The successful candidate will be expected to reside in the UK whilst employed by the charities.

We envisage this role as a full-time one but are willing to consider other working patterns for the right candidate.

UK Advocacy Officer
Contract: Permanent, Fulltime, 35 hours per week
Salary: £39,358 - £41,325 per annum with excellent benefits

About the Role:

As our politically informed and creative Advocacy Officer you will build and maintain relationships with UK parliamentarians and deliver high quality briefings, events, and research to help advance progress on life-changing universal WASH access. Some domestic and international travel will be required.

In this role, you will drive WaterAid's work to influence UK advocacy targets in Westminster and Whitehall as well as the global targets including the EU, G7/G20 Summits, and multilateral institutions.

You'll also:

• Build and maintain relationships with UK Parliamentarians and keep contact records to ensure strong impact monitoring and evaluation.
• Identify opportunities to engage parliamentarians and develop new WaterAid parliamentary champions.
• Provide secretariat for the Water, Sanitation and Hygeine (WASH) All Party Parliamentary Group (APPG)
• Lead engagement on behalf of WaterAid in a range of networks and coalitions.
• Support the delivery of high-quality events for policy and political audiences as well as the delivery of UK political campaigning.
• Lead daily monitoring of UK parliamentary, political and development sector wide activities and keeping the team informed of relevant developments and engagement opportunities.
• Support the drafting of political briefings on key policy areas on WASH, women's health and climate change.
• Ensure UK perspectives are reflected in WaterAid's global policy discussions, ensuring global positions are compatible with the UK.

About You:

• Bachelor's degree in development, economics, international relations or a related field, or relevant work experience.

Role Purpose

The Director Programmes & Learning (DPL) leads the strategic development, implementation, quality assurance and technical learning for Womankind’s portfolio of partnership programmes including grant making in our focus countries, in line with our organisational strategy - Our Feminist Future.

As a member of the senior management team the DPL works closely with the Director Policy & Communications, Director Fundraising & Marketing and Director Finance & Resources, under the leadership of the co-CEOs to contribute to the overall leadership and strategic direction of the organisation.

Responsibilities

1. Strategic leadership

• To work with the leadership team on strategic level policy, planning and systems development in relation to Womankind’s programmes, partnerships, financing, learning and sustainability.
• To lead the development and delivery of an effective feminist partnerships sub- strategy, aligned with organisational strategy.
• Lead the development of and manage the annual budget, and mid-year forecasts for the Programmes & Learning team including oversight of restricted and designated expenditure.
• Engage with Womankind partners in our focus countries to ensure our programmes and grantmaking are grounded in in their realities and contexts.
• Work with the SMT to ensure a strategic, planned, effective and integrated approach across Womankind’s work.
• As an SMT member engage with and report on performance against programmes and grantmaking plans to the Board of Trustees.

2. Organisational and team leadership

• Lead, manage, support and develop the Programmes & Learning team, in a hybrid/flexible working environment in line with our feminist values and ways of working, our wellbeing strategy and strategic goal to value our team.
• Ensure team members have relevant skills and knowledge and share learning across the organisation.

• Support timely and effective planning and decision-making at staff, SMT and Board levels.

• Play a key role in rolling out Womankind’s strategy through planning and implementation in the functional areas you lead.
• Represent the Programmes & Learning team and contribute towards the leadership and strategic direction of Womankind as a member of the SMT.

3. Design and implement projects, programmes and Flexible Funding initiatives

• Work with the Programmes & Learning team to motivate and support the design and delivery of small, medium and large partnership projects and programmes.
• Work with the Fundraising & Marketing team on major funding applications, including undertaking technical review and sign off. This includes input into the development portfolio and emerging plans in cooperation with the Fundraising & Marketing team to support their work to match funding opportunities with Womankind and partner priorities.
• Responsible for overall program management of key Womankind programmes/projects ensuring donor and internal compliance and technical quality assurance.
• Take principal responsibility for the delivery of results from programmes and grantmaking within the Programmes & Learning team portfolio.
• Lead and provide oversight for the Movement Strengthening Fund and Strategic Partner Support Grants to ensure that they remain relevant and responsive to partner needs. In addition, ensure that grantmaking implementation is informed by the best practices of flexible funding, shifting power and decolonisation approaches.
• Work with the Policy & Communications team to provide strategic and practical input on projects and programmes where relevant and appropriate.
• To work with SMT colleagues on compliance with quality assurance processes with regard to management of the programmes portfolio.

4. Communications, representation, networking and profile building

• Identify and engage in opportunities to further develop Womankind’s reputation and profile in relation to programmes and partnerships approach.
• Represent Womankind to external audiences, including meetings with policy and decision-makers, academics, donors, journalists and peers at national and international levels.
• Participate in UK-based and international NGO and women's movement networks and to develop, cultivate and maintain strong relationships.
• Act as a key spokesperson for Womankind.

5. Learning, monitoring and evaluation

The Purpose of the Role

As Director of Communications, UK, you lead IRC UK’s core communications strategy with the objectives of growing our profile, influencing policy, driving income, and protecting our reputation. This is done by taking a strategic approach to generating effective messaging for cross-team use, creatively collaborating to produce cut-through external products across media and digital channels, and generating top tier media coverage in collaboration with communications, advocacy and fundraising colleagues globally. The Vacancy

The Programme Development Manager is committed to supporting colleagues and partners in programme design and development. The team also connects programmatic issues and global policy and advocacy to ensure they are complementary and conducive to external change based on evidence from the ground.

Saferworld’s income is secured primarily from statutory and institutional donors; however, securing funding to support our partners in conflict-affected countries and allow for more flexible programming increasingly requires a more diverse funding base. The Programme Development Manager will support efforts to identify and secure funds from statutory donors, trusts and foundations, and other non-traditional funding mechanisms.

The Programme Development Manager will support a portfolio of Saferworld’s teams in designing and mobilising funding for peace, security and justice programmes. The successful applicant will have a focus of approximately 4 countries, which will be decided based on the candidate’s experience and preference. Working closely with Country Managers/Directors, and programme and grant management colleagues, the post-holder will lead on: coordinating and facilitating programme development processes (including taking the lead in drafting high quality concept notes and proposals, theories of change, logical models, risk matrixes and budgets); developing and supporting the implementation of long-term country funding strategies and donor engagement strategies; and supporting new donor engagement and sustaining relationships with current donors. The post-holder will be responsible for growing institutional funding portfolios in our programmes.

The post-holder will have a successful track record in developing programmes and leading new business development efforts with institutional donors such as the UK Foreign, Commonwealth & Development Office (FCDO), United States Government (USG)/United States Agency for International Development (USAID), the European Union (EU), UN agencies and European Governments such as Swedish International Development Cooperation Agency (Sida). The role: overview 

This role will lead strategic communications for Global Canopy’s programme objectives under the Corporate Performance programme, and will support Global Canopy's wider communications to build the organisation's profile, brand and messaging.

The European Network on Statelessness (ENS) is seeking a Legal Officer (10-month fixed-term contract with potential for extension) to play a key role in enabling us to fulfil our mission to break the cycle of statelessness in Europe and realise everyone’s right to a nationality. ENS is a civil society alliance of over 180 members in 41 countries. Job summary

CPA UK works on behalf of both Houses of Parliament and the wider CPA to provide resources, support and peer to peer learning for parliamentarians throughout the Commonwealth. CPA UK is headed by a Chief Executive who is Secretary of the CPA UK Branch and Regional Secretary to CPA British Islands and Mediterranean Region. CPA UK is organised into three teams to plan and deliver its work. CPA UK is funded by the Houses of Parliament and leverages additional external funding for strategically aligned projects.

Since 2016, in partnership with the National Audit Office (NAO) and Government Internal Audit Agency (GIAA), CPA UK has been the lead organisation in delivering the UK Overseas Territories Project (UKOTP). Phase I of the Project was a four-year, multi-stakeholder programme supporting good governance and oversight of public finance in the United Kingdom Overseas Territories (OTs). The project offered practical advice and support to international legislators and officials in building the capacity of supreme audit institutions, internal audit units and public accounts committees (PACs) to enable effective public financial oversight. The second phase of the project builds on the successes of Phase I and seeks to address remaining challenges. More ambitious in scope it includes increasingly more work in the area of governance, including on legislative oversight and electoral reform.

The UK Overseas Territories Project is funded by the Foreign Commonwealth and Development Office (FCDO) under the Overseas Territories and Polar Department’s (OTPD) International Programme. The funding cycle for Phase 1 run from March 2016 until March 2020. The funding for Phase 2 runs from April 2020 to March 2025.  Funding will be requested for an additional year to March 2026 with opportunity to plan for a further multiyear project. 

Job description

This role sits within the International Partnerships Team at CPA UK.  The Strategic Lead for the UKOTP is responsible for and leads the strategic development and implementation of the Project overseeing and coordinating the planning, delivery, monitoring, and evaluation of the project. The post holder will also be responsible for managing programme expenditure against budget and reporting to the Head of International Partnerships, CPA UK’s Chief Executive, the FCDO and to a Project Board made of senior stakeholders. The project is currently delivered by a team of 4 staff. With CPA UK as lead Consortium partner, they are responsible for managing the relationship and contributions of the two external partners on the project as well as sustaining and managing relationships with parliamentary, national and international stakeholders. This role requires a high degree of initiative and autonomy and has the responsibility of managing complex relationships with senior project partners and beneficiaries in often sensitive contexts.

Person specification

Strategic Planning and Programme Management

• Plan, develop and deliver the UKOTP strategic and business planning, seeking advice and guidance from the Chief Executive and Head of International Partnerships at CPA UK, the FCDO Overseas Territories Polar Directorate, other stakeholders and with input from project partners.
• Prepare the annual bid and work-plan for the UKOTP mindful of key deliverables and reporting requirements.
• Develop a Monitoring & Evaluation Framework, monitor and evaluate the UKOTP progress across all areas and all territories in accordance with donor requirements.
• Ensure the project maintains its focus on target territories, key deliverables, and indicators in this complex and high-profile area of work.
• Provide leadership, line manage and support the personal development of two programme officers and a project assistant, and coordinate the work of the UKOTP team members in line with CPA UK policies and good practice.
• Coordinate the input and work of stakeholders as necessary including NAO and GIAA.
• Liaise with the wider International Partnership Team and CPA UK team to ensure complementarity in approaches and participation from the Overseas Territories in line with project objectives.
• Be responsible for management and financial reporting of the UKOTP budget (550K+ annually). Provide timely and accurate financial reconciliation and reporting to internal stakeholders, Project Board and to the funder (FCDO).
• Operate effective financial forecasting and financial planning and work in close liaison with the CPA UK Finance Manager and Head of International Partnerships Team for invoicing and ensuring payment from the funder.
• Be responsible for the management and mitigation of risks to the project.
• Together with the Chief Executive, Head of IPT, be aware of opportunities for new and innovative work and look to further pipeline development with other stakeholders.
• Report to the UKOTP management Board made up of senior stakeholders including UK parliamentarians as laid down in the terms of reference.
• Chair the consortium meeting attended by Project partners and occasionally the funder.

Partnerships and Stakeholder Management

• Successfully build and maintain relationships with senior stakeholders in the UK and in territories including with Clerks, PAC and other Committee Chairs, Speakers, Premiers, Governors, Governor’s Offices and FCDO OTPD.
• Build on existing relationships and partnerships with linked organisations whose objectives align with, and can add value to the UKOTP (including Audit Wales and Audit Scotland),
• Maintain relationships within and outside the UK Parliament and CPA UK with all partners and other stakeholders including the UK Overseas Territories Association (UKOTA).
• Work with Board Members consisting of senior UK Parliamentarians, a UKOT representative, and relevant stakeholders, as well as with Commonwealth legislatures to ensure the successful delivery and development of the UKOTP.

Communications

• Lead on the development of a communications strategy and the management and production of core project outputs that contribute to project outcomes including events, print materials, social media, media, the OTP newsletter, etc. in close liaison with relevant colleagues.
• Maintain strong communication and partnership with project beneficiaries including Supervisors of Elections, PAC and other Committee Chairs, Committee Clerks, Clerks of Legislatives Assemblies, Heads of Internal and External Audit.
• Ensure that team keep the CPA UK website and other information outlets up to date.
• Provide regular updates to CPA UK team members and to other involved partners / stakeholders.
• Work closely and coordinate with your opposite number in IPT and MPT and with CPA UK’s communications manager to ensure UKOTP programmes are covered within CPA UK’s communications strategy.

Governance

• Report to the Head of International Partnerships, CPA UK’s Chief Executive and the Project Board.
• Maintain clear controls and reporting of budget within CPA UK and funder’s existing rules.

Play an active role in the CPA UK Management Team, representing the work of UKOTP as appropriate and working with others to promote continuous improvement within and across teams.
