About the role

The Policy and Public Affairs team is responsible for Carers UK’s policy, media, campaigns, research, public affairs and media functions, working with our colleagues in Scotland, Wales and Northern Ireland. We are a small team carrying out the full range of public affairs activity, from raising awareness of caring through public campaigns and in the media, to influencing Parliament, Government and wider stakeholders through new research, policy expertise and our campaigning work.

Job Summary 

Work as a team to support the Diocese of London in safeguarding children, young people and vulnerable adults in line with both UK legislation and House of Bishops Guidance. Responds well to safeguarding allegations and concerns, management of risk and making the church a safer place in line with the Church of England National Safeguarding Standards. 

Job responsibilities 

Casework  

• Respond to concerns and allegations of harm, working with statutory agencies; and protection of those who work with children and vulnerable adults in line of the House of Bishops Guidance.

• Acting as a contact point for those in church and statutory agencies, provide advice on all safeguarding matters, ensuring the DST is operating in line with the law, government guidance and national practice guidance from the House of Bishops. Ensure that safeguarding procedures are carried out throughout the process, with appropriate liaison with statutory agencies.

• Ensure appropriate support for alleged victims and their families and respondents and their families, throughout an investigation and thereafter.

• Maintain practices standards in all case work, ensuring five key principles underpin all adult safeguarding work, human rights and have due regard to mental capacity and acting in the best interests of those in need of support. Supporting practice and policy development around case management safeguarding processes. 

• Work with individuals who come to our attention to ensure appropriate risk assessment and risk management plans to set boundaries within a church setting; for those who are convicted of an offence, or where there are continuing unresolved concerns regarding risks to others.

• Work with statutory agencies, including attending appropriate strategy meetings, case conferences as arranged by statutory agencies or requested by the Casework Manager or Head of Safeguarding.

• Ensure that referrals to the DBS for barring from work with children or vulnerable adults and reports to the Charities Commission are submitted in line with statutory guidance. 

• Ensure that the Bishop of London, area Bishop, Archdeacon and Head of Safeguarding and Case Work Manager are always informed when an allegation of abuse is made against a church officer. To manage case work within legal parameters and in line with the House of Bishops Guidelines.

General 

• Provide professional safeguarding advice and undertake pro-active relationship management to ensure parishes and worshipping communities are aware of their responsibilities in relation to safeguarding children and adults who may be at risk of abuse or neglect; to keep them abreast of policy and practice developments. 

• Under the direction of the Safer Churches Programme Manager to undertake strategic safeguarding projects and improvement work including polices and projects in line with identified business needs and operational plans. Developing initiatives to support the effective implementation across your designated area in order to ensure excellent safeguarding practices across the Diocese. 

• Understand and implement, where necessary, information sharing protocols.

• Assess risk and advise on safer recruitment with the use of the Disclosure and Barring Service.

Training and Professional Development 

• Deliver where required training including bespoke inputs when gaps are identified and the Parish Safeguarding Officer Induction package.

• Undertake as appropriate continuing training and professional development in the safeguarding field.

Person Specification 

Essential 

• A social work qualification recognised by the Health and Care Professional Council, or a similar qualification in a related area/profession, or experience.

• Specific training in a variety of aspects of child or adult safeguarding.

• Experience of working with a range of statutory and non-statutory organisations in managing or contributing to safeguarding, including managing allegations against people in positions of trust and the management of those who may pose a risk.

• Experience of a fast-paced environment with ability to be flexible and adaptable to changing priorities and the ability to manage your own time/priorities. 

• Knowledge of Safeguarding adults and children policy, procedures and legislation and experience of child and/or adult safeguarding work as a practitioner. 

• Practitioner experience of working with victims or survivors of abuse, including adults with mental health issues.

• Practitioner experience of working with perpetrators of any form of abuse. 

• Knowledge and experience of recognition of risk, risk assessment and risk management and the ability to contribute to multi-agency risk meetings. Knowledge of processes such as MAPPA, MARAC and PREVENT. 

• Excellent listening and communication skills and strong verbal communications skills and ability to produce clear written records and reports. 

• Have exceptional people skills and the ability to build positive partnerships and relationships with key stakeholders. 

• Ability to work sensitively with survivors, those who are subject to allegations and/or those that may pose a risk.

• In sympathy with the aims of the Church of England.

Our Governance Manager is responsible for managing and coordinating all governance work, providing support to the Board, CEO and Executive Team in all matters relating to governance and in particular for the Board and Committee meetings.

What will you be doing?

• Lead and advising on all matters relating to governance including the constitution, memorandum and articles of association, standing orders and codes of conduct, including leading the implementation of any changes agreed by the Board.
• Provide best practice governance advice and support to the Chair, Board, CEO and Executive team, ensuring regulatory/codes of practice compliance, ongoing review of consultations on charity governance and promoting good governance in practice.
• Provide governance support to the Board, Audit and Risk Committee, Finance Committee, People, Remuneration, Impact and Engagement Committee, and the National Officers and Committee Chairs meeting and any other meetings linked to governance.
• Monitor changes in relevant governance legislation and the regulatory environment and take appropriate action.
• Project manage the organisation and delivery of the Annual General Meeting
• Plan and co-ordinate the annual Trustee induction programme.
• Responsible for the administration of the Company, for example: maintaining statutory company records and making the appropriate governance filings to Companies House and the Charity Commission.
• You’ll be the Company Secretary for YHA (England and Wales) and YHA Trading Limited.
• Assist the CEO and Executive with internal and external promotion, PR or other publications and events as required and particularly in relation to corporate governance and Board related issues.
• Develop relationships of trust and confidence, working pro-actively with the Chair, individual Board members, the CEO, Executive team, and external lawyers, where appropriate. You’ll be key in liaising between National Office teams and Board members.

What Skills and Experience do you need?

• Experience of providing governance support at Board level.
• Chartered Membership of the Chartered Governance Institute (or equivalent) or studying towards the qualification or suitable other experience. Experience of working independently, pro-actively and sensitively with senior stakeholders (Chair, CEO, Board members, Exec directors).
• Excellent project management skills and experience.
• Project team leadership skills and experience.
• Experience of budgetary control.
• Experience and in-depth knowledge of corporate and charity governance, including of company secretary functional requirements.
• Friendly, supportive, authoritative and approachable with the ability to adapt communication style to build positive relationships and provide proactive support for internal and external stakeholders at all levels.
• Able to take comprehensive and accurate minutes at speed.
• Able to adapt written communication style to deal with formal Board and governance communications, but equally at home with more informal communications when appropriate.

• Very well organised, self-motivated and able to demonstrate initiative, to deal authoritatively with providing best practice advice, peaks and troughs in workload, and conflicting priorities including between departments and individuals.
• Able and willing to flex hours worked in order to cover Board and AGM meeting at weekends and frequent evenings and occasional early mornings (for committee meetings and distribution of Board and Committee papers) and travel to hostels throughout the network to support Board and other meetings, for which Time Off in Lieu will be provided.

Veterans Outreach Support (VOS) has secured funding from the Armed Forces Covenant Fund Trust to expand the Thrive Together programme (formerly VPPP) across the South East. This initiative connects veterans' support agencies, ensuring seamless pathways, safe spaces for veterans, and training for volunteers and staff working in veterans' mental health. They are now seeking a Families & Carers Outreach Officer to explore the challenges of reaching out to families and carers of veterans to improve the way that this support can be delivered.

VOS is an award-winning charity that offers welfare, wellbeing and mental health support and services to veterans of the UK Armed Forces and Merchant Navy in Portsmouth, Hampshire, and the Isle of Wight. VOS provide a drop-in model of support, a welfare advice service, peer-supported wellbeing activities and social groups, with access to psychology, psychiatry, and therapy services.

The Families & Carers Outreach Officer will collaborate with the Thrive Together Portfolio Manager and VOS team to identify and improve outreach to families and carers of veterans, many of whom may not know they’re entitled to support.

The successful candidate will be able to demonstrate:

• Experience with identifying, planning, running, and evaluating pilot projects, research groups, and focus groups, while managing timelines. 
• Skills in sharing learnings and recommendations based on feedback, creating ways to measure service effectiveness, and gathering feedback for continuous improvement.
• Comfortable working with diverse communities, understanding their needs, and building solid relationships. Knowledge of or experience with the UK veteran community would be an advantage but is not essential.
• Experienced in planning and leading community workshops, guiding discussions, and encouraging participation from group members.
• Awareness of the specific communication and engagement needs relevant to the group or community you are working with, including cultural understanding of diverse family dynamics and considerations that may impact service delivery.
