Regional PMER and Learning Advisor Southern Africa

Location:        Based in Pretoria or any of the cities where WaterAid has presence in the region.

The Regional PMER and Learning Advisor collaborates with country and regional teams to ensure successful implementation of PMER Core Procedures, focusing on compliance and quality assurance. This role promotes learning by documenting and sharing best practices and lessons learned from various programs. Additionally, it supports the use and capacity building of the Programme System (WAPS) to enhance program management through high-quality data and adherence to protocols. The Advisor also works closely with country programmes, regional teams, and the Programme Operational Team (POT) to generate evidence-based data, develop tools and guidelines, and facilitate training and information management.

Key accountabilities among others include:

Planning, Monitoring, Evaluation and Reporting Processes:

  • Support regional and country programme teams to ensure compliance and quality assurance of PMER Core Procedures across the region.
  • Assist the Regional team in planning and reporting by collaborating with Country PMER staff, Regional management, and key departments.
  • Ensure robust programme monitoring, Quarterly Management Reviews (QMRs), and evaluations are integrated into country programmes and reported consistently, in alignment with the Global Performance Measurement Framework (GPMF).
  • Oversee the accurate and up-to-date use of the programme system for planning and reporting purposes across country and regional programmes.

Programme System and Data Management Support:

  • Collaborate with PMER Country, Regional teams, and the POT team (UK) to ensure data and information are consolidated for Regional Management and reporting processes.
  • Assist Regional and Country teams in extracting, managing, and using data from programme systems like Power BI dashboards for planning, reporting and decision-making.
  • Support country teams in analysing and reflecting on data from various sources to inform project adaptations and future programme design.
  • Provide technical support and capacity development to system users by maintaining protocols, updating procedures, and offering training.
  • Prepare high quality technical reports by collecting, analysing and summarising information and trends to inform decision-making at the regional level.

 

Promote Learning and Sharing of best practices:

  • Collaborate with country teams to integrate regular reflection and learning practices, generating evidence and capturing lessons to guide programme design and planning.
  • Ensure learning activities are promoted, prioritised, coordinated and where necessary develop and deliver high-quality training using best practices.
  • Promote and manage internal and external knowledge sharing through platforms like websites, webinars, social media, and eLearning exchanges.
  • Build strong networks with key stakeholders to integrate WaterAid’s evidence and learning into the WASH sector and beyond.

To be successful, you will need the following:

  • A university degree in Economics, Computer Science, Social Sciences, Statistics, Research or other related fields.
  • A master’s degree in the same fields listed above will be an added advantage. 
  • At least 7 years of relevant professional experience in economic and data analysis, Statistics and Research.
  • Proven experience in planning, monitoring, evaluation and reporting (PMER) preferably in a Water, Sanitation and Hygiene focused INGO.
  • Good knowledge of data collection methodologies, tools, and processes. Proficient in generating and synthesizing knowledge, with strong skills in research, data analysis, and the use of software and database applications for programme monitoring and learning.
  • Highly skilled in using Microsoft Office, Power BI, SharePoint, and web-based management and knowledge systems, with experience in handling data quality assurance and reviewing project indicators.
  • Experience in using information systems to inform programme decision-making and monitor progress.
