About the role
The Refugee Council’s services strategy is aimed at delivering high impact, sustainable services that are centred on the needs of people seeking asylum and refugees in the UK, and improving the system of support that they rely on for their safety and future lives in local communities. We seek to significantly improve early access to information, advice and support for people seeking asylum and refugees in crisis and those seeking to integrate into the UK.
In December 2023, with consultancy support, we designed an exciting youth service strategy with a delivery model centred around children’s needs and with the vision for change on how separated children and young people are treated in their asylum journey by creating holistic casework, high quality joined up relationships across the organisation, collaboration with local partners and supporters through learning and sharing best practice to transform their experience and bring systemic change.
The Age Dispute work sits within the Youth Casework team, and we seek to deepen the impact by supporting more children and young people now dispersed across England and who are wrongly age assessed of assumed as over 18 by the Home Office and/or by the local authorities. The age disputes casework adviser will bring expertise to provide specialist casework to challenge incorrect age assessments, use experience to deal and prioritise high risk cases, work with various stakeholders including legal representatives, statutory agencies, and collaborate with others in sector to develop, learn and share best practice resources in casework provision. The postholder will maintain an understanding of the changing practice in relation to age assessments in particular and the wider policy landscape, work with colleagues in the Youth Services and in consultation with the Youth Services Manager, liaise with other relevant Refugee Council teams, including advocacy, practice development, youth involvement, In-Form to use casework evidence to address inequities in policy and practice.
Based within the Youth Services of the Refugee Council, the Age Disputes Casework Adviser will be responsible for:
- Working with children and young people to understand their experiences and needs.
- Working closely with other Age Disputes Casework Advisers and the Youth Services Manager to identify and review high risk and complex cases that need prioritising and create effective internal case triage and allocation systems.
- Liaising with a wide range of stakeholders to ensure that the needs of young people with disputed age are recognised and met.
- Identifying age assessment policy and practice issues impacting on the lives of separated children for possible action via strategic litigation with legal representatives and advocacy colleagues.
- Maintaining expert casework knowledge and understanding of the environment and barriers that separated children seeking asylum face in with regards to the assessment of their age, and issues related to access to high quality information, advice and legal representation on immigration, asylum and welfare, and always learning and sharing the knowledge with others.

About the Role
We are now recruiting for two Case Workers who will each manage and support a caseload of Black and minoritised migrant women with multiple and complex needs in contact with the criminal justice system and under immigration restrictions, providing holistic, long-term support and advocacy to empower women to rebuild their lives.
This role will support women, including young women, being released from prison to the London area, encompassing support for those on probation, ‘through-the-gate service’ users, un-sentenced women in custody and women in contact with the criminal justice system in London. The post holder will proactively develop partnerships, acting as the main point of contact for referrals in prisons, detention centres and with probation staff to identify Black and minoritised migrant women who are eligible for our services and support.
These roles will involve managing and supporting a caseload of 25-30 women at any one time, working collaboratively with each service user to develop an individual support plan with achievable and realistic goals, and supporting her to work towards them. It will include supporting women to participate in education, training, providing outreach support, and ensuring the women they work with have a clear understanding of their rights and obligations by providing up to date information on housing, health and welfare benefits. The post holders will be responsible for maintaining detailed case notes, goals, activities, participants’ attendance for funding and monitoring purposes.
The post holders will also be expected to effectively manage safeguarding issues and concerns, ensuring they are appropriately documented and referred. The successful candidates will also provide cover and support for our Women’s Centre and workshops

About you
We are particularly keen to attract talent from Black and minoritised communities and those with lived experience of immigration and the criminal justice systems, and/or violence against women and girls.
The successful candidate will have significant experience of working directly with Black and minoritised women, including young women under 30, affected by the criminal justice system, the immigration system, and/or violence against women and girls. You will have a good understanding of the specific intersectional issues faced by Black and minoritised migrant women in the criminal justice system and on release.
You will have demonstrable experience of delivering individual support, wellbeing, advocacy and empowerment interventions to women with complex needs, practicing a trauma-informed, women-responsive approach in your casework provision. About the Role

About the Role
As Young People Support Worker you will work under the direction, guidance and support of a manager/senior worker you will be responsible for a caseload of clients as well as share responsibility for the safety and wellbeing of all clients, volunteers and staff in the service. You will participate in our programme of meaningful activity by running group sessions and activities within the accommodation to support young people’s individual development and social engagement.
In accommodation based services you will ensure that the accommodation is properly maintained and support the client to sustain their tenancy and participate in positive and successful move on.
You will work a rolling rota of daytimes, evenings and weekends (some shifts will be lone working) including bank holidays to ensure that young people have full staff support during their most difficult times.
Key responsibilities include:
• Ensure client safety, wellbeing, and adherence to safeguarding and emergency procedures.
• Deliver high-quality risk assessments, support plans, and one-to-one/group support to build client resilience.
• Foster partnerships with local agencies to support clients while following data protection protocols.

About You

Key Responsibilities
1. Access to healthcare and preventive support
- Implement a pre-treatment approach across all WSUP’s activities, ensuring that people who are not yet ready to engage with formal healthcare services receive support and information, including harm reduction, peer mentorship and stabilisation services.
- Link people to healthcare providers, mental health services and addiction recovery programs.
- Monitor preventative care initiatives, including TB and Hepatitis C screenings, to promote early detection and intervention.
- Lead public health campaigns to increase awareness, challenge stigma and promote access to healthcare.
- Develop partnerships with GPs, the Rough Sleeping Health Working Group and local health teams to coordinate care and share resources.
- Use data-driven insights to identify gaps in services and advocate for improved health provision.
2. Prevent homelessness
- Implement a casework framework to support people at risk of homelessness.
- Develop referral pathways with GP practices to ensure healthcare professionals can refer people at risk of housing instability.

- Monitor and evaluate outcomes using the In-Form Community Case Management System (CMS) to improve service effectiveness.
3. Strengthen volunteer and safeguarding capacity
- Recruit, train and mentor Peer Support Volunteers, ensuring they are equipped to provide outreach and advocacy.
- Ensure strong safeguarding practices across all health and homelessness prevention initiatives.
- Engage with the community to shape WSUP's health programs based on lived experiences and local needs.
