About the FCLP
upReach’s Future Charity Leaders Programme (FCLP) is a graduate programme combining delivery work (supporting our Associates) with exposure to a range of aspects of charity management.
As a Programme Coordinator on the FCLP you will be delivering personalised employment-focused support to a cohort of approximately 80 Associates, helping transform their lives by equipping them with the necessary skills to secure a top graduate job. During a typical week, you should expect to be working across a range of projects including 1:1 undergraduate coaching, group workshops, webinars (we refer to them as Video Forums), partnership management (with university partners or employer partners) and more!
In addition to this, the programme offers the opportunity to develop skills in key areas of charity management by participating in 3 rounds of six-month 'rotations'. After your initial 18 months and the completion of 3 six-month rotations, you will have the opportunity to undertake an apprenticeship in Leadership and Management to further develop your skills.
Throughout the programme, you will receive dedicated internal training developing your leadership skills and building your confidence in the role.
Through our partnership with The Circle Line, you will be part of a supportive peer group, offered regular personal development training workshops online and in-person on their '12 Tools for Life'. You will also be able to choose your own practitioner to support you with 1:1 sessions throughout the programme to help you unlock more of your unique potential.
What will I be doing?
The FCLP is a fast-paced but rewarding role. Programme Coordinators spend 80% of their time (4 days per week) working directly with associates to enhance their career knowledge and skills and 20% (1 day per week) on a charity management rotation (or an apprenticeship after 18-months). No two days are the same, but your responsibilities may include:

Support the team in improving logistics, operations, and collaboration with the café team. Ensure seamless integration of internal and external processes to optimize efficiency and effectiveness.
Employment Programme
Lead the strategic direction of the employment programme, securing 15+ employer partnerships annually. The overall aim of this commission is to establish an effective and well-managed staffing structure for the organisation, with strong systems and policies embedded across our teams. Ultimately this will build Deaf Unity’s stability and resilience for the long-term.
Deaf Unity: mission and purpose
Deaf Unity is a deaf-led charity (CIO), based in London, that works to empower, nurture and train deaf individuals. Our particular focus is on three main points of transition that are pivotal in enabling deaf people to realise their potential – and to thrive within and contribute fully to society. These transition points are:

leaving school to enter further/higher education

entering the workforce

progressing in the workplace
We work with our community in London to identify the barriers deaf people face at every stage of this journey, empowering them to make informed choices and to succeed. We partner with stakeholders (universities, employers, voluntary sector partners) to decrease, overcome or eradicate these barriers altogether.
From our home base in London, we work alongside our community and partners to develop and deliver new initiatives in response to clearly identified needs. We directly engage 300+ deaf people each year: inspiring and supporting school-leavers to take their first steps into higher education; empowering graduates and employees to navigate the world of work with confidence; and connecting deaf people with each other to build community, tackle isolation, mobilise around key issues and break down barriers to learning and employment. Sharing and dissemination of our work (including online to reach the national community) goes on to engage far greater numbers.
Deaf Unity generates much of its income from providing interpreting and consultancy services and delivering training (British Sign Language and deaf awareness courses). This activity fully aligns with our charitable mission and generates essential unrestricted funding to support our wider activities. Income in the year ending December 2023 was £115,316, of which over 80% was generated from course delivery and interpreting services. That year we generated a surplus of £11,102.
Context for the commission
To date, deaf Unity’s programmes have been delivered entirely by a freelance team: CEO, administrator, tutors and project managers/coordinators leading on different streams of activity. We have recently recruited a Training and Operations Manager (freelance) to lead on training and interpreting services.
Activity continues to grow. Turnover in 2024 was c. £175,000 (final accounts are currently being produced), demand for courses is strong and we have had a successful year of fundraising.
Our activities engage a broad range of beneficiaries, participants and stakeholders: deaf students and employees; our local deaf community in London; and many different stakeholders – universities, employers and local councils – working with us to remove the barriers that disadvantage deaf people and prevent access to opportunity. We are proud of a track record of impactful interventions that have made a real difference in the prospects of deaf learners, jobseekers and employees.
This said, we have not reaped the full benefits of the partnerships and experience that have contributed to this success. A wholly freelance workforce means skills, knowledge, relationships and learning are regularly lost. We now wish to bring a core team into a salaried, PAYE structure to assure greater stability and continuity. We wish to invest in our people and demonstrate good employability practices, as champions of Deaf parity in the workplace. Specialist support is needed to ensure a good process, an affordable structure, and that appropriate systems, policies and structures are in place to support future work.
In late 2023, the Board of Trustees agreed a forward plan, setting out the charity’s objectives and the activities we plan to deliver over the next 3-5 years. Our work is guided by 5 high-level, strategic objectives. We aim that by 2028:
- Deaf Unity will have created in partnership with London schools a high-quality, effective careers advice pack/toolkit which can be accessed digitally by schools across the UK to inspire and support deaf learners on their FE/HE/vocational journey.

Deaf Unity will be providing a comprehensive package of support around employability, that is recognised and in use by 5 leading nationwide employers and by the National Union of Students (NUS).
- We will be hosting in London a highly respected, impactful annual event for deaf people in work that is reaching 100 deaf people each year, directly or indirectly

Deaf Unity will be able to evidence that the CIO is making a substantial positive difference in the lives of learners, students and employees - through quantitative and qualitative feedback including testimonials and case studies
- Our organisation will be stable, financially secure and resilient, supported by strong governance and management systems and effective partnership networks
This commission directly supports objective 5.
In parallel with this:
- Deaf Unity will work with an Evaluation specialist to develop a practical, effective evaluation framework and plan enabling us to capture and analyse our impact across the full range of our activities. This will enable us to improve the design and delivery of our services and activities, on an ongoing basis and to better evidence the charity’s impact and the difference we are making in people’s lives.

This programme of development activity is kindly funded by Trust for London.
In the course of the year Deaf Unity will also be working with a corporate partner offering pro-bono support to redevelop the website and advise on online course delivery.
Overview of role
The consultant will be required to lead and support Deaf Unity’s CEO and Board through a systematic approach to agreeing, implementing and embedding the new structure. We currently envisage that this will include:

A review of the functions, skills and competencies required to deliver Deaf Unity’s forward plan

Producing a proposed, costed staff structure, with salaries, rates of pay and conditions that are benchmarked against the sector and meet good practice e.g. in terms of Living Wage parity

Business planning to include producing a revised budget for 2025 (currently indicative only) and an indicative budget for 2026, based on current levels of activity/growth, to ensure that the new structure is affordable. (An in-depth business development process is planned for a later stage, separate from this commission)

A review of governance and existing policies

Support with the transition process e.g. ensuring that the moving of any freelance staff to salaried contracts is compliant with the law and with good employment practice

Development of a training plan (spanning the Board, staff and freelance team) to address identified skills gaps

Schedule
We aim to start work in mid April 2025, completing by end October 2025 (7 months). The consultant will be required to work flexibly throughout this period and this will be negotiated with you on appointment, bearing in mind your other commitments.

About the Investment team
The investment team is responsible for selecting portfolio partners, managing our investments in these partners and supporting them to improve and scale their impact.
The investment team also leads the Impetus Leadership Academy, a leadership development programme to support talent from ethnic minority backgrounds in the UK youth sector to progress into senior leadership roles.
The team is made up of 18 people, including former teachers, charity chief executives, charity impact leads, management consultants, social investment portfolio managers and impact consultants.
The team is led by a Portfolio Director who sits on the Senior Management Team. The Portfolio Director has 5 direct reports: a Deputy Portfolio Director, three Sector Leads (who lead our work in School engagement, School attainment and Employment Sectors) and an Impact Lead. Sector Leads line manage 6 Investment Directors. Investment Directors line manage Investment Managers (currently 5). Investment Directors and Investment Managers tend to primarily focus on a sector but might have mixed portfolios, depending on need, experience and interest.
The investment team has a good track record of role progression. All four Sector Leads and a number of our Investment Directors were promoted from within the team.

About the Investment Manager role
The Investment Manager (IM) works as an integral part of the Investment Team to help deliver our mission – supporting portfolio partners to deepen their impact and scale their outcomes. This role works closely with Investment Directors and other Investment Managers, including both charity-facing support and internal support to the investment team.
The IM uses analytical rigour, project management and relationship skills to support a portfolio of amazing organisations that, together, will help shift the life chances and outcomes of young people from disadvantaged backgrounds in the UK.
The IM role works across the portfolio, with the opportunity to work with various charities and Investment Directors, and may be involved in delivering the Impetus Leadership Academy.
Key responsibilities
Investment Management
- Working closely with Investment Directors to support portfolio partners across all areas of our work - leadership, impact and sustainability - leading specific work streams like impact and/or financial management.
- Building trust-based relationships with charity leaders including CEOs, delivery staff and Programme / Impact leads, to become a valued advisor on practice improvement.
- Working closely with staff at our partners charities, providing guidance, thought partnership and capacity building.
- Working with Impact teams at charity partners to develop and refine impact management practices; data collection, dashboard development, performance review meetings, programme design and evaluation.
- Coaching charities' heads of functions (e.g. Director of Impact) to develop as leaders and help drive an impact-led approach within their organisations
- Curating pro- bono projects leveraging our large network of corporate volunteers to provide targeted support in key areas for our charity partners (e.g. strategy, marketing advice, financial analysis).

Purpose
The purpose of this post is to support the delivery of our Homeless Hub, Community Hub and Community Outreach. You will work across our Homeless Hub and Community Hub as part of an integrated team supporting people who are in Hunger, Hardship and Homelessness
You will support front line staff in the delivery of a person centered, trauma informed approach. You will oversee the operational policies within the service and support with general operational delivery.
You will work as a member of a small, dedicated staff team. You will work in close partnership with our student placements and volunteer team members who, alongside our staff team, provide ongoing support to homeless and community-based individuals with the aim of moving them into permanent accommodation wherever possible.
You will engage/re-engage, refer, and support dependent alcohol and drug users to access evidence-based harm reduction, treatment, and recovery support programs to initiate recovery, build/or utilize recovery to move into long term sustained recovery and social (re)integration.
This role involves extensive work with clients with multiple complex needs, so if you have experience of working independently or delivering therapeutic groups in a Substance or Alcohol Misuse setting, we would especially like to hear from you.
We work with multiple partners, and often our role is identifying the challenges individuals may be facing or have previously faced, so we can facilitate other partners’ support based on the needs identified.
This role is an important role within the charity, ensuring all our teams work together to deliver high quality and successful services to those in need.
Responsibilities
Case and Progress Coordination
· To oversee the delivery of effective, trauma informed, person centred support across all our homeless services. You will have a casework portfolio; be directly responsible for meeting regularly and identifying support required.
· To contribute to effective case management and coordination covering areas of risk, problematic behavior, housing, social functioning, employability, psychological and physical health of our service users.
· To engage with and actively listen to clients’ views and to be able to use this to improve the service delivery where possible.
· To provide education and raise awareness to help service users manage factors which affect their mental health, substance misuse and physical wellbeing.

· To be part of an integrated rough sleeper’s substance misuse service, specifically for alcohol and drug dependence and complex needs within a range of treatment and recovery pathways.
· To promote and support individuals into both abstinences based and medically assisted forms of recovery.
· To contribute to the overall performance of the integrated service to ensure that contractual output targets are achieved. To support the delivery of leading therapeutic group work with service users related to substance misuse.
· To support the delivery of overdose prevention training.
· To provide harm reduction advice, information and support to reduce drug and alcohol related deaths and blood-borne virus infections, with an emphasis on safer drug and alcohol use.
· To engage with dependent alcohol users, high-risk drinkers with complex needs, and drug users, and facilitate access to assessment, treatment, and recovery options.
· To conduct assessments, risk assessments and co-produce care plans and reviews with clients.
· To proactively re-engage service users who are at risk, have dropped out of treatment and recovery activities by engaging at access point, and using motivational techniques to bring people back into treatment.
Service Coordination:
· To always ensure that the Homeless Hub and Community Hub environment is controlled and safe for staff, students, volunteers and service users, managing incidents as they arise and as per procedure.
· To ensure all users are registered and assessed and understand the expectations on them accessing the Homeless Hub and Community Hub.
· To complete registration forms with clients who are new to the service.
· To complete registration forms and risk assessments with clients who are new to service.
· To ensure all acts of inappropriate or challenging behavior are managed and reported to the Service Manager.
· To inform the Service Manager of any issues arising with any service users.
· To liaise closely with staff and uphold Hope Centre and MDT Teams Rules and Treatment Expectations, Confidentiality Policy, and all other policies affecting the role.
· To network with other organisations within and out of the homeless sector, pulling in their resources and expertise.

o Ensuring the toilets are cleaned, and laundry completed at the end of service.
o To support the clothes store processing and sorting clothes with specific volunteers.
· To ensure all facilities and equipment of the Homeless Hub are operational and functioning including washing machines, showers and toilets, reporting repairs in a timely manner to the Service Manager.
· To ensure the smooth running of the Community Hub (@Ash Street), this includes:
o Assisting with floor support where and when required.
o Ensuring the community café is running smoothly- the cafe itself will be run by volunteers, but the Hope in the Community Team will support volunteers with training and supervision.
o Ensuring the Hub is cleaned and mopped at the end of-service.
o Ensuring the toilets are cleaned, and laundry completed at the end of-service.
· Support the delivery of activities and groups within the Community Hub/ Outreach
· Prepare workspaces and equipment in advance of session start times, as well as ensuring the workspace is kept tidy at all times.
· Implement and comply with health and safety procedures, in relation to the equipment used and activities undertaken.
· Maintain session equipment to a high standard and in form the Service Manager of any repairs or replacement of items.

Deaf Unity is seeking an experienced evaluation specialist to support evaluation of the charity’s projects, community activity and services.
Our activities engage a broad range of beneficiaries, participants and stakeholders: deaf students and employees; our local deaf community in London; and many different stakeholders – universities, employers and local councils – working with us to remove the barriers that disadvantage deaf people and prevent access to opportunity.
The overall aim of this commission is to equip Deaf Unity with a practical, effective evaluation framework and plan enabling us to capture and analyse our impact across the full range of our activities. We require this in order (i) to improve the design and delivery of our services and activities, on an ongoing basis and (ii) to evidence the charity’s impact and the difference we are making in people’s lives, helping us to make a more powerful case for change and to recruit new funders and partners.
Deaf Unity: mission and purpose
Deaf Unity is a deaf-led charity, based in London, that works to empower, nurture and train deaf individuals. Our particular focus is on three main points of transition that are pivotal in enabling deaf people to realise their potential – and to thrive within and contribute fully to society. These transition points are:

We work with our community in London to identify the barriers deaf people face at every stage of this journey, empowering them to make informed choices and to succeed. We partner with stakeholders (universities, employers, voluntary sector partners) to decrease, overcome or eradicate these barriers altogether.
From our home base in London, we work alongside our community and partners to develop and deliver new initiatives in response to clearly identified needs. We directly engage 300+ deaf people each year: inspiring and supporting school-leavers to take their first steps into higher education; empowering graduates and employees to navigate the world of work with confidence; and connecting deaf people with each other to build community, tackle isolation, mobilise around key issues and break down barriers to learning and employment. Sharing and dissemination of our work (including online to reach the national community) goes on to engage far greater numbers.
Deaf Unity generates much of its income from providing interpreting and consultancy services and delivering training (British Sign Language and deaf awareness courses). This activity fully aligns with our charitable mission and generates essential unrestricted funding to support our wider activities.
Context for the commission
In late 2023, the Board of Trustees agreed a forward plan, setting out the charity’s objectives and the activities we plan to deliver over the next 3-5 years. Our work is guided by 5 high-level, strategic objectives. We aim that by 2028:
- Deaf Unity will have created in partnership with London schools a high-quality, effective careers advice pack/toolkit which can be accessed digitally by schools across the UK to inspire and support deaf learners on their FE/HE/vocational journey.

Deaf Unity will be providing a comprehensive package of support around employability, that is recognised and in use by 5 leading nationwide employers and by the National Union of Students (NUS).
- We will be hosting in London a highly respected, impactful annual event for deaf people in work that is reaching 100 deaf people each year, directly or indirectly

Deaf Unity will be able to evidence that the CIO is making a substantial positive difference in the lives of learners, students and employees - through quantitative and qualitative feedback including testimonials and case studies

This commission directly supports objective 4.
In parallel with this, Deaf Unity will work with an Organisational Development consultant to make the transition from a freelance to an effective and well-managed PAYE staffing structure for the organisation, with strong systems and policies embedded across our teams.
This programme of development activity is kindly funded by Trust for London.
In the course of the year Deaf Unity will also be working with a corporate partner offering pro-bono support to redevelop the website and advise on online course delivery.
Overview of role
The evaluation specialist will be required to support Deaf Unity’s CEO and Training & Services Manager in developing an appropriate evaluation framework and action plan to be applied across the breadth of the charity’s activities, with supporting materials (e.g. questionnaires; interview prompts; other approaches). This is in the context of projects that often serve the deaf community, where written responses to feedback forms/online surveys are not always appropriate.
The consultant will support the leadership team to put in place training (not included in the fee) and systems to ensure that freelance teams delivering Deaf Unity’s project and training activities have the necessary understanding, guidance and confidence to support effective monitoring and evaluation of these activities.
Elements of Deaf Unity’s work to be included in this framework are:

We are keen to adopt relevant technology solutions to strengthen our evaluation systems and processes, and to integrate these with existing systems (e.g. CRM) wherever possible.
Schedule
We aim to start work on this evaluation project in April 2025, completing by end November 2025. We expect most of the work to be carried out in the first 4 months, with light-touch support thereafter. The evaluator will be required to work flexibly throughout this period and this will be negotiated with you on appointment, bearing in mind your other commitments.

About Blackburn & Darwen Youth Zone
Blackburn & Darwen Youth Zone, opened in May 2012 as an independent Charity, but we are proud to be part of the growing OnSide Network.
We work with young people aged 5-19 (up to 25 with additional needs) and offer youth work, health and wellbeing and employability services, giving young people somewhere to go, something to do and someone to talk to. Whilst our building and activities provide a hook for young people to initially engage with us, the relationships they develop with our team of Youth Workers ensures they return night after night. We pride ourselves as being one of the leading youth organisations in Blackburn and Darwen.
Our service to young people is focussed around a state-of-the-art, multi million pound facility that is purpose-built and remains dedicated to young people. This facility has recently undergone a 3 million pound transformation thanks to the Youth Investment Fund. This funding has allowed us to redevelop our Blackburn site to be able to offer a wider range of services for young people whilst celebrating the history of the building. Our newly developed Fusebox is the site where electricity was first generated in Blackburn. Alongside our history we also have a football pitch on our roof, this is one of Blackburn’s best kept secrets!
Our services for young people are needed more than ever and despite the prevalent challenges around the lasting impact of the pandemic, young people feeling isolated and the cost of living crisis, our team continues to provide a home from home for young people.
The Role
As a member of the Executive Leadership Team, our Chief Operating Officer will work closely with the CEO and senior managers to ensure the Charity delivers its vision and strategic objectives.
You will drive the development and execution of the Youth Zone’s operational plans and delivery of the annual business plan. You will do this by supporting, leading and motivating the senior management team, taking responsibility for the efficient and effective delivery of internal operations of the Youth Zone, including the back office, administrative functions and the offer to young people. The Chief Operating Officer will deputise for the Chief Executive by engaging with a wider set of external stakeholders, collaborators and partners.
Duties and Responsibilities - Detailed
- To contribute as a member of the Senior Leadership Team to the development and delivery of the Charity’s vision, values and organisational purpose
- Provide strategic leadership and management of every aspect of the Youth Zone’s day to day operations (covering both front-line delivery and back office) in line with the direction of the CEO, Youth Zone’s strategic goals, and requirements of the Board of Trustees
