About Shamil
Shamil: Technical Assistance for Comprehensive Social Protection is a core component of the United Kingdom’s £95 million, 5-year programme: Strengthening Societal and Economic Resilience in Jordan (SSERJ). The goal of the SSERJ programme is to support the Government of Jordan to build an inclusive and sustainable social protection system.
Shamil is a four-year project, beginning in June 2023 and expected to finish in May 2027. Shamil aims to help Jordan develop a social protection system that helps all individuals address risks across the lifecycle and from shocks; empowers women and persons with disabilities; and generates economic growth and a stronger social contract.
Shamil is implemented by Development Pathways, in partnership with Arab Renaissance for Democracy and Development (ARDD) and MMIS Management Consultants.
Purpose
The Project Manager will be responsible for managing and coordinating the effective delivery of Shamil, Development Pathways’ flagship social protection programme in Jordan.
The post holder will report to the Shamil Team Leader and support the management of Shamil’s overall workplan and operations. They will play a critical role in managing Shamil’s budget, financial and procurement procedures and financial reporting alongside day-to-day operations.
The Project Manager will be responsible for overseeing the Shamil project workplan and ensuring that team members deliver their tasks on time and on budget and will play a pivotal role in overseeing the processes for contracting and coordinating the work of a pool of international and national consultants providing technical assistance to Shamil. This post requires the person to employ the principles of adaptive management as and when required to respond to challenges as they emerge but at the same time be aware of cultural sensitivities.
The Project Manager will be a member of Shamil’s Senior Management Team and represent Shamil with the FCDO and other external stakeholders as required.
The role will line manage direct reports.
The post will be located in Amman, Jordan.
Main Responsibilities
Project Management (65%)
· Overall management of Shamil’s workplan and budget, in coordination with the Team Leader and Shamil Senior Management Team.
· Ensure Shamil’s activities are managed on time, on budget and compliant with the overall contract governing the project.
· Oversee Shamil’s workplan and coordinate processes for approving new activities via drafting and budgeting of Tasking Orders.
· Manage the process for approving any contractual changes with FCDO and ensure clear documentation is in place to support overall contract management.
· Ensure clear processes are in place to support the project team to deliver their tasks and responsibilities effectively and efficiently.
· Collect, analyse and report against project delivery and financial data on a regular basis, supporting additional deep-dives into project progress and challenges.
· Manage day-to-day relationships with internal team members, consortium delivery partners and consultants, and build solid understanding of delivery needs and timelines across Shamil’s broad range of activities.
· Ensure capacity is in place to deliver the project, undertake quality assurance processes and contracts against clear TORs.
· Ensure project Duty of Care (DoC) arrangements are in place and all travel follows the agreed travel and security processes.
· Conduct effective due diligence, onboarding and contract management of consultants.
· Lead the production of timely, high quality reports to the client each quarter including coordination of project team inputs, and on an ad hoc basis if required.
· Supervise finance and operations staff.
· Represent the project as required at official events and activities.
Financial and Contract Management (30%)
· Oversee and monitor financial forecasts, expenditure reports and project invoicing, with oversight from the Project Director.
· Provide timely client invoicing and support payment request approvals.
· Ensure Shamil’s financial targets are met and communicate any risks to meeting targets around over/under spending appropriately.
· Oversee management of consultants’ timesheets, invoices and expenses against contracts, and ensure these comply with Shamil project policies related to contracts.
· Ensure any procurement conducted by Shamil is managed in line with client contract compliance requirements and Shamil project procedures.
· Prepare internal project update reporting including finances and resourcing using required management tools.
Continuous operational improvement (5%)
· Provide support to strengthening policies, procedures and management tools for the Shamil project and Development Pathways more widely.
· Ensure appropriate application and compliance with Shamil operational policies and procedures as laid out in the Shamil Project Operations Manual, and update as needed.
· Coordinate with the wider project team to ensure technical capacity is well planned across Shamil’s different activities.
· Support effective knowledge management across Shamil and Development Pathways, based on project reporting and management activities.
· Signpost colleagues to relevant project management tools and processes, when required.
· Provide training to staff on key policies and processes around project and financial management.
· Support coordination of the close out of the programme during the exit phase.
· Provide ad hoc input to evolving organisational requirements as directed by the Team Leader and Project Director.
Required Skills
The Project Manager will require the following combination of applied skills, knowledge and behaviours to successfully contribute to team goals:
Essential
· An undergraduate degree in a relevant subject.
· At least five years’ experience working within international development, research and/or the consultancy sector.
· Demonstrable experience in project management and/or operations, ideally within an international development setting.
· Strong financial management skills and experience managing budgets above £5 million.
· Ability to analyse and effectively use financial information.
· Experience of working with delivery partners including procurement and contract management.
· Excellent communication and interpersonal skills are essential with a demonstratable ability to work within a diverse, multicultural team with strong cross-cultural skills and sensitivity.
· An ability to build, develop and maintain relationships with a variety of stakeholders, showing diplomacy, sensitivity and decisiveness.
· Ability to prioritise, plan and organise workflow to tight timeframes, handle multiple tasks and be flexible with changing priorities.
· Proven ability to resolve problems, anticipate barriers and create practical solutions including proactive response to managing delivery risks.
· Fully capable with Microsoft Office and an aptitude for digital tools.
· Excellent attention to detail and the ability to ensure high quality standards for a variety of written and financial outputs.
· Line management experience.
Desirable
· Experience working with the UK Government as a client or funder including familiarity with FCDO budget and financial reporting tools.
· Familiarity of working within consortium projects.
· Arabic language.

About the Investment Team
The Investment Team is responsible for selecting charity partners, managing our charity investments and supporting our charity partners to improve and scale their impact.
The Investment Team also leads the Impetus Leadership Academy, a leadership development programme to support talent from ethnic minority backgrounds in the UK youth sector to progress into senior leadership roles.
The team is made up of 18 people, including former teachers, charity chief executives, charity impact leads, management consultants, social investment portfolio managers and impact consultants.
The team is led by a Portfolio Director who sits on the Senior Management Team. The Portfolio Director has 5 direct reports: a Deputy Portfolio Director, three Sector Leads (who lead our work in School engagement, School attainment and Employment Sectors) and an Impact Lead. Sector Leads line manage 6 Investment Directors. Investment Directors line manage Investment Managers (currently 5). Investment Directors and Investment Managers tend to primarily focus on a sector but might have mixed portfolios, depending on need, experience and interest.
The Investment Team has a good track record of role progression. All four Leads and a number of our Investment Directors were promoted from within the team.

Job description – Investment Director
The Investment Director (ID) is a key member of the Investment Team, playing a leading role in identifying, assessing, and supporting portfolio partner charities and other non-profit organisations to deepen their impact and scale their outcomes. This role works closely with other Investment Directors and Investment Managers to deliver external facing support to portfolio partners as well as internal projects to support the development of the investment model and portfolio strategy.
Investment Directors use strategic thinking, analytical rigour, and senior relationship skills to support a portfolio of amazing organisations that, together, will help shift the life chances and outcomes of young people from disadvantaged backgrounds in the UK.
Key responsibilities
Finding high potential charities and non-profit partners for our portfolio
- Identifying potential charitable organisations for investment.
- Leading in-depth due diligence process to assess and build partnership foundations with potential partners – covering leadership and governance, and their impact, scale, and partnership potential.
- Modelling from first contact of origination, our approach to engaged and trust-based investment management support.
- Developing and championing high quality investment propositions to our Investment Committee.
Managing partnerships with portfolio partners
- Managing relationships with partner Chairs and CEOs
- Agreeing Service Funding Agreements, including appropriate annual investment milestones to allow for a clear assessment of re-investment potential at end of phase
- Regularly monitoring and assessing partner progress / risks against milestones and making recommendations for progression or exit
- Escalating key risks on performance, leadership and safeguarding
- Conducting annual partnership review with Sector Leads and partner CEOs
- Working with Impetus Finance colleagues to ensure timely distribution of grant payments, in line with Service Funding Agreements.
Supporting portfolio partners
- Providing direct support to CEOs and senior colleagues on key strategic topics, using a mix of at least monthly one-to-one meetings and group facilitation to:
- clarify theory of change
- define long term ambition
- develop growth strategy
- achieve a step change in the delivery and performance management of outcomes
- strengthen leadership (individual and collective) and governance capabilities
- develop path to scale
- build financial resilience
- Scoping and project managing pro bono capacity-building projects (in addition to providing direct management support). Ensure projects are delivered to a high standard and contribute to charity progression
- Identifying engagement opportunities for our donors and supporters with charity partners that are aligned with the charity’s activities and do not distract or undermine their core work
- Collaborating with Impetus philanthropy team to develop new funding streams (additional to direct Impetus grant funding) that support our partners’ ability to deliver impact at scale

We are seeking an experienced and visionary Programme Director to lead our Transitioning into Adulthood team, overseeing a critical funding priority that focuses on improving outcomes for young people as they move into adulthood. The Organisation

The Role
As one of our Event Development Project Managers in the team, you will play a vital role in project visioning, developing and tendering for a wide range of annual contracted events throughout The Royal Parks.
Specifically, you will help support and deliver the commercial and strategic vision for our most significant major events and lead on the development of new event tender projects.
You’ll ensure that our commercial activities are sustainable and profitable whilst remaining consistent with our values and sympathetic to parkland activities. With this in mind, you will project lead on market research, commercial modelling, strategic and creative visioning, tender planning and contract development work.
The role will involve:
- Creating and drafting strategies for future tenders for major public events
- Preparing and maintaining detailed project plans and tender documentation
- Gathering event feasibility, market research data and information for event tenders
- Supporting the Event Development team project activities for event tenders
- Managing the day-to-day admin for event tender projects
Additionally, the role does not involve:
- Working on or managing events, as the hosting venue we do not organise events ourselves
- Booking events suppliers or entertainment
About You
To be considered as one of our Event Development Project Managers, you will need:
- Excellent experience working as a project manager within outdoor events or public parks
- Good knowledge and experience in tendering for event providers and contract administration within the events industry
- Excellent communication, presentation, proofreading and report-writing skills
- Good organisation skills
- The ability to work collaboratively and build effective relationships
- The ability to analyse information, make informed judgements, appraise performance, and manage risks
A PRINCE2 Foundation or equivalent Microsoft Project and/or Project Management experience would be beneficial to your application. A degree level education in event management or equivalent experience would be desirable.
An understanding of the public procurement exercises (CCR2016 or PCR2015) would be desirable.
IT literacy, including Microsoft Office products; Teams, OneDrive, Project, Planner, To-do, SharePoint, PowerPoint & Sway, Lists and Viva, would also be advantageous.

Role Summary
As Head of Fundraising and Business Development, you will be responsible for implementing an effective fundraising and income generation strategy aligned to the objectives of our organisational Strategic plan and with a strong emphasis on partnership building and relationship management.
We exist to create lasting change for those who are marginalised and vulnerable, so you will need to be driven by the passion to see lives changed and help generate income to support more of this valuable work.

Business Development Objectives
• Take the lead on Business Development for the charity by ensuring processes and procedures for supporting us to bid for and secure public sector contracts are robust and effective.
• Work with the Chief Operating Officer and relevant Head of Service on identifying and securing contractual funding opportunities.
• Develop and write tender bids to support us to secure new contracts

Fundraising Strategy & Objectives
• Create and implement an effective Fundraising Strategy for the charity that applies the right balance of fundraising mechanisms, e.g. trusts, foundations, corporate philanthropy, events, individual giving and major donors, to achieve our organisational objectives.
• Work to established Fundraising targets and goals, considering strategic change and approach where any risk of shortfall is identified, to enable the development of charitable activities in response to established need

SWEDA is growing fast. Since the pandemic, the number of children, young people and adults who need our support has grown exponentially. An estimated 1.25m people in the UK have an eating disorder, and an NHS mental health questionnaire in 2023 found that 59.4% of 17-19 year olds ‘screened positive’ for having eating problems.
We have responded by expanding geographically (into Bristol and South Gloucestershire and Oxfordshire), developing our children and young people’s services and investing in the development of a fundraising team. Our Head of Fundraising has been in post for just over a year and our Fundraising & Communications Officer joined in January 2024. Now we need a Fundraising Manager to help us develop and grow our community fundraising to diversify our income and secure SWEDA’s future. Your role will be to help us devise and deliver community and individual fundraising campaigns, secure and cultivate corporate partnerships and forge relationships with schools and other community partners. We are a fun team who work from home and/or co-working spaces. We will support you to achieve a suitable virtual working environment. This role will be involved in coordinating and attending events and meetings face to face across Britain, so a willingness to travel with occasional overnight stays is essential.
