Job Title: Deputy Service Manager

This is an opportunity to join Refuge as a Deputy Service Manager to support women and children who are impacted by domestic abuse and other forms of violence against women and girls.

In this role you will provide line management and support to staff who work with and help women and their children who experienced domestic abuse and are staying living in our refuges. Our Lambeth refuges are culturally specific services for women and children of African and Caribbean heritage. This will include providing supervision on complex casework issues such as child protection, overseeing operational emergencies and ensuring high standards of casework.

This post is restricted to women due to the nature of the role. The Occupational Requirement under Schedule 9 (part 1) of the Equality Act 2010 applies.

As part of this role, you will be required to participate in an out-of-hours on call rota.

The Role
Reporting directly to the Chief Executive, you will lead and manage the Finance and Corporate Services functions, ensuring strong financial governance, compliance, and strategic planning. You'll work closely with internal and external stakeholders including the Board, Executive Team, regulators, auditors, and funders.

You will also act as the organisational lead for financial strategy, treasury management, HR, IT infrastructure, and internal and external communications-ensuring that EastEnd Homes is well-resourced and delivering outstanding services.

Key Responsibilities:

• Providing leadership across Finance, IT, HR, and Communications, implementing procedures, policies and strategies
• Manage, support, and develop staff across the Finance and Corporate Services teams, including performance reviews, training needs, and continuous improvement
• Ensure all statutory returns and performance reports are accurate and submitted on time
• Embed a culture of data-driven decision-making and continuous service improvement
• Ensure full compliance with the Housing Regulator's and FCA's financial frameworks, including the timely submission of returns
• Lead the preparation of annual statutory accounts and liaise effectively with external auditors
• Oversee day-to-day financial operations, ensuring robust systems and internal controls are in place
• Manage relationships with lenders and ensure compliance with loan covenants
• Leading treasury management, budgeting, financial planning and reporting
• Monitor spend against budgets and provide timely, accurate financial reporting to the Executive Team and Board
• Develop sound financial controls and value-for-money initiatives, ensuring efficient and cost-effective service delivery
• Identify and pursue additional funding or grant opportunities aligned to EastendHomes' goals
• Driving improvements in digital services and internal IT systems to enhance customer experience and internal efficiencies
• Proactively identify and manage financial and operational risks, contributing to a robust risk management framework
• Ensure compliance with regulatory standards and contribute to the Annual Assurance Statement
• Represent the organisation with external partners, stakeholders, funders, and regulators

About You:

• Recognised accountancy qualification (e.g. ACCA, ACA, CIMA)
• Proven experience in a senior finance and/or corporate services leadership role
• Experience working within the housing sector, or a similarly regulated, customer-facing environment.
• Experience of working effectively with a Board or committee, writing and presenting reports, strategies etc.
• Strong understanding of financial governance, legislation, and risk management as well as developing short, medium and long term financial plans which ensure their financial viability over the longer term
• A collaborative, values-driven leadership style who fosters an inclusive environment at the fore front of what they do
• Excellent communication and influencing skills to be able to communicate financial concepts and organisational performance insights to internal and external stakeholders

· Excellent interpersonal and networking skills.

· Ability to prioritise, plan and organise workload.

· It is desirable, but not essential to have experience of stewarding charity supporters and volunteer fundraising groups or similar.

This part-time role is an enhancement to the existing One-Stop-Shop (OSS) with a specific focus on families, which brings together a range of organisations to work together in one location to offer advice and services to victims and survivors of domestic abuse. Currently the service operates 1 -2 day per week, offering specialist multi-agency support and with this enhancement of provision, this will enable an increase in the days the OSS is open and available, including the OSS Co-ordinator also being based in a greater variety of locations such as family hubs.

The One Stop Shop Coordinator will coordinate a range of organisations e.g. solicitors, housing, by-and-for organisations, DWP to work together in one location to offer advice and support service to victim survivors of domestic abuse. Their interaction with families will include being the first point of contact for families when they are entering the OSS, advising mothers of their rights and options for seeking help and support from other agencies and direct them to the most appropriate service and, proactively assessing the needs and safety of children and women to ensure that any risks/needs identified are addressed.

A car may be desirable for this role, though not essential

About You:

To be successful as the One Stop Shop Co-ordinator you will need the below experience and skills:

A thorough understanding of the dynamics of domestic violence (physical, emotional and sexual violence, so-called ‘honour-based violence’, forced marriage, stalking and harassment) and its impact on women, children, families and communities.

Knowledge and understanding of the needs of women and children who are or have experienced domestic abuse and the practical and emotional support needs specific to this group including, education, confidence and relationship building.

Experience of partnership working and of maintaining excellent working relationships with a

range of stakeholders as well as experience of working within in multi-agency environment.

The ability to build and maintain a welcoming and safe environment where women, young people and community representatives can access support and make new connections.

Ability to develop and implement efficient administration processes for the smooth running of the OSS.

About the role

As an Experienced Practitioner, you will provide direct support and care for our young people who have complex emotional and mental health difficulties (such as trauma and loss) and can struggle to regulate their emotions. Working within a therapeutic framework, you will develop a direct programme of work aimed at developing authentic relationships with our young people (aged 16 – 24 years old), you will also have responsibility for making sure our residents are safe, providing support, liaison with other professionals and completion of support documents to record information.

Throughout the Waking Night shift, you will have the additional support of an on-call manager should there be any emergencies. Further to this, you will be involved in monthly team meetings and receive monthly supervision.

The Green Doctor Trainee will work alongside our experienced Green Doctors to help residents use energy efficiently, reduce bills, and to stay warm and well in their homes. The role will include supporting customers by telephone, travelling in the local area to deliver home energy visits, fitting small energy-saving measures (sometimes involving working at height), and taking part in promotional activities to spread the word about our service. You will learn how to use equipment and tools, gather and record data accurately, and ultimately provide high-quality advice to help people who are most in need.

This placement is part of a national Green Doctor Trainee scheme funded by the Cadent Foundation. Trainees will take part in the Green Doctor Academy: a program of training, learning and support. James Marshall Foundation (JMF) is a long-established local charity. Its mission is to support financially disadvantaged young people aged 4 to 24 years old living in Harpenden, Wheathampstead, Kimpton, Redbourn, Flamstead or Markyate by awarding individual grants for education and career development opportunities.
In 2024, JMF awarded over 850 individual grants totalling £200,000.

We are seeking a dedicated Foundation Manager to oversee the operational and strategic management of the James Marshall Foundation.

The JMF has an endowment and as such, our focus is on the effective distribution of funds to support our objectives and ensuring the long-term sustainability of the charity.

The Foundation Manager is responsible for, amongst other things, managing the grant process, overseeing financial stewardship (including in respect of the foundation’s properties), supporting the trustees, fulfilling compliance and reporting obligations, and maintaining the visibility of JMF with local schools and other relevant bodies. The Foundation Manager will manage a team of 3 part-time Foundation Associates.

The role is based in our office in Harpenden, with the expectation of hours being 28–30 hours a week on a minimum of 4 days. Attendance at some evening meetings will be required.

the3million is the largest grassroots organisation for EU citizens* in the UK, formed after the 2016 referendum to protect the rights of people who have made the UK their home. 

Our work ranges from organising EU citizens’ communities and informing people about their rights, to holding the Government to account on the implementation of the Withdrawal Agreement and advocating for social justice.

We are now looking for a Research and Policy Manager to lead on evidence-based research and support in the analysis of government policy and legislation which impacts EU citizens in the UK. 

We are looking for a creative problem solver who is detail orientated and approaches research through an investigative lens. 

This work often intersects with the wider issues of social justice, migrant rights, race equality, and data rights. 

You will work closely with the Head of Policy and Advocacy to direct strategic research initiatives, presenting recommendations to influence decision-makers and guide advocacy efforts, ensuring the3million’s campaigns are informed and led by robust evidence of EU citizens’ lived experience. 

*the3million uses ‘EU citizens’ as shorthand for EU, EEA and Swiss citizens who were resident in the UK before 31 December 2020, and their family members (of any nationality) with derived rights.

Main duties and responsibilities: 

1. Strategic research and issue analysis

You will lead on the3million’s research, working closely with the Head of Policy and Advocacy to ensure our work is shaped by lived experience, analysing issues experienced by EU citizens related to applying for immigration status, proving their rights and accessing services in the UK. 

• Collect, analyse and categorise issues raised by EU citizens through the3million’s reporting channels, including highlighting correlations to equality characteristics such as race and ethnicity, age, gender etc (including our ReportIt! system, email, social media and listening campaigns). 
• Interview EU citizens who report issues, sharing information about rights, signposting to relevant legal advice organisations.
• Identify trends in the challenges faced by EU citizens, documenting these in detail, analysing systemic issues.
• Provide strategic guidance on how research findings can inform the3million’s advocacy, campaigns and communications activities.

2. Policy development and advocacy

• Contribute to the production of high-quality policy briefings, reports and strategic recommendations that are clear, actionable and directly relevant to stakeholders including the Government.
• Support in the research and analysis of government policy developments, legislative changes and public consultations affecting EU citizens in the UK, specifically on areas related to immigration and welfare, assessing their potential impact.

3. Report writing and presentation 

• Lead on the development of in-depth reports and support in the production of policy papers and position statements, presenting complex data into clear and accessible documents.
• Present research findings and policy recommendations at meetings and events, effectively communicating complex issues to audiences. 
• Contribute to the production of advocacy materials, including media briefings, campaigns’ resources and informational content for the3million’s website, social media channels and for event distribution.

4. Stakeholder engagement 

• Build and maintain relationships with key stakeholders, including civil society organisations and other advocacy groups.
• Collaborate with other team members within the organisation to ensure research and policy recommendations are effectively integrated into the3million’s community organising activities, campaigns and strategic communications.

5. Monitoring and evaluation 

• Report on the progress and outcomes of research and policy activities regularly, within the organisation and to the3million’s funders. 

6. General responsibilities 

• Represent the views of the3million in the media, when appropriate.
• Provide assistance in other areas of the3million’s work as and when deemed necessary by the CEO.
