About you:

About the role
The Programme Manager will work in the Centre for Ageing Better’s Homes team.
Currently, millions of older people are living in homes that are unsafe – cold, damp, mouldy or with other types of hazards. The Homes team run a series of innovation, research, peer-support and influencing projects, that all seek to ensure that no one lives in a home that endangers their health, wellbeing or financial security. We work across local and national government and collaborate with a range of stakeholders.
The postholder would be responsible for collaborating with colleagues in the design, commissioning and delivery of a number of projects. The Programme Manager will use their creativity and experience to design work that has a clear route to impact, ensuring that everything we do has a traceable link back to the people we are trying to support.
The role will also require that effective programme management processes are followed to ensure effective, timely and impactful projects (e.g. milestone planning, budget management, risk, stakeholder engagement and delivery).
About you
You will be committed to trying to tackle the housing crisis, particularly for older people at risk of poverty, ill-health and facing discrimination. Knowledge of the current housing landscape and/or ageing issues would be an advantage but is not essential.
It is important that you can demonstrate excellent project management skills, designing and delivering projects that have a clear route to impact. Working collaboratively with others and experience writing and communicating complex ideas in an accessible way are essential.
You are likely to be overseeing projects that stimulate change at the local level through supporting service redesign processes, innovation practices and evaluation. Therefore, we are particularly interested in hearing from people who have experience working with organisations to adopt new practices or undertake service redesign, and/or who have commissioned or participated in evaluations.

As a Money Advice Caseworker, you will be responsible for delivering high quality support services to clients across Devon, by telephone and face-to face, to sustain tenancies and prevent eviction wherever possible, with due regard to Homemaker’s policies and procedures.
You will have experience providing money advice to individuals at risk of homelessness and contemporary knowledge of debt solutions and welfare benefits.

While most appointments will be conducted over the phone, some clients will require in-home visits, so the job demands flexibility to travel and work from different locations, necessitating the use of a personal vehicle
MAIN DUTIES AND RESPONSIBILITIES
Work with clients
- Ensure that clients receive a prompt and professional service.
- Provide advice and assistance through a range of channels: face-to-face, by phone, or by email. Seeing clients in office and at outreach locations and visiting clients in their own homes as required.
- Receive and respond to referrals from identified agencies in accordance with prevailing guidelines/funding.
- Provide support to clients including preparing accurate financial statements, budgeting advice, progression of debt options, advising on court proceedings for debt recovery and repossessions, and income maximisation to ensure take up of benefits and options such as backdating, overpayment and sanction challenges, appeals and representation if required.
- Keep the client at the centre of every case; check the client’s understanding and communication needs, agree on an action plan with clarity on who is doing what, encourage the client to be involved with actions as appropriate, keep the client informed of progress of case, and ensure cases are concluded in a positive way.
- Communicate and negotiate on clients’ behalf with third parties as appropriate.
- Give support in the sustainment of any tenancy, as appropriate.
- Ensure clients understand the terms of any tenancy or other legal obligation entered, or about to be entered into.
- Take a holistic approach to issues presented and signpost/refer to other services to help ensure that the advice and other support needs of the client are addressed appropriately.
- ·Ensure clients are encouraged to give feedback on the service they receive and take on any comments on ways we could improve the service.

- Work closely with partner agencies

The Role

What we need from you
Ideally, you'll have significant experience and expertise in the Community Investment sector gained from working in a similar role.
You'll need excellent partnership skills, a focus on delivering social impact, ability to identify opportunities for fundraising and programme development and commitment to customer service with the confidence to collaborate with a variety of stakeholders. You'll also have:
- A proven track record of positive stakeholder engagement and relationship management, both internally and externally
- Excellent communication skills both oral and written, tailored to a range of audiences
- Strong organisational and project management skills
- Experience of quality assurance of projects, including monitoring and evaluation systems
- Confidence with budget management and financial systems
- IT literate and able to use technology for effective project delivery

Who are we looking for?
·This is an exciting opportunity to join our team as a Service Lead to manage and lead a team of Support Workers to deliver high quality, effective supported housing services and housing management services to a range of service user groups (including those on Bail, prison leavers and those going through the criminal justice system) that meet their needs, contractual requirements, and organisational financial targets.
·You will be able to demonstrate extensive knowledge of support planning and safeguarding as well as experience of working with vulnerable adults with complex needs (such as substance misuse, physical health, mental health, seeking employment and housing support).
·We are looking for a Service Lead who is able to prioritise tasks effectively; ensuring their team are supported, Service Users needs are prioritised and contractual KPI’s are met. · To process residents rent and payments received on the housing management system (Pyramid) in order to achieve rent collection and arrears targets.
· Ensure all housing debts are pursued with the resident and local authorities ensuring all actions are recorded and payment plans are agreed with the resident.
· Effectively implement the rent arrears procedure to ensure warnings and eviction notices are served in a timely manner and in accordance with legal procedures
· Pass to Finance colleagues all requests for relevant council tax payments from local authorities
· Ensure receipts from Surrey County Council are correctly allocated between rent accounts and any support element is recorded as Housing Support based on bank payments sent by the Finance team to the housing team. Provide Finance with this information so they can enter onto finance system
· Input bank credits to match bank receipts from finance and posting onto Pyramid (housing management system).
· Work closely with the Head of Finance and support them with the month end reconciliation of receipts and arrears balance
· Lead on Discretionary Housing Payments requests, benefit issues and enquiries with the local authorities
· Maintain accurate rent accounts on the Pyramid housing management system ensuring information is recorded accurately.
· Work closely with the Housing Team and Finance Team on rent and support income management developing good working relations with them.
· Represent the organization in court possessions and evictions where necessary.
· Run monthly rent reports as directed by Head of Housing and Head of Finance
· Work closely with the Finance Officer (income) in relation to any queries about rent charged and payments received.
· Provide cover for the Finance Officer (income) where needed (after training)
· Maintain and submission of pre-card card processes
· Meet with the Head of Finance, Head of Housing and Finance Officer (income) to review housing arrears monthly.
· Ensure processes are followed and systems are updated to support the Key Housing Performance Indicator targets.
· Contribute and represent the organisation in a positive manner in team/management meetings both internally and externally.
· Have knowledge of the external environment in which the YMCA works and keep abreast of key changes particularly around Welfare Reform

Teresa House and Hamlets Way are two supported housing accommodations for adults with enduring mental health issues. Both services provide a high level of support to 16 customers on each service. Teresa House is a fast stream service where customers are supported up to two years while Hamlets Way is a slow stream service where customers can expect support for a minimum of two to a maximum of 4 years.
The service is under Look Ahead management since April 2015 and the buildings are owed by Notting Hill Genesis. As a support worker you will play an integral role in developing effective support and risk management plans. About the role:
The RSAP (Rough Sleeping Accommodation Programme) Lead Worker will provide support to individuals, who have a history of Rough Sleeping, following them being accepted into the RSAP ‘move-on’ programme.
The Lead Worker will provide intensive, holistic, strengths-based, trauma-informed, flexible and responsive support to individuals accessing this service as well as work alongside external agencies to help ensure they are linked into the local community such as activities and groups which offer health, wellbeing and Education, Employment and Training (ETE) opportunities.
The Lead Worker will provide support to the Team Manager to manage referrals coming into this element of the service and lead on assessing the individual. Working within SHP’s policy and procedural framework, the worker will carry out a comprehensive assessment of needs and risks in agreed timescales. On-going high quality support plans & risk assessments will then be drafted and reviewed on a regular basis.
You will be working to upskill the client to manage their accommodation and feel ready to move on from the RSAP property into fully independent housing, within 2 years where possible.
About you:
You will possess the relevant knowledge and experience, including:
- A level of experience and understanding of provision of services to people within the areas of offending, mental health, homeless people with complex needs & a history of substance use;
- A good and current understanding of safeguarding issues and procedures;
- Experience of effective liaison with social care, health, housing and criminal justice agencies;
- Experience of writing client records, completing monitoring materials and contributing to project evaluation;
- A significant level of experience, practise and understanding of the principles of risk and needs assessment, planning, goal setting, and reviewing;
