A role for an experienced Property Manager who wants to make a signficant impact yet work less than full time.The postholder will develop, manage and deliver an ongoing property and estate management plan covering both repair, modernization and a preventative maintenance. The plan will cover the Foundation’s listed heritage buildings as well as its wider houses and estate assets. The postholder will play a pivotal role in the future planning for the uses of the whole site.
Role Purpose
The core aspects are:-
• Leading the property team (including 2 person maintenance team and volunteers) to ensure that regular maintenance and specific projects and programmes of work are resourced and delivered
• Managing the maintenance and conservation of the Foundation’s buildings (Care home, Court, almshouses, Old Hall, Temple House, residential properties and barns) and its wider site including the fabric, building services, engineering systems, utilities, equipment, and grounds.
• Monitoring and reporting on budgeted costs, spend and programme delivery; Preparing and proposing budgets
• Delivering a robust and proactive culture to meet statutory obligations in relation to Health & Safety, maintenance of listed buildings, contract management, etc ;
• Embedding and driving sustainability.
Main duties & responsiblities:
Property
• Oversee maintenance, refurbishment and repair works to all Foundation owned properties;
• Support the development of a property management strategy to maximise income from the properties and an appropriate return on investment; (Note master planners are being engaged),
• Manage the contract with our Estate Management company;
• Ensure that all work is carried out in line with the listing of the buildings concerned and that relevant permissions are obtained;
• Ensure compliance with all relevant legislation, and devise and implement all appropriate policies, risk assessments and procedures
Management
• Manage the Maintenance team, delegating responsibilities, agreeing personal objectives and measuring performance;
• Manage, control and supervise the programmes of conservation, repair, routine maintenance schedules and ongoing refurbishment.
• Prepare forward plan of conservation and maintenance
• Ensure that there is a programme of regular maintenance & service of equipment and machinery on the Temple Balsall site.
• Develop and implement a robust Energy Management Policy.
Stakeholder Engagement, Meetings and Committees
• Report to the Governors (Trustees) via the Master regularly on plans and progress;
• Represent the Foundation to expert property contractors and sub contractors.
Financial Management
• Produce, manage and achieve a realistic budget;
• Ensure value for money and high-quality work from contractors and suppliers, through tenders where necessary.
Contractors, Professional Advisors and External Liaison
• Participate in the selection , appointment and continual management of third party contractors, consultants, property agents, etc.
• Manage external contractors operating on site including all contracts, communications, risk assessments, quality and record keeping;
• Work with professional advisors, providing and exchanging necessary information on plans, costs etc;
Additional responsibilities
• Any other responsibilities as may reasonably be required;
• Ensure professional skills are regularly updated through participation in training and development activities
Person Specification
Education / Qualifications Essential: • Qualified in a relevant field of property maintenance / or management (trade professional or similar)
Desirable: • Degree in a relevant subject or discipline and/or Chartered Membership of an established professional association, e.g. CIOB, RICS or others
Skills/Aptitudes Essential:
• Able to demonstrate strategic vision for the Foundation’s buildings, wider estate and rental properties;
• Effective operational leader of the site-based maintenance team;

PURPOSE OF THE JOB:
Primary Function
Support the Programmes Director with design, planning, delivery and reporting of current and future Action4Youth Programmes and initiatives. The Programmes Manager will line manage specific programme teams, will have responsibility for working within a set budget and will be a key link with partner organisations ensuring best practice and efficient programme delivery. They will be responsible for monitoring contractual KPI’s and take the lead on reporting and impact measurement of specific programmes.
The Programmes Manager will need to provide cover for all their direct reports, as well having some of their own programme delivery. They will need to be confident with large groups of young people and be able to work flexibly. We are looking for an experienced line manager with good knowledge of HR processes and experience managing multiple different work streams. This a senior role suited to an experienced and insightful manager who will contribute to the strategic growth of Action4Youth.
Action4Youth currently operates a number of programmes/ services. The Programmes Manager will lead on the following; The Junction Youth Centre, The Inspiration Programme and Training/ Membership and Mentoring. You will also be required to assist with delivery and the on call rota for the National Citizen Service (NCS) programme during peak times. Other programmes may be added in future as Action4Youth develops new initiatives based on the needs of the young people we work with. This role will focus on each or any of these as required within Action4Youth’s overall senior team.
The Programmes Manager will directly line manage the Programmes Leader, The Junction Centre Manager and The Inspiration Programme Manager.
Programme Specific duties and responsibilities:
The Junction Youth Centre
The Junction is a multi service youth centre based in High Wycombe town centre, it is open 7 days a week from 4-9pm. The Junction is for young people aged 12-18 years (up to 25 with SEND) and is funded entirely from Grants and Trusts. The service offers a variety of sessions ranging from a general youth space, health and wellbeing, cooking and 1:1 mentoring.
The Programmes Manager will be expected to work at The Junction one day a week from 2- 9pm and will work with the Centre Manager to ensure the smooth running of the service. You will oversee contractual KPI’s and lead on reporting. This role will include being part of an on-call rota during evening and weekends.
The Inspiration programme
The Inspiration programme is an Action4Youth initiative that aims to broaden horizons and raise aspirations of young people. The programme takes place in schools across Bucks, Milton Keynes and surrounding counties and follows five pillars; Police and Criminal Justice, Health and Wellbeing, Arts and Culture, Community and the Environment and Working Life.
The Programmes Manager will oversee the successful delivery of The Inspiration Programme and support the Inspiration Programme Manager to plan, timetable and deliver high quality programmes. They will be responsible for quality control and will personally deliver at least one TIP programme across the academic year. They will need to work closely with the Development Team on growth of the programme and broaden our reach into more schools and geographical areas.
Training/ Membership and Mentoring
Action4Youth is an umbrella organisation for voluntary youth clubs and groups across Bucks and Milton Keynes. The Programmes Leader provides training, both internally and externally, and line manages the Aylesbury Vale and Milton Keynes Mentor. You will support the Programmes Leader to lead our membership and training programme, achieving set KPI’s, and ensure the smooth delivery of our mentoring programme.
NCS
NCS is the government’s flagship youth development programme, funded through the NCS Trust. NCS offers 16 and 17 year-olds from different backgrounds the chance to take part in a range of challenging activities away from, and in, their communities.
The Programmes Manager will assist their counterpart in delivery of the NCS programme at peak times; specifically working on seasonal staffing, training and wave management. You will be part of an out of hours on call rota and be required to be on site on programme start and finish days. When on call you will be required to provide programme guidance and support on safeguarding and incidents.
Key Tasks and Deliverables
- Work closely with the Programmes Director, Programmes Manager and your direct reports to ensure the successful and effective implementation of the above programmes
- Assist with out of hours on call duties for NCS residentials and The Junction Youth Centre- this will include incident management and safeguarding support
- Provide day to day management of the assigned projects ensuring effective programme delivery
- Plan projects, monitor overall progress, manage risks, opportunities and resolve issues as required to keep projects on track to agreed baselines and objectives.
- Provide direct line management to staff of the assigned programmes
- Demonstrate strong analytical skills and provide workable solutions to challenges/ barriers that may affect delivery
- Deliver programmes within set budgets and report planned and actuals to the Programmes Director/ funders.
- Report progress of projects at regular intervals to the Programmes Director.
- Ensure that reviews/meetings are appropriately conducted in line with the governance framework by chairing reviews and presenting progress reports to the Senior Management Team and external partners.
- Regularly review against agreed standards to ensure that project requirements are being met.

The Role

The Lucy Faithfull Foundation is a UK-wide charity that exists to prevent child sexual abuse and exploitation. We're bold, we're pioneering, we're growing and we want your help.
Our Edinburgh based team – formerly known as Stop It Now Scotland – covers the whole of the country. Our practitioners have extensive backgrounds in child protection and sex offender rehabilitation. We provide individual and groupwork to around 150 adults and adolescents every year who present a sexual risk of harm to children who cannot access statutory service. We work with around 100 partners, family members and members of wider networks around these individuals. We use what we learn from our work to develop and deliver resources, information and training for professionals and the public, so that they can better protect children from harm and prevent abuse before it happens.
About you and the role
We are recruiting a practitioner to join our multi-disciplinary team in Edinburgh to lead our work with children, young people and young adults up to the age of 21.
You will head up our flagship project working with high schools in Edinburgh promoting the prevention of harmful sexual behaviour in an educational context. This includes running workshops for parents on how they can promote positive and healthy relational and sexual development. It will include helping teachers respond sensitively and effectively to early concerns about children’s sexual behaviour. And it will involve working with young people themselves to help develop a curriculum that actively promotes prevention of sexual harm. You will work with our research team to help establish evaluation methods for all aspects of this project and to develop a scaleable model of prevention that can be rolled out across all schools, better protecting children from harm. You will work closely with our UK based Schools Project Manager who will support all aspects of this project.
You will also have a small caseload, working with young people who have displayed harmful sexual behaviour online. You will contribute to training, consultation and policy work in relation to tackling youth perpetrated sexual abuse. It’s a wide ranging and exciting role, and we will be able to support and train the successful candidate in all aspects of our work. You will be supported by our UK based young people’s team.
Our ideal candidate will be a dynamic practitioner with a proven ability to drive projects to achieve required outcomes. You will be professional, proactive and outcome-focused with exceptional communication and engagement skills and an ability to develop partnership ways of working with professionals and agencies. The role requires expert knowledge in relation to working with children who have displayed harmful sexual behaviour and significant experience with supporting and advising leaders, child care professionals, young people and parents. You will have an impeccable understanding of child protection policies and principles and evidence of working with safeguarding partners to keep children safe from harm. A track record of providing consultancy and training to other professionals is desirable.
You will be able to demonstrate confidence in translating the charity’s mission into direct child protection practice and equipping other professionals in tackling child sexual abuse.

Can you help us deliver our vision for the future?
After growing the business over the past few years, we now wish to make a step-change in how we care for and interpret the Nantgarw China Works and Museum site and enhance its viability. Reporting to the Chairman and Trustees, the appointed candidate will play a leading role in turning that aspiration into reality at this volunteer-staffed site.
Nantgarw China Works is where the world’s finest porcelain was made 200 years ago. Today it is an independent museum telling the history of ceramic production at the site, a working pottery where the lost recipe for making the historic porcelain has been successfully recreated, and an educational institution offering some 500 workshop sessions every year. The remains of the historic works are the best preserved in Wales and of UK importance.
Although the initial appointment is for 18 months, we hope that the appointee can be considered for a permanent position.
