Zambia Inclusive Education 'Tusambilile Chapamo' (Let's Learn Together) End-Term Evaluation Consultancy
Anticipated timeframe: Circa 60 to 70 person days between August 2024 and March 2025
Location: Chinsali District and Lusaka, Zambia/Other considered
The Government of Zambia is committed to ensuring that learners with special education needs and disabilities (LSEND) access inclusive education. The government has signed and ratified the 2006 Convention on the Rights of Persons with Disabilities and also outlined a plan for the implementation of the 2030 Agenda for Sustainable Development.
Post education, young people with disabilities, particularly young women, find it particularly difficult to access formal employment, demonstrating a disconnect between the legislative and policy framework and the systems for their implementation. Therefore, Sightsavers and the Zambian Federation of Disability Organisations (ZAFOD) developed the Tusambilile Chapamo project to empower children and youth with disabilities in Zambia by increasing access to quality, equitable and inclusive education/skills training. By raising the inclusiveness of education provision in the centres, the project aims to benefit all students, both those with disabilities and those without disabilities.
The overall objective of the project is to empower children and youth with disabilities in Zambia by increasing their access to quality, equitable and inclusive education in Chinsali zone, Muchinga Province, and ensuring LSEND have access to a continuum of education of improved quality.
A mid-term review (MTR) was completed in November 2023 for this inclusive education project in Zambia, conducted by the Sightsavers' MEL Team with support from an independent Zambian consultant. The purpose of the MTR was to explore the challenges, successes and learning for the project so far, and to make recommendations for any necessary adjustments in the remaining duration.
Sightsavers is now commissioning a consultant/consultancy to conduct a final end of term evaluation that considers the whole intervention.
Purpose of Analysis
This ETE will assess the performance of the project and garner specific learnings that can be taken forward in future programme design and implementation. It will assess the effectiveness and replicability of the model of low-cost inclusive education piloted in this project and make recommendations pertaining to scalability and sustainability.
The findings, learnings and recommendations from the evaluation will be used by Sightsavers programme staff to inform the design and delivery of similar projects and programmes. This will include continuity work in Zambia (whether or not this is directly supported by Sightsavers), as well as inclusive education work in similar contexts. It is also intended that the evaluation will contribute evidence and/or insight towards some of Sightsavers' thematic learning questions, as well as provide evidence to government that Inclusive Education is doable in Zambia, at a low cost.
The main users of this evaluation will be EU delegation in Zambia, Sightsavers, ZAFOD and government partners.
The evaluation criteria will cover:
- Relevance, is the intervention doing the right things
- Effectiveness, is it achieving the objectives
- Impact, what difference does the intervention bring
- Sustainability, will the benefits be ongoing
- Scalability, which aspects of the intervention are suitable to replicate or scale-up
- Equity and inclusion, how inclusive has the intervention been

- A draft Inception Report in English
- A final Inception Report in English (after at least one round of review/editing)
- A draft Evaluation Report in English
- A final Evaluation Report in English (after at least two rounds of internal review/editing and an external review by the European Commission)
- Policy brief
- Infographic to showcase the results of the evaluation and the recommendations.

Consultant's expertise
- Extensive experience in monitoring and evaluation for international development project/programmes, with strong skills in both qualitative and quantitative approaches.
- Thematic expertise in inclusive education with comprehensive understanding of preferred practices/policy issues at national and global levels.
- Prior experience of Most Significant Change or Outcome Harvesting for programme evaluation purposes.
- Prior experience working in Sub-Saharan Africa is essential, including primary data collection, preferably in Zambia.
- Prior inclusive education work/evaluation experience, as well as knowledge and expertise of disability inclusion and gender mainstreaming.
- Experience of carrying out evaluation and learning exercises of an appropriate scale.
- Ability to source and manage additional support with relevant services such as data collection, translation, sign language interpretation, and transcription, in Zambia when necessary.
- Ability to produce clear, concise, and analytical reports in English, with excellent attention to detail, and to meet agreed deadlines.
- Experience of producing learning and summary documents to share findings and recommendations with diverse audiences in clear and engaging ways. Familiarity with accessible design principles would be advantageous.
- First class communication skills in written and spoken English. Fluency in local languages in Zambia (primarily Bemba) is highly desirable.
- The evaluation team will adhere to the contractual terms and conditions with Sightsavers, including clauses in relation to confidentiality, data protection and intellectual property rights. It is expected that the evaluation will fully follow ethical principles for evaluation, and that the team will adhere to Sightsavers' guidelines on ethical considerations for evaluation, Safeguarding Policy, and Code of Conduct. It is also a requirement that all members of the evaluation team have completed a short online UNICEF ethics training course, or equivalent, before embarking on the evaluation.
Sightsavers welcomes expressions of interest from qualified independent evaluators or consultancy companies. An individual or team with members located in Zambia would be preferred. Consultants with a proven track record in the above will be procured to undertake the project through an expression of interest process. Value for money will be one of the proposal assessment criteria.

Project Background:
The Strengthening Civil Society Representation of Women with Disabilities in Ghana programme commenced in May 2024 and is a 2-year project funded by the European Union. The programme aims to strengthen the capacity for organisations of people with disabilities (OPDs), and organisations of women with disabilities in the areas of management, communication, fundraising, coordination, advocacy, gender, climate change, networking and financial accountability. Sightsavers will build the capacity of two OPDs, namely Women with Disability Development and Advocacy Organisation (WODAO), and the ABAK Foundation. WODAO and the ABAK Foundation will then cascade the capacity building areas downstream to members and partners to strengthen their ability to claim their rights and hold duty bearers to account.
Overall objective
Sightsavers is commissioning a consultant to a conduct a climate change situational analysis with a disability lens in the 33 project districts in the Bono, Bono East, Ashanti, Oti and Volta regions.
The assessment will:

Duration of Project
The consultancy is expected to take up to 45 days, ideally to start as soon as possible.
Outputs and Deliverables

The role will support Disabled people to sign up to the Priority Service Register, leading to longer term energy savings and ensuring sufficient support through winter. Modern Art Oxford’s Finance Assistant provides essential day-to-day support to the Deputy Director in the administration of the organisation's finances.
Finance Assistant
Salary: £26,000 Per Annum (Pro Rata £20,800)

The Finance Assistant works with the Deputy Director to provide comprehensive financial support to the organisation. Working closely with all members of the team, the Finance Assistant is responsible for maintaining financial records and systems, communicating effectively at all levels and demonstrating excellent attention to detail and the highest professional standards.
Principal Responsibilities
To provide administrative support to the Deputy Director and Senior Finance Officer in the financial, accounting for Modern Art Oxford.
Specific Duties (Accounting)
- Process purchase ledger invoices
- Process Purchase ledger payments on Xero
- Ensuring procedures are adhered to, and suppliers are paid promptly
- Respond to budget-holder and supplier queries.
- Process the shop and Cafe weekly sales to Xero and reconciling cash receipts
- Reconciling monthly business credit card bills, ensuring expenditure is correctly allocated.
- Monitor the finance and payroll email boxes and respond in a timely manner
- Empty, count (with witness) and bank donation boxes at least monthly.
- Fulfill any other duties reasonably requested by the Deputy Director.
- Assist with data entry onto excel spreadsheets as required
- Monitor petty cash and ensure floats for the cafe and shop are topped up weekly
Person Specification
- Recognised accounting qualification or working towards one (AAT)
- Experience of using Xero or similar accounting software
- Strong excel spreadsheet skills
- Excellent numeracy and literacy skills, with attention to detail
- Good understanding of financial controls within an organisation
- The utmost discretion and sensitivity when dealing with confidential information.

The Trustees of St Neots Foodbank are looking for a new Foodbank Manager to join our amazing team of volunteers. We are a community-led operation that is based on, shaped, and guided by Christian principles. We believe no-one in our community should have to face going hungry.
St Neots Foodbank was founded ten years ago by the town’s churches; and is part of the Trussell Trust network and is still managed by trustees from those churches. At St Neots Foodbank we have our own warehouse and run four distribution centres across St Neots each week; all currently staffed by over 70 volunteers.
We are looking for
As Operations Manager, you will oversee the operations at St Neots Foodbank, giving particular attention to operational efficiency and standards in line with the terms of the franchise, including the implementation of existing policies and standard operating processes. You will be instrumental in enabling our Foodbank to continue to support our community and support and guide its future development.
Our ideal candidate will have relevant experience and be able to demonstrate great leadership qualities to build strong teams based on trust and understanding. Self-motivation, organisation and excellent interpersonal skills will be essential for this role. We are looking for an individual who is in sympathy with Christian values, and who has the ability to work empathetically with people from disadvantaged, marginalised, or socially excluded backgrounds.

Abney Park is much loved by residents and visitors alike, providing a significant combination of built, cultural and natural heritage.
In 2020, the National Lottery Heritage Fund awarded Hackney Council £4.4million to bring Abney Park’s chapel back into use, create workshops and a new café at its main entrance and make the site more accessible.
Redevelopment of the site has been completed, and we are now looking for someone to help deliver and coordinate a long term sustainable volunteering program. You will be supporting the delivery of the Activity Plan and raising vital funds to help improve the Park. You will work closely with the Abney Park Manager as well as the Abney Park Trust, a small volunteer-run charity who work in partnership with Hackney Council. This is a challenging role, but you will have the satisfaction of working to protect and enhance somewhere with regional and national significance.
You will understand the importance of parks in an inner city environment and have volunteer programing and management skills, along with a record of delivering fundraising income and achieving targets.
You must also have a broad range of other skills, particularly in developing strong partnerships, clear strategies, education, with a focus on diversity and inclusion.

Galop is the UK’s LGBT+ anti-abuse charity, working with and for thousands of LGBT+ people who experience abuse and violence every year.
Galop specialises in supporting victims and survivors of domestic abuse, sexual violence, hate crime, honour-based abuse, forced marriage, so-called “conversion therapy”, and other forms of interpersonal abuse. Using what is learnt through working on the frontlines with clients, Galop works on national and local policy change to improve outcomes for LGBT+ victims and survivors of abuse and violence.

About the Interim Director Of People role:
Following a significant period of growth over the last three years, Galop is now in a phase of stabilisation to ensure our workforce is supported in continuing to deliver essential services to the LGBT+ community. We are seeking an experienced Interim Director of People, Culture, and Operations to join our team. This role is critical in driving our strategic initiatives related to human resources, organisational culture, and operational efficiency.
Some of the key areas of responsibility will include:
· Develop and implement people strategies that support our mission and goals and act as a key member of the Senior Leadership Team, contributing to strategic planning and decision-making.
· Foster a positive, inclusive, and equitable workplace culture and promote diversity and inclusion across the organization, working with an Anti-Racism Consultant.
· Implement training and development programs focused on legislative soundness and cultural competency and intersectionality.
· Provide leadership and mentorship to staff, promoting a collaborative and high-performing work environment with Line manager responsibility for an HR Advisor, Senior Operations Manager and managing relationships with external professionals, including HR consultants and IT and data management support.
About the person:
The successful candidate will have a profound understanding of the complexities and intersections within the LGBT+ community and workforce. Supported by a Trustee Board that includes senior HR expertise, this role requires someone who has experience in establishing a trusted culture, preferably within a third sector organisation. Minimum CIPD Level 5 (or equivalent experience), including a solid understanding of UK employment law.
