Purpose of the post
To lead the representation of the VCS Alliance, and wider Voluntary, Community and Social Enterprise sector (VCSE), in strategic meetings across Bradford District and Craven (BD&C). Develop and maintain relationships with a variety of stakeholders operating at grassroots and strategic levels to ensure Health and Social Care services are being designed and commissioned with representation of the VCSE, in support of our Act as One partnership vision for people to be Happy and Healthy at Home.

Duties and Responsibilities
Key working relationships

• Form a robust network and collaborate with a wide range of partners, across the Act as One Partnership. Foster strong relationships through effective partnership working, ensuring mutual benefits and successful relationship management.
• Represent the VCSE sector in conversations on Urgent and Emergency Care, High Intensity Use, Intermediate Care, and other strategic meetings as required.
• Ensure that VCSE partners are well represented in all engagement with commissioners and to develop the reputation of the VCSE as partners.
• Actively support the transformation of Enhanced care in the community, intermediate care offer, to support people with the appropriate level of care support and interventions to maximise independence and wellbeing.
• Lead and champion VCSE / community led High Intensity Use approaches and methodology in secondary and primary care across BD&C

Operational

• Responsible for creating an innovative way of developing the reduction in high intensity use of Emergency Departments.
• Manage and facilitate discussions and advise delivery partners as to how best practice might be adopted for future development of services and oversee their delivery.
• Facilitate, coordinate, and chair multi-disciplinary meetings, including managing data flow, to ensure a person centred and holistic approach to care provision.
• Work closely with VCSE partners to facilitate and coordinate the co-design of highly personalised projects that support improved wellbeing and health outcomes, whilst reducing inappropriate contact with health care services and unscheduled care.
• Attend a range of system forums / steering groups that are in support of unmet social needs e.g. homelessness, Mental Health.
• Work with other VCS Alliance staff to ensure links to other relevant programmes across the system.
• Develop and operate monitoring processes that support learning and assess effectiveness of provision.
• Lead on a range of projects to ensure that the outcomes agreed are delivered on time, to quality standards and in a cost-effective manner, adjusting plans as required.
• Determine links to existing projects, identifying interdependencies across projects/functions, potential impacts on wider system/sector, resource requirements and building in contingency, as necessary.
• Work with finance team in preparation of budgets.
• Monitor finance expenditure and outputs relating to programme budget and report to Senior Leadership Team and Board as appropriate.

Information Management

• Present complex information and create briefs about projects in a way that make complex topics easier to understand and are appropriate for the audience.
• Coordinate and share learning of the work with the wider partnership to promote and ensure sustainability.
• Identify patterns, themes and ‘causal factors’ which trigger relapse behaviours in order to shape future commissioning of service and/or demand/capacity planning.
• Draft reports summarising status on issues, outcomes, and provide progress/highlight reports to ICB, including highlighting exceptions and risks ensuring mitigating action can be taken to keep programmes on track.
• Maintain a risk register and ensure actions are in place to mitigate unacceptable levels of risk.

Impact and Insight

• Plan, develop and evaluate methods and processes for gathering, analysing, interpreting, and presenting data and information.
• Collate as required, qualitative and quantitative information and lead appropriate analysis to develop robust business cases.
• Analyse, interpret and present data to highlight issues, risks and support decision making across programme portfolio.

Purpose of the Post
To lead insight and impact of the Voluntary, Community and Social Enterprise (VCSE) sector across Bradford District and Craven, including developing and managing the Impact and Insight function for the VCS Alliance. To ensure the work of the VCSE sector is founded on good insight and that the impact can be presented clearly to wide range of audiences across the Bradford District and Craven Health and Care Partnership system. You will work in partnership with data and intelligence colleagues in Public Health and the NHS, promoting equitable outcomes for all community members.

Duties and Responsibilities

• To lead, on behalf of the VCSE sector, and in collaboration with system partners, the development of a shared set of metrics to measure the impact of the sector’s work, particularly in taking pressure off front line health and care services.
• Lead the development and implementation of an approach to demonstrate the impact of the work of VCS partners and their contribution to reducing inequalities.
• Work in collaboration with other voluntary sector infrastructure partners and their data and insight leads to help develop a joined up and collaborative approach to impact and insights across and on behalf of the VCSE sector.
• Develop, maintain and manage good relationships with a broad range of partners including, Local Authority, NHS partners, VCSE partners.
• Gather local, national, and international insight and learning to help inform investment decisions and the evolution of the VCS Alliance and its delivery partners’ work.
• Provide insight and learning for VCS Alliance staff, and VCSE advocates across the health and care system, to help them inform, advocate, influence and/or inspire.
• Present insights to a wide range of audiences, which includes senior leaders from different sectors, for a range of purposes including informing, advocating, influencing, and inspiring.
• To work in collaboration with system partners, including ICB and public health staff, to access relevant data that be translated into insight required to demonstrate impact of the VCSA and its delivery partners and wider VCSE organisations.
• Support the monitoring, learning, evaluation of programmes for the VCS Alliance and its delivery partners.
• Produce regular reports which help demonstrate the impact and learning of the work of the VCS Alliance and its delivery partners.
• Support the continued development of insight collection methods across a variety of projects.
• Engage in insight and impact conversations on behalf of the VCS Alliance with colleagues with similar roles across the BDC ICB system and the wider VCSE sector.
• Liaise with external evaluation agencies as required, ensuring that their insight is integrated within the VCS Alliance impact and insight system.
• Assist the Operations Director in managing all aspects of GDPR on behalf of the VCS Alliance, including acting in the role of Caldicott Guardian.

Background
This is an exciting new opportunity to develop a strategic approach to VCSE voice and influence across the Bradford District and Craven Health and Care Partnership to support good population health and health inequality ambitions, specifically relating to healthy minds, children young prole and families and healthy communities. These are three of the five priorities for our Bradford District and Craven Health and Care Partnership.

Our Bradford District and Craven Health and Care Partnership, in collaboration with Bradford Council and VCSE infrastructure support organisations, have commissioned a new transitional VCSE Activation Contract.

This contract will:

• Strengthen the Sector – through improving the capability of, and address weaknesses in, organisations that directly divert citizens from the statutory health and social care system.
• Activate the Voice and Influence of Citizens and the VCSE Sector to ensure insight and experience of diverse citizens and VCSE organisations inform and support activity which takes pressure off front line health and social care services.
• And will seek out the voices and insight of the most marginalised communities and those of the VCSE organisations that are working with and supporting those groups to achieve the outcome described above. This citizen voice is a key theme to how we make decisions across our place – Bradford District and Craven.

During this coming year we will work together as partners to focus on our shared ambition of people living ‘happy, healthy at home.’ Specifically, taking pressure off front health and care front line services, including children and young people’s services.

Premier League Stadium Fund Technical Manager (Midlands and East of England)

£37,000 - £45,000 per annum (dependent on relevant experience and skills) plus generous benefits

The role will be home-based, but geographically will be required to cover clubs and leagues based in the Midlands and the East of England.

Regular travel to clubs’ stadiums will be required, as well as occasional travel to our office at Wembley Stadium in London.

The Premier League Stadium Fund is fully funded by the Premier League and is delivered and administered by the Football Foundation. It provides financial support to clubs throughout the football pyramid. As well as continuing to fund ground-grading requirements, the Premier League Stadium Fund includes a Club Development Fund to help clubs grow and enhance sustainability.

The Premier League Stadium Fund awards capital grants to clubs to support improvement of their stadium facilities for players, supporters and officials. Funding is available to clubs who play in Steps 1 to 6 of the National League System, Tiers 1 to 4 of the Women’s Football Pyramid and clubs promoted into the English Football League.

The role

Working as part of a team of Technical Managers, you will support our Stadium Accreditation Programme and will lead on the technical/construction aspects of Premier League Stadium Fund grant projects.

Stadium Accreditation

You will support the Stadium Accreditation Programme by helping establish new ways of working following the initial assessment of approximately 1,000 stadiums across England and Wales. You will have responsibility for a set of leagues and clubs across the Midlands and the East of England and you will work with them to ensure their compliance while also delivering against the objectives outlined within the new Premier League Stadium Fund Facilities Strategy.

Grant Management

You will also be responsible for the scrutiny of the technical and construction aspects of Premier League Stadium Fund grant applications and ensuring the successful completion of new and improved stadium facilities. As part of this process, you will provide professional advice and guidance to applicants to assist with the development of capital projects, within the National League System (NLS) and Women’s Football Pyramid (WFP).

You will work with clubs to ensure that solutions can be found to address the findings of the Stadium Accreditation Programme, and will then carry out a technical assessment of any grant applications made by those clubs. Following the allocation of any funding, you will help to oversee the construction process to ensure that the build is completed to programme.

What are we looking for?

You’ll need a construction-related degree or professional qualification (for example RICS, CIOB, RIBA or equivalent), or the equivalent experience in a construction management or technical role. You’ll have expertise in construction processes, and experience of delivering facilities from inception to completion. Experience in sports facility construction is desirable but not essential.

You must also have great people skills and the ability to inspire and engage people at all levels, from clients and suppliers to volunteers, whilst also being confident in dealing with conflict and challenging situations. You’ll have strong organisational skills and a keen attention to detail with the ability to analyse complex situations and make tough decisions. You’ll be flexible and open to new ways of doing things, including new technologies, so that the Premier League Stadium Fund and the Stadium Accreditation programme continue to improve.

Our Regional Advisers are home-based workers who are compassionate and dedicated to responding to the needs of Freemasons and their dependents in their area, providing essential support. They are professional and accountable, working independently but collaborating with volunteers, colleagues, and local agencies to provide an exceptional service on behalf of the charity.

Their main purpose is to visit and contact members of the Masonic community to determine their needs and to help them to access support from the MCF and other relevant agencies. Support is provided through a combination of home visits, telephone calls, or video calling. 

The role also provides guidance, support and recommendations to office based staff processing applications for our extensive range of grants to support those in need. They form close and effective working relationships with local volunteers, providing support and guidance to extend our reach.

Main responsibilities

• Responding to/visiting freemasons and their dependents to:
  • provide support and advice; and
  • determine relevant support from the MCF or other agencies to meet their needs
• Face-to-face visits, video conferencing and in-depth telephone calls are required to provide extensive and detailed support.
• Production of accurate and comprehensive reports detailing agreed plans and all relevant supporting documents
• Liaising with colleagues within the department to provide guidance and support in processing applications for our extensive range of grants to assist those in need
• Ambassadorial role for MCF, liaising with other stakeholders, delivering occasional presentations and workshops to raise awareness of the role of the Advice, Support and Enquiries Team and support available from the MCF

Key Responsibilities

• Work with the board to shape EmpathyLab’s strategic direction and oversee the development of its programmes

• Implement a fundraising strategy, including developing income from trusts/foundations; earned income and private donations

• Plan and monitor annual budgets with the director of finances support

• Lead organisational planning and deliver growth, ensuring programmes are constantly evolving

The successful individual will bring experience of leadership at a senior level; a deep knowledge of the children’s book world; experience of working in, or with the third sector; a successful fundraising track record and experience in education and child development. An understanding of empathy’s role in different settings, including the workplace is needed, plus strong evidence of building enduring partnerships. Experience of managing finances, staff, volunteers and programmes is essential.

About this key role

This multi-faceted role will see our successful candidate produce monthly management accounts for St Giles Trust with commentary and key performance indicators, monitor and report on budget and prepare financial forecasts and projections, plus prepare monthly schedules such as deferred income, accruals, and prepayment in accordance with accounting policies.

We will also count on you to monitor expenditure and income and support budget holders in managing the delegated budget by providing monthly reports on income, grant, and expenditure and to monitor the organisation’s expenditure and income, as well as supporting managers with the preparation of funders’ monthly or quarterly reports on fund usage.  Coordinating the year-end financial accounts and supporting the Head of Finance to ensure a smooth process and being point of contact for all financial systems related matters are also key aspects of the role.

What we are looking for

• Experience of in-year reporting and monitoring key performance indicators

• Experience of working with non-finance managers on financial issues

• Experience of managing the payroll process

• Experience of preparing management accounts returns for funders, reconciling fundraising figures to budgets/actuals on financial systems

• Strong accounting technical knowledge (debits, credit, accruals, deferred income, etc)

• Ability to use Exchequer or similar financial system and experience of Sage 50 Payroll or similar payroll software

• Ability to explain technical accounting terms to non-finance managers

• Excellent IT, interpersonal and communication skills, verbal and written.
