As a Policy Officer, you will be instrumental in developing and implementing evidence-based policy work across the organisation. Reporting to the Policy Manager, you will manage multiple projects, contribute to the development of the Code of Fundraising Practice, and generate insightful, evidence-based reports. Your responsibilities will include handling enquiries from fundraisers and the public, identifying trends and emerging issues to inform policy development, and drafting clear and concise correspondence on complex matters. You will also engage with stakeholders, including fundraisers, charities, and regulators, to promote best practices in fundraising. Additionally, you will support the Policy Manager and Head of Policy in ensuring effective operations of the Board and Committees.
The ideal candidate would have experience in a policy, regulatory, or similar environment, with strong investigative research and analytical skills. Excellent verbal and written communication skills are essential, along with the ability to manage multiple projects and effectively prioritise tasks. You should demonstrate strong ethical standards, a commitment to working with integrity, and a solid understanding of legal frameworks. Strong stakeholder engagement skills and the ability to work effectively within a small team are also crucial. Mental Health Homelessness Outreach Team Leader

Working base: Flexible to one of our seven Wellbeing Centres across Hertfordshire, dependent on location.
About the Service
This is a pilot service working as a multi-disciplinary team (MDT) with housing teams and Drug and Alcohol Services across District and Borough councils. These teams will be working with individuals who are presenting as homeless and have a number of Complex Needs. The Complex Needs Housing Team Leader plays a significant role in the co-ordination and running of the Complex Needs Housing Service.
The objectives of Hertfordshire Mind Complex Needs Housing Service are:
- To improve the mental wellbeing of people experiencing mental ill health.
- To increase early access to help for people experiencing mental ill health in, by providing a clear and effective pathway to services provided by Herts Mind Network and other third sector and statutory providers.
- To contribute to an improvement in individual mental wellbeing.
- To remain a source of independent support for all clients.
- To reduce the use of police, ASB, tenancy enforcement, housing needs and environmental health services by clients whose primary need is related to mental ill health.
- To reduce the use of crisis services by people experiencing mental ill health with positive outcomes for the individual.
- To provide an assertive outreach approach for clients who are in crisis and/ or those that may have complex or multiple needs.
- To work collaboratively within a multi-disciplinary team (MDT) consisting of Change Grow Live (CGL), District and Borough councils, housing teams and other professionals.
This role is key to the development and support of the team and the wider organisation.
The post holder will need to:
- Support the Services Manager with effective running of the Complex Needs Housing Service.
- Provide advice, information, onward referral and holistic support to clients who are experiencing mental ill health or need support with their mental wellbeing. These will be clients who are presenting to District and Borough councils as homeless and need intervention and support with their mental health.
- Line manage staff and where necessary volunteers.
- Lead a team of Mental Health Outreach Workers. Ensuring the team are using databases and outcome tools as required to report for the project.
Key Responsibilities
- To receive and process referrals from the local district and borough Councils for those who have presented as homeless with a mental health need, as well as other appropriate referrals pathways across Hertfordshire and make direct contact within 72 hours of referral.
- To establish effective pathways across a variety of agencies to maximise and provide effective partnership working.
- To manage a caseload of up to 5 clients.
- Embed a holistic, trauma informed and person-centred service
- Proactively recognise the indicators of deteriorating mental health and facilitate appropriate action, whilst liaising with relevant agencies.
- Ensure a direct community service is in place which encourages, motivates and builds patients self-esteem and confidence. This will include goal setting and support with social and practical skills development.
- Ensure all person-centred risk assessments and support plans are completed as appropriate.
- To assist clients to access appropriate mental health services, drug and alcohol services, housing/tenancy services and other services according to assessed needs.
- To work with partners both internal and external to ensure that vulnerable person’s cases are monitored and risks evaluated in order to promote community safety.
- Support clients to build their emotional resilience and crisis planning tools, promoting self-management through building an understanding of their own triggers/coping strategies.
- To work with HMN staff in other services in order to make onward referrals to other projects.
- Liaise with appropriate HPFT staff to ensure that individuals are assessed for personal budgets to support with any longer-term needs.
- Support individuals to develop sustainable local social networks, both through our Herts Mind Network Wellbeing Centres and other community services and resources.
The successful candidate will play a significant role in the co-ordination and running of the Complex Needs Housing Service.

About the role
The Senior Case Worker will work as part of the SPOT Navigator team based alongside the Southwark SPOT Street Outreach team. The aim is to support a known cohort of clients who are stuck within the cycles of homeless and ill-health and have not been able to sustain a stable life outside of this.
This will be achieved through strength-based assessment, using creative engagement techniques and co-producing action plans aimed at linking clients with services and community groups. Your work will improve health outcomes for clients and promote harm reduction by working alongside specialist partner agencies. You will be working with clients on the streets in an outreach capacity or in various types of accommodation.
In this role you will:
- Work in partnership with local authorities, accommodation services, statutory and voluntary agencies to ensure that clients transition away from the streets and into the appropriate accommodation with the correct support in place.
- Manage a caseload of clients experiencing multiple disadvantage who may not have stayed in stable accommodation for long periods of time.
- Have a great opportunity to assist people to change their lives meaningfully for the better.
In this non-shift role, you will work mainly within normal office hours Monday – Friday, however, on occasion you may be asked to work flexibly and conduct early or late shifts starting at 6am or ending at 3am. For this role staff can claim an additional 20% pay premium for hours worked between 8pm and 8am Monday to Friday, and all hours worked on Saturday and Sunday.

This role comes at an exciting time with the opportunity to lead the growth of MQ’s Development Team as we expand our capacity across all these areas of income generation. MQ currently has at least one role under each area and there is desire, supported by the board of trustees, for further recruitment to strengthen each as needed.

Here's a summary of your key responsibilities:
- Provide inspirational leadership to the MQ Development Team, managing the current team of five to deliver our £3m 2025 budget
- Develop, oversee and actively lead the implementation of a fundraising strategy which exploits a wide range of fundraising opportunities, maintains diverse and sustainable income streams, and builds the organisation’s unrestricted income capacity to meet its aims and objectives.

- Potential to help MQ expand its high value fundraising on an international scale

- Drive innovation in fundraising activity in order that MQ can stand out – improving current approaches but also developing new behaviours, projects and activities to win new funding through excellent stewardship and cultivation
- Capitalise on the expertise and networks of MQ’s senior volunteers, including working closely with MQ trustees and other Development Team colleagues to maximise existing opportunities for introductions, including the Lord Mayor’s Appeal
- Develop MQ’s ability to carry out targeted and systematic research to establish new high value prospects utilising existing networks, the MQ database, search engines and referrals
About you:
This role is for you, if you have fundraising experience with grants and foundations as well as corporate fundraising and/or new business acquisition experience. This means you will have experience in stewarding and securing new gifts from foundations as well as researching new opportunities to apply for funds.
You will also be skilled in understanding and translating complex information and turning it in to compelling written proposals, for grants, corporate partnerships and major donors.
You will be driven to ensure that projects are delivered to the highest possible standards and be a sophisticated communicator with the confidence to build relationships with and inspire colleagues and donors.
We do require someone who is proactive, hardworking and results-focused.
Experience of Blackbaud’s Raiser’s Edge/NXT is desirable but not essential.

Flexible working: As a mental health charity, staff wellbeing is of paramount importance. We operate a core hours policy (10-4) to encourage flexible working and staff are mainly home based with the requirement to come into the office two days per week. Purpose of Post
- To provide advice, information, onward referral and holistic support to clients with mental ill health.
- Support to build social networks and reduce isolation whilst settling into the Hertfordshire community this includes building a sustainable and empowering peer support network and building confidence and self-esteem.
- To ensure that the safety and wellbeing of the client is monitored and reviewed regularly.
- To remain a source of independent support for all clients.
- Embed a person centred and solution focused approach in all aspects of the role.

Key Responsibilities:
- Working closely with all key delivery partners across the system to ensure the service is responsive, inclusive and easy to access.
- To take allocated referrals from any agencies including the Community Navigators, Borough and District Councils, Herts Help, Housing Providers, Herts Welcomes Refugees, the Refugee Council and self-referrals including walk in contacts at any of the Mind wellbeing centres across the county.
- Hold a caseload of clients, supporting for approx. 10 weeks
- To create a safe space for the individual to be able to explore their feelings and improve their understanding around their mental health.
- To complete a holistic needs assessment.
- Ensure all person centred risk assessments and support plans are completed.
- Proactively recognise the indicators of deteriorating mental health and facilitate appropriate action, whilst liaising with relevant agencies.
- Support clients to build their emotional resilience, promoting self-management through building an understanding of their own triggers/coping strategies.
- To provide safeguarding intervention support. This will include responding to problems, which pose an immediate risk.
- To work alongside translators when required to provide a robust package of support for clients.

Experience
- You will have had two or more years of experience working in politics, policy or research for an MP, political party, government department, think tank, charity, agency, or similar organisation.
- You will have had extensive experience producing well-researched briefings, reports, and other written material.
- You will be used to dealing with senior stakeholders in a professional and organised manner.
Skills, knowledge, and abilities
- Excellent written and verbal communication skills.
- Well developed research and academic skills.
- Strong project management and organisational skills to handle multiple tasks simultaneously, meet deadlines, and manage priorities.
- A self-starter with the proven ability to work independently and as part of a team.
- A deep understanding of the UK political system.
- Experience in food policy, environmental policy, or social policy is highly desirable.
- Ability to understand data to support evidence-based policy recommendations
