The People and Culture Manager plays a crucial role in Whitechapel Gallery and is responsible for managing all aspects of the human resource function, ensuring that the organisation attracts, develops and retains high-quality staff. This role supports the Deputy Director in fostering a positive and inclusive working culture, whilst ensuring compliance with employment legislation and best practices.

We are looking for an experienced People and Culture Manager who can help us create an inclusive and inspirational culture and workplace experience for the 65 people (43 permanent and 22 fixed-term) who work at Whitechapel Gallery, ensuring alignment with our organisational values. We are seeking someone who takes a proactive approach to all
employment matters, will research changes in the sector, is up to date with new HR systems and can provide excellent and forward-thinking advice to the Senior Management Team on all matters related to HR.

They will have a proven track record in the design and implementation of relevant HR policies and processes, drawing upon best practice from across the sector. They will have experience in implementing initiatives to embed equality, diversity and inclusion and have a strong commitment to fostering open communications and positive employee relations.

Previous experience of the arts or non-profit sector is desirable but not essential.

Purpose of the Job
The Dad Matters coordinators deliver a range of universal and targeted interventions aimed at male parents in the First 1001 Days. They support dads and other male carers with attachment and bonding, mental health and access to service. They also work with professionals and perinatal services to ensure dads and male carers are engaged, supported and heard within clinical pathways.

The post holder will:

• Build on the Home-Start Haringey, Hackney and Waltham Forest foundation of peer support by engaging and supporting dads in one to one and group situations.
• Ensure that parent – infant relationships are a thread through every relationship and conversation with dads.
• Raise awareness of the risks of poor mental health for fathers and their families during the perinatal period
• Raise awareness of the impact on fathers of caring for a partner affected by perinatal mental health issues 
• Develop the Dad Matters volunteer role
• Develop close links with other health and voluntary agencies
• Facilitate regular consultation with fathers through outreach and focus groups

Main Responsibilities

Support to Dads

The post holder will provide individual and group support to dads during the perinatal period.  This will involve the following: 

• Meeting dads at ante-natal clinics
• Facilitating or co-facilitating ante-natal Dad Chats in person and online
• Supporting the developments of support offered to dads with children on NICU and those with partners in receipt of care from Perinatal Mental Health teams, Adult Mental Health, IAPT and Parent Infant Mental Health teams
• Signposting and supporting access to other services as appropriate
• Undertake designated responsibilities to safeguard and promote children’s welfare
• Ensure equality of opportunity, fairness and diversity in all aspects of work
• Facilitate regular consultation with fathers in order to ensure that all resources are targeted appropriately

Promotion & Awareness Raising:

• Maintain up-to-date information for dads and make this available through the Dad Matters website and a range of social media

• Promoting, developing and delivering volunteer recruitment campaigns

The Creative Minds Programme is a six-month initiative promoting mental health and well-being through creative activities like painting, music, writing, and more. Participants need no prior experience, just enthusiasm and a desire to improve their mental health.

Key Objectives include boosting confidence, fostering connections, enhancing life skills, and increasing participants' ability to manage their mental health and support others.

Now in its second year, the programme aims to support 864 adults over three years, with a focus on those with mental health challenges or feelings of loneliness. In addition to creative workshops, the programme offers leadership training to select participants, empowering them to become "Creative Agents." These agents lead "Creative Places" to engage the wider public in community-based creative activities.

The programme is set to conclude in March 2026, with two more rounds of activities still to come.

About the role

Our Creative Minds programme, funded by the National Lottery, is designed to enhance mental health and wellbeing for adults in West Kent through engaging in creative activities. These 24-week programmes are held in various locations across West Kent and are conducted in collaboration with professional artists, local arts organisations, and our Creative Agents, supported by the West Kent Mind community wellbeing team.

The programme leverages creativity to support mental health and wellbeing.

We are seeking an Independent Evaluator to assess the effectiveness of the Creative Minds Programme, a three-year initiative supported by the National Lottery Community Fund.

Following a successful first year, the evaluator will use various methodologies to evaluate:

Effectiveness and how well the programme met its objectives and outcomes to include but not limited to:

• Impact: Short- and long-term effects on clients' mental health and well-being.
• Accessibility and Inclusivity: Measures taken to ensure activities are accessible to all.
• Collaborators: Engagement levels among staff, volunteers, artists, clients, and partners.
• Public Outcomes: Community engagement with programme results.
• Challenges and Lessons Learned: Identification of challenges and strategies used, with insights for future projects.

Methodology will include a mixed approach using surveys, interviews, observations, case studies, and data analysis, including metrics from the Short Warwick-Edinburgh Mental Wellbeing Scale (SWEMWBS).

Deliverables:

• Evaluation plan with data collection tools.
• Interim report (May 2025) with preliminary findings and adjustments.
• Final report (March 2026) detailing programme impact, challenges, and recommendations.
• Presentation of findings to the National Lottery Community Fund.

• Challenging and supporting Directors and Budget Managers in managing spend on a portfolio basis. Recognising potential risk and opportunities and identifying solutions to manage them.
• Leading on financial planning and forecasting exercises, supporting and providing constructive challenge to business areas when identifying their funding requirements in-year and going forward. This will include working on significant fiscal events such as Spending Reviews.
• Building relationships with stakeholders across the business and in other support functions e.g. HR, commercial, to understand their needs and priorities.
• You will work with your Directorates and the wider finance team to promote and realise the benefits of our new ERP system.

The successful candidate will:

• Be a fully qualified Accountant.

Better Cotton is a voluntary sustainability standard organisation, but we are more than just a standard. Our role is also to build the capacity of farming communities worldwide by promoting socially and environmentally sustainable cotton growing practices. A significant part of this involves meeting and exceeding the Decent Work requirements of our Better Cotton Standard. Today, over 2 million farmers participate in Better Cotton's programmes globally.

In this role, you will be part of the Global Programmes & Partnerships team, supporting our programme partners to achieve this ambitious objective and helping Better Cotton producers improve their labour practices. As part of the global partnership team, you will work closely with country teams to translate Better Cotton Standard requirements into context-appropriate action plans and set producers on the path towards continuous improvement.

More specifically, this role involves:

• Leading capacity-building initiatives, provide technical guidance, and support programmatic alignment at both global and country levels. 

Responsibilities 

We are seeking a motivated Partnerships Manager – Labour Rights to join our Global Programmes & Partnerships team. In this role, you will:

Standard Implementation Support

• Provide technical support to country teams and programme partners to ensure the effective implementation of the Decent Work Principle of the Better Cotton Standard (Principles & Criteria) aiming at improving the working conditions of workers and farmers across smallholder, medium and large farm contexts. 
• Collaborate with country teams and programme partners to ensure a shared understanding of the Decent Work Principle of the Better Cotton Standard.
• Provide technical assistance on local adaptation of the Better Cotton Standard through tailored capacity-strengthening strategies such as trainings, workshops, and webinars.
• Guide the design and alignment of capacity strengthening strategies on decent work at the global and country levels.
• Develop and test implementation guidance materials through consultations, pilots, and engagement with experts and partners.
• Ensure cross-functional coordination and organisational learning related to decent work and capacity-strengthening efforts.
• Develop frameworks for monitoring and evaluating decent work initiatives.
• Coordinate regular reporting and ensure that organisational learning informs programmatic improvements.

Country Programmes Support

• Support country teams with implementing decent work components, addressing labour issues, and integrating gender as a cross-cutting theme.
• Build relationships with programme partners to assess needs, strengthen capacity, and develop shared solutions.
• Assist in operationalising the “assess and address” approach to labour monitoring, scaling best practices across diverse country contexts.
• Conduct needs assessments and develop country-level strategies/roadmaps to enhance decent work.
• Align fundraising objectives with country programme needs and decent work challenges.
• Explore new opportunities to enhance the implementation of the Better Cotton Standard, including innovations to improve working conditions and livelihoods.
• Provide technical input for funding proposals and contribute to project management for secured grants.
• Responsible for integrating labour rights considerations into policies and operational strategies, working closely with Better Cotton’s global programmes & partnerships team members to support new country start-up processes, revision of partnership agreements as well as definition of exit strategies.

Partner Due Diligence and Performance Management

• Assess the capacities of programme partners to meet Better Cotton’s due diligence requirements with regards to ensuring adequate working conditions of their employees, especially field staff and creating capacity strengthening action plans to address any gaps identified. 
• Ensure an understanding of these issues and the need to take ownership for effectively addressing them at the organisational level, assisting in establishing or improving their organisational systems to address potential rights violations faced by their staff and external community members affected by their business operations through effective grievance mechanisms;
• Assist in partners’ due diligence from a labour rights perspective, ensuring gaps are addressed with corrective actions.
• Support programme partners in implementing labour rights recommendations, including by providing training and technical guidance. Oversee their progress in line with defined deliverables.
• Ensure that programme partnership agreements reflect commitments to human and labour rights protection.  Would add in supporting with the development of partnership management tools including partnership agreements and relevant annexes to ensure that labour rights requirements are appropriately incorporated.

Complaints Management

• Manage complaints related to labour rights violations submitted to Better Cotton, ensuring timely investigation and resolution in collaboration with Better Cotton’s Complaints Management focal points at global and country levels.  
• Oversee investigations and follow up on corrective actions for responsible case closure.
• Ensure that appropriate learning takes place following the closure of investigations (including mapping locally available support services and external grievance mechanisms)
• Develop guidelines detailing appropriate follow up and response to different types of labour and human rights concerns depending on severity and other criteria.

Profile

This role requires a proactive, detail-oriented professional with a passion for advancing social sustainability and a proven track record of implementing human rights and labour standards in a development or agricultural context.

• Familiarity with monitoring, evaluation, and learning (MEL) frameworks related to social impact.
• Strong experience in managing multi-stakeholder projects, particularly across diverse geographic regions.
• Ability to build and maintain relationships with programme partners and external stakeholders.
• Skilled in managing partner due diligence and corrective actions related to human and labour rights.
• Experience in handling complaints management and coordinating investigations into labour rights issues.
• Experience in supporting grant proposals and managing donor-funded projects. Understanding of global fundraising landscapes, including knowledge partnerships and innovation grants.
• Experience of working with people of diverse backgrounds and cultures.

Desirable

• Knowledge of the agricultural sector is desirable.
• French language skills highly desirable.
