Programme Development & Planning

About the Role
As a Client Project Manager, you will play a key role in the delivery of our vision for the future of St George the Martyr, including saving the church, classed as Heritage at Risk, and creating a welcoming, active and inclusive church that engages people traditionally under-served by heritage. Unit Base Management:
Responsibility for driving improvements, developing, managing and implementing the Trust’s Unit Base operations, including:
- A promotional plan for the Trust’s offer is visible in the market place and to grow the service over time.
- A strong booking system supplying the right data for the Trust to manage the operation in a timely manner.
- Appropriate meeting and greeting, services, facilities and security provision are in place.
- Ensure all relevant information for smooth set up, use and strike, is available and passed to users of the service, including emergency or out of hours, contact information.
- Ensure a feedback mechanism is in place for users.
- Ensure a monitoring mechanism is in place for reporting upwards within the Trust.

The Tree Equity for Hartlepool project marks the first town-wide approach in the UK to address low Tree Equity scores across an entire urban area. Working with Hartlepool Borough Council, Trees on Tees Community Forest, The Woodland Trust, Thirteen Group housing association and Treeconomics, this partnership brings together major local landowners alongside national tree specialists to deliver a programme of work over two years - and is seeking a Project Manager to drive the work forward.
ABOUT THE ROLE
As Project Manager, you will be responsible for this flagship work locally, overseeing a diverse portfolio of tasks. This will include project and line management, development of tree planting projects, being the charity’s voice in the region, developing partner relationships, advocating for our work and raising the profile of the charity and urban trees with key stakeholders. You will ensure the smooth running of the project and success for this flagship piece of work in the Tree Equity movement.
The role will involve a large amount of interpersonal work and requires a confident, well-organised and friendly individual who can both confidently lead and manage the project, and act as a spokesperson for the charity and urban forestry with key stakeholders locally. You will be responsible for building and maintaining strong relationships with partners, and these will be key to success, ensuring the project is delivered with ambition to get the results the community needs.
You will work under the steer of the Senior Development Manager, and line manage a locally based Project Community Coordinator. You will represent Trees for Cities and build the strategic presence of the charity and partners in the Tees Valley area.
As Trees for Cities looks ahead to its next strategic period, this project is a key flagship piece of work, and the role will be required to represent the partnership and associated work being done. In delivering a successful project, the case will be made for addressing low Tree Equity scores at the local and national level, influencing decision makers to best support urban forestry.

About the role
Our client is seeking a dynamic and experienced Strategic Property and Asset Manager to lead the Council's property function. This role encompasses strategic planning, development, and management of the Council's non-housing property portfolios (operational, leisure & heritage, community and commercial assets). This will include ensuring the optimal use and management of the Council's estate, maximising financial and social returns while aligning with corporate and political priorities.
There will be a particular focus on the Council's strategic asset management plan and the role also has oversight of the Council’s commercial landlord function. The role is key to the effective delivery of professional advisory, valuation, and transactional services across the Council’s portfolios.
This is an exciting senior role which belongs to the job family of ‘Service Manager’ as such the role holder will be a member of the Council’s Wider Leadership Team (WLT).
About you
It is essential that you are a member of the Royal Institution of Chartered Surveyors. They expect that you will bring a proven record of accomplishment from within the property sector. The ideal candidate will have extensive experience of operating as a service manager in a complex organisation, with a strong understanding of property and asset management principles, ideally in a local government setting. Knowledge and understanding of property valuations is essential.
You will possess excellent people skills allied with the proven ability to listen, explain, negotiate and influence. You will be an enthusiastic, skilled subject matter expert with excellent presentation and report writing skills.
You’ll need analytical and communication skills, political acumen, and the confidence to engage with stakeholders at all levels. The ability to effectively operate in a political environment with substantial practical and procedural knowledge of public sector practice is key.
The Council’s property function is small team with a large remit, the post holder must therefore be willing and able to get stuck in and deliver their own broad case load of transactions. At the same time, as the most senior surveyor at the Council, the post holder must be comfortable operating at a strategic level, setting the direction for the wider team as well as being an experienced and competent manager of other managers.
A forward-thinker with a strong customer focus, you’ll drive forward digital improvements while fostering innovation and performance improvement. Above all, you’ll embody the Council’s values and behaviours and deliver the best outcomes for our residents.
You will be required to attend evening meetings and evening and weekend working as needed from time to time. There is a requirement for you to also be available as part of the Council’s emergency planning arrangements, which requires you to be a first aider and fire warden, and you must have the ability to travel around the Borough.
