About the Role
This new role within the Operations Directorate will manage our existing portfolio of national skills competitions, work with the wider team and network to develop our offering to ensure we are aligned with the UK economic priorities. You will have experience of the technical and vocational education and training or apprenticeship systems, be proactive and able to engage with a range of stakeholders.
Role purpose
The purpose of this role is to manage relationships with key stakeholders to ensure the national competition programme is delivered to a high standard, ensuring a collaborative approach to its development and delivery, in partnership with education and industry
Key tasks and responsibilities:
1. Management of a portfolio of national skills competitions across a range of industry sectors:
Develop knowledge and understanding of each competition and their operational needs and requirements, through meetings (one-to-one and group), with competition organising partners (COPs), educators and industry.
• Provide technical and operational advice, guidance, and support on competition delivery to internal teams, partners, and external stakeholders in education and industry.
• Undertake mid-year and annual reviews of competition organising partners (COPs) and continually seek to develop efficient quality procedures.
• Support competition organising partners (COPs) to understand programme requirements and produce key documentation to a consistent high quality and standard, submitted to agreed timeframes
2. Management of all contracts and processes associated with WorldSkills UK’s network of competition organising partners (COP’s):
Implement the competitions organising partner (COP) quality assurance and continuous improvement model and monitoring framework, to ensure the programme runs effectively through contract compliance and that key milestones are met and risks are mitigated.
• Quality assure and sign off key competition deliverables and milestones, reporting and tracking progress on centralised monitoring systems.
• Carry out monthly catch up and bi-annual reviews of competition organising partners (COPs) and support them to continually improve programme delivery resulting in a high-quality, innovative competitions and a positive competitor experience. Page 7 of 10
• Provide development support to delivery partners to raise the standard and quality of competitions delivered within their footprint, in collaboration with the Quality and Standards team. This also includes organising sector-based cluster meetings for competition organising partners to foster greater collaboration and collect, synthesise and exchange information and best practice pertinent to their particular industry or sector.
• Ensure monitoring and reporting systems are accurate and kept up to date.
• Work with the Corporate Partnerships team to manage competitions funded through an investment model.
3. Support the development of new skills competitions:
• Review, assess and implement initiatives that create future-proof skills competitions that are sustainable, responsive to employer needs and provide greater alignment to UK economic priorities.
4. Project management:
• Take ownership of allocated projects within the Operations directorate ensuring all deviations from targets (time, money, people etc.) are identified and addressed at the earliest possible stage.
• Effectively coordinate resources (including agencies, suppliers, contractors) so that all project elements are delivered to acceptable standards on time, to budget, and meet the required specification(s)/objective(s).
5. General

This role is office based (as above) but with flexible hybrid working. It is expected the postholder will attend the office at least once or twice a week.

Employment Details
Contract type
This contracted post is for 28 hours per week and may very rarely require some out of hours or weekend work as required. We welcome application for flexible working including reduced hours and other flexible working arrangements.
Location
We support hybrid working to suit our team. When in the office, the post holder will be based at Russia Lane but some travel across east London may be required to meet the needs of the service.
Salary
Between £31,930 and £35,020 pa pro rata for part time. Plus 5% employer pension contribution.
We have recently introduced a salary bands system. This salary range refers to the lowest and top steps of the grade. Salary will progress every year until the top salary is reached.
Holiday entitlement
25 days (pro-rata for contracted hours) of paid holiday per year plus bank holidays. This increases after two years of service to 27 days, and then a further one day per every year of service up to a maximum of 30 days after five years of service. In addition, all employees are entitled to one day off on (or around) their Birthday.

About the position:
The Program Finance Manager will be the main interface between the Programs Team and the Finance department in relation to partner grant management. The post holder will be responsible for supporting the Programs team to manage financial aspects of their grant portfolios by commissioning due diligence for new partners; reviewing partner budgets; monitoring expenditure through financial reports; and arranging financial capacity building for partners if / when needed.
The post holder will carry out their role with the support of a Finance Officer based in London and by commissioning technical assistance providers (e.g. local accountancy practices) in countries in which the Freedom Fund does not hold a local registration. For countries in which the Freedom Fund is registered (currently Ethiopia and Brazil – with a registration application pending for Bangladesh), the Program Finance Manager will support the country Finance Managers to fulfil these functions within their hotspots. This position will have line management responsibility for one member of the Finance team (a Finance Officer).
Responsibilities
Partner financial management
- Develop and maintain appropriate systems, policies, procedures, guidelines and templates in relation to program finance management and ensure financial aspects of the Grant Management Handbook are fit for purpose
- Oversee the financial due diligence assessments of partner organisations – liaising with Program staff and / or external contractors (e.g. local accountancy practices) to carry out visits, develop improvement plans and to collate, monitor and report on partner financial risk
- Manage relationships with hotspot technical assistance partners for ongoing financial monitoring and partner financial capacity building
- Support the financial assessment of new grant proposals and budgets from partners and assess partner compatibility with Freedom Fund funding opportunities
- Work with the Senior Financial Reporting and Compliance Manager to ensure that partners are compliant with donor terms and conditions
- Oversee the review of financial reports received periodically from partners – identify, investigate and report on budget variances and provide reports and analysis to both the Programs and Finance teams as required
- Ensure periodic partners finance reviews are conducted and manage completion of actions resulting from the reviews
- Provide oversight to Finance Managers in branch offices on program finance management
- Provide training to Programs staff in relation program finance systems and processes
- Update and maintain the organisation’s grant management system (Salesforce) in relation to program finance matters
- Monitor partners’ payments requests in the accounting system (Microsoft Business Central) and monitor balances owing to / owed by partners on the Freedom Fund balance sheet
Partner risk
- Maintain the fraud register and lead any investigations of fraud allegations
- Assess, report on and put in place appropriate measures to reduce partner financial risk
- Produce the quarterly partner financial risk dashboard
- Report on partner financial risk to the Senior Leadership Team and Board, as required
