About the role

As our Regional Building Surveyor, you'll manage our Retail Division's property portfolio in the Central England and North Wales region, spanning 220+ leasehold shops and stores.

Your region includes Cheshire, Greater Manchester, North Wales, Shropshire, Merseyside, Yorkshire, Derbyshire, Leicestershire, Staffordshire, Warwickshire, Suffolk, Norfolk, Northamptonshire, Hertfordshire, Bedfordshire, Buckinghamshire, Oxfordshire, Surrey, Greater London, and Essex. Additionally, you’ll support stores nationwide to meet emergent requirements.

You’ll deliver a full range of building surveying services, both reactive and planned maintenance, including:

• leading diverse projects, from essential repairs to rejuvenating refurbishments and exciting fit-outs

• managing contract and tender documentation

• fulfilling CDM duties, including being Principal Designer

• conducting Planned Preventative Maintenance inspections

• overseeing building maintenance

• performing acquisition and disposal surveys

• offering dilapidations advice

• building strong relationships with stakeholders

Working arrangements

This is a home-based role with extensive travel throughout Central England & North Wales, primarily your regional patch, though periodically extending across the country. You will be required to live within the region counties stated above and stay overnight as required (on average, this would typically be 2-3 nights every fortnight).

About you

To be successful in this role, you'll:

• possess a professional building/construction management qualification (MRICS, MCIOB) or significant demonstrable experience in retail building surveying

• have sound technical knowledge of all legislation relating to the fit-out and occupation of leasehold retail premises (Building Regulations, Planning, CDM, Fire Safety Order, Health & Safety, and Asbestos)

• have extensive experience in all key aspects of traditional building surveying disciplines, including:

• acquisition and disposals surveys

• health and safety

• defects analysis 

• maintenance inspections and management of remedial works

• coordinating with stakeholders, including contractors and consultants.

• access audits 

• building pathology

• dilapidation's

• fit-out design

• contract administration

• be a highly effective team player with strong interpersonal, influencing, and decision-making skills.

We have an opportunity for a Head of Property to join our wider Commercial directorate and to lead and develop the delivery of the Royal British Legion (RBL) Estates/Property function to ensure alignment with organisational strategy.

Managing five Regional Property Managers, you will lead a team which overseas a unique portfolio of properties including clubs, branches, offices and vacant space. You will also be responsible for delivering wider corporate efficiency projects, including undertaking research, solutioning, production of written papers and presentation to Executives/Trustees.

- Directing the work of the Regional Property Managers fully achieving all financial and operational objectives and oversight of their reportees

You will bring with you experience in leading an Estates/Property team in a similar sized, complex organisation. Given the nature of our organisation, you will also benefit from having an understanding of Charity Law and how it impacts property, as well as an understanding of Trusts and the working of the Charity Commission.

As a Contract Surveyor some of your main responsibilities will include:   

• To provide technical support to colleagues and customers through inspection, report writing, works specifications and planned investment works throughout the community housing stock.   

• Support the Asset Manager to supervise on-site construction works including inspections to determine where work is required, preparing work schedules and specifications, preparing financial reports and completing post inspections and completed works.   

• Surveying property owned by our client and checking existing data for the property Asset Management Database

We are ideally looking for:

• Can demonstrate where they implement and made changes around service delivery
• Experience in delivering repairs, maintenance, and void management within the sector.
• Management of trade operatives or direct labour, and management of external contractors
• Delivery of works against agreed performance indicators, contractual and statutory requirements and within agreed budgets.
• Can produce specifications and ensure works are carried out to the required standard.
• Aware of property legislation and standards relating to social and supported housing
• Can organise their own workload and provide regular updates on progress.
• Good IT skills as this is a key part of the role.
• Good communication skills, especially dealing with staff and residents face to face.

Introduction

This new role, funded by the Church Commissioners' 'Buildings for Mission' grant, will provide frontline support to parishes in the Southwark Diocese for capital fundraising to maintain, repair, and conserve church buildings. The aim is to ensure these buildings remain sustainable, open, and available for both worship and diverse community use. The post-holder will offer hands-on support to priority churches, ongoing guidance to around 50 additional churches, and ad hoc advice as needed.

Main Responsibilities

1. To provide specialist advice and – where appropriate –‘hands-on’ assistance to parishes on grants applications and other means of capital fundraising, for maintenance/repair/conservation of church buildings and capital improvement-works projects.
2. To offer encouragement, help and support to parishes in developing strategic financially-achievable approaches to maintenance/repair/conservation and sustainable use of their church buildings, including community engagement and wider uses, as well as energy-efficiency and reducing carbon emissions.

• Support Capital Fundraising: Advise parishes on grants and income generation to maintain and improve church buildings, including achieving Net Zero Carbon goals.
• Parish Assistance: Help parishes with grant applications, financial planning, and income-generating strategies through meetings and ongoing support.
• Grant Management: Administer building and energy-saving grants, ensuring effective allocation and use.
• Training and Guidance: Deliver workshops and provide resources to enhance parish fundraising skills.
• Communication: Share updates on funding opportunities and celebrate parish successes.
• Monitoring and Reporting: Track project outcomes and contribute to diocesan and national evaluations.

The Whiteley Homes Trust “the Trust” is a charity that manages Whiteley Village in Surrey. The purpose of the charity is to provide homes for older people of limited means from all over the country.  Founded over a hundred years ago in Walton on Thames, Surrey, the Village is located in 225 acres of beautiful grounds and is a very special place to live and work.

Established in 1917 the village has many Grade 2 listed buildings and provides housing for nearly 400 older people of limited means. There are 265 Almshouses and 51 extra care apartments and the Village also has a church, social and leisure club, shop and café.

We became a Registered Provider in 2024 and the Head of Housing will lead on the Trust’s strategic and operational delivery of our housing management services.

You will have a strong background in in housing management and will lead a small team to deliver an efficient, professional and cost-effective service with high levels of customer satisfaction.  You will understand the support needs of our residents whilst meeting regulatory requirements of the Regulator for Social Housing, the Care Quality Commission and upholding the standards set by the Almshouse Association.

Reporting to the Director of Operations, you will be responsible for all aspects of housing management including applications, allocations and lettings, income collection, managing antisocial behaviour and other breaches and supporting residents to manage their licences or tenancies. The position will be accountable for making business decisions that align to the Trust’s strategic goals, vision and objectives.

The role will have line management responsibility for the Housing Team and a close working relationship with the Head of Property, Head of Community Services and the Registered Manager of the Extra Care facility.

What will you be doing?

Main Responsibilities

• Leading and developing the Housing team to ensure they provide an excellent service for residents.
• Ensure the Trust’s housing management systems and controls are effective and robust, and that the Trust is fully compliant with all Landlord obligations, relevant laws, regulations and quality standards of the Regulator of Social Housing, the Care Quality Commission and the Social Housing Regulation Act 2023.
• Line Manage the Housing team with responsibility for recruiting, training, motivating, performance management and absence management ensuring an efficient, professional, responsive and customer led service.
• Maximise the Trust’s income by effective management of arrears associated with licence agreements, maintenance charges, rents and service charges and to take appropriate action to recover debts incurred.
• Manage antisocial behaviour and other breaches in line with the Trust policy as well as taking a proactive approach to resolving neighbour disputes and anti-social behaviour.
• Work with the Head of Property to develop an effective void strategy that ensures properties are let to a good standard while minimising void times and costs.
• Record KPIs and report to the Leadership Team monthly and implement processes to ensure targets are met.
• Review and update Housing policies where required.
• Develop and maintain good working relationships with residents, managers, colleagues and external stakeholders.
• Investigate and respond to all Housing Services complaints within set timescales and proactively deal with issues prior to becoming a complaint.
• Work with the Head of Community Services to develop services to enhance the health and wellbeing of residents.
• Develop the use of the specialist IT system (Pyramid) to deliver robust housing and property management.
• Develop and manage the budgets for Housing Services, ensuring efficient allocation of resources while maintaining a high standard of service delivery.
• Work with colleagues to set service charge budgets to maintain affordability while effectively providing services.
• Ensure all annual maintenance charge, rent and service charge increases are communicated and implemented on time.
• Work with the Health and Safety adviser to ensure full completion of risk assessments, inspections and audits as required. Ensure any accidents, incidents or near misses are reported in line with the Trust’s policies and appropriate action taken.
