The Purpose of the Role

The purpose of the Programme Finance Officer role is to provide financial and administrative support to ensure effective financial management of programmes and projects implemented in the UK. The postholder supports the Programme Finance Manager with budgeting, expenditure monitoring, and financial reporting, as well as performing key transactional tasks such as reviewing and processing invoices, verifying supporting documentation, preparing payment requests, and reconciling project accounts.

The postholder ensures financial accuracy, compliance with donor and organisational policies, and contributes to the timely delivery of high-quality programme financial information.

Scope and Authority 

•  Acts under the supervision of the Programme Finance Manager and in accordance with organisational financial policies and procedures.

•  Authorised to review and verify programme-related financial documents (e.g. invoices, expense claims, timesheets) for accuracy and compliance prior to submission for approval.

•  May prepare and process payment requests, journal entries, and financial reconciliations, subject to approval by the Programme Finance Manager.

•  Authorised to communicate with internal departments on financial matters within assigned programmes.

•  May represent the finance unit in meetings when delegated by the Programme Finance Manager.

Responsibility for Resources:

Financial Resources

Responsible for accurately processing and monitoring programme financial transactions, including reviewing invoices, expense claims, partner financial reports, and payment requests in line with approved budgets and financial policies. Supports the Programme Finance Manager in ensuring effective use of programme funds and adherence to donor and organisational financial requirements.

Information and Data

Responsible for maintaining accurate, up-to-date financial records, databases, and supporting documentation for all programme activities. Ensures confidentiality and integrity of financial data and compliance with data protection policies.

Human Resources

Responsible for providing financial guidance, training, and support to programme staff and implementing partners but has no direct line management responsibilities.

Key Working Relationships

o  Programme Finance Manager – direct supervisor; receives guidance and provides regular updates on financial matters.

o  Programme Managers – collaborates on budget monitoring, expenditure tracking, and financial reporting.

o  Programme Team – provides support on expense claims, invoices, client expenses, timesheets, chart of accounts and other responsible tasks.

o  Finance Team – works closely on transaction processing, reconciliations, and compliance with organisational financial procedures.

Key Accountabilities

Budgeting and Monitoring (45%)

•  Assist in the preparation of budgets

Financial Management and Reporting  (25%)

•  Ensure accurate recording, monitoring, and reporting of programme finances by maintaining up-to-date and true financial records

•  Support the Programme Finance Manager in producing timely and compliant financial reports for both internal and donor requirements.

Transactional Processes, Compliance and Training (20%)

•  To be a finance super-user to support colleagues in areas such as finance system queries, invoice processing, coding and staff expenses
•  Create step-by-step guidance notes 
•  Lead on finance-related staff training to promote compliance with organisational policies and donor regulations. 

General Administrative support (10%)

•  Tracking & disseminating client supplies and managing inventory for vouchers, SIM cards, laptops etc. 
•  Setting up new clients and Community Advisory Board members on Integra with supply chain and processing client reimbursements 
•  Supporting orders of programme supplies such as client and service provider handbook orders

Person Specification

Details:

Salary: £22,000 per annum based on 2 days/14 hours per week. (FTE: £55,000 per annum)

Contract: Fixed term contract for three years; starting 1 January 2026 to 31 December 2028. Part time role working 2 days (14 hours) per week.

We are looking for someone with sound, technical knowledge of the relationship between socio-economic deprivation and health outcomes. Someone with experience working on projects that use evidence and research-based approaches to address health inequity at scale. You will have the skills and expertise to help us work at a system-level to transform practice in hospice care, as well as increase reach. 

You’ll be supported by teams across our organisation to ensure Hospice UK collects the data and evidence required to inform our policy work in this area, and help transform hospice practice. 

Perhaps you’re working in palliative care already - or you might bring strong health equity expertise from another speciality. 

Either way, you’ll become part of a close, 17-strong Programmes Team at Hospice UK. We work together and alongside external experts, to design and deliver evidence-based programmes, projects and events, which help hospices provide the very best care in their communities.

Now in its second decade of operations, Inter Mediate is seeking a Senior Associate to join our small, specialised team. The post is based in London with frequent travel to South and East Asia.

The Senior Associate will be responsible for working with the relevant Project Directors to support the management and delivery of existing Inter Mediate conflict resolution and dialogue projects, with a geographic focus on South and East Asia. This will crucially entail managing complex logistical arrangements in relation to high level and sensitive meetings and dialogues, engaging with senior interlocutors in a credible and professional way and dealing with sensitive and confidential information with utmost discretion.

• Supporting and implementing Inter Mediate’s existing projects portfolio of peace talks and other high-level peace initiatives;
• Building and managing relationships with senior stakeholders in conflict and peace processes, mainly in South and East Asia;
• Identifying and developing entry points for new projects;

This is a national tool that helps kinship carers find and navigate local and national support, like their kinship local offer, local peer support groups and training. 

Alongside this, we have been developing a new AI-powered tool to help kinship carers get the information they need quickly and accurately, 24/7. This role will lead the evolution of these digital products, ensuring they are safe, ethical, data-driven and continuously improved to meet the needs of kinship carers.

You’ll play a key role in the Department for Education funded national Training and Support Service, helping kinship carers easily access and book high-quality training. You’ll also oversee the content design in collaboration with internal and external subject experts and kinship carers themselves.

This is a role for a digital leader who is both strategic and hands-on. You should be able to balance innovation with delivery, and big-picture thinking with strong governance. You’ll champion inclusive, accessible and co-produced design, helping Kinship use digital to deliver more impact, insight and empowerment for kinship families.

About the Role

We are seeking an experienced Heritage Activity and Evaluation Consultant to support the delivery and evaluation of our tower restoration and heritage project funded by The National Lottery Heritage Fund. This role is crucial in ensuring the project meets its approved purposes and outcomes, while providing valuable insights for future development.

Scope of Work

1. We expect that the appointed Heritage Activity Consultant will deliver the following:

· Lead on the successful delivery of the heritage engagement activities as per the Project Plan to achieve The National Lottery Heritage Fund’s outcomes and approved purposes

· Lead on the promotion and publicity of the project

· Lead on the recruitment and management of volunteers

· Liaise with the project partners listed in the Project Plan, as well as any other connections that are created through the project

· Maintain high quality records of all project activities

· Submit Progress Reports and Grant Claims to the Heritage Fund

· Support the Evaluation Consultant with the evaluation of the project

2. Regular Monitoring Support

· Assist the church with the submission of The National Lottery Heritage Fund grant reports and payment claims.

· Work closely with the Heritage Activity Consultant to collect data on project events and activities, monitoring progress against agreed plans.

· Support any project reviews and help implement necessary changes.

· Provide general project support as required.

3. End-of-Project Evaluation

· Produce a comprehensive evaluation report assessing the achievement of the project’s approved purposes and outcomes.

· Document major successes and any areas that did not go as planned.

· Record changes implemented during the project.

· Identify lessons learned and make recommendations for future projects or opportunities arising from this work.

Requirements:

Essential:

· Proven experience in project evaluation, preferably within heritage or community projects.

Purpose - what you will be achieving

The Programme Officer will be responsible for the administration and delivery of the Academy’s women in research programmes, including working collaboratively with external consultants that will facilitate the delivery of mentoring training and career development workshops. The role provides an opportunity for a person passionate about supporting the next generation of researchers to be involved in the delivery of our unique portfolio of programmes.

About the role - what you will be doing

• Administration and delivery of the Academy’s Mentoring and SUSTAIN – women in leadership programmes

BIAS’s welfare and housing advice service supports members of the local Irish community and beyond with a range of complex issues, including disability benefits, pensions, Universal Credit, Irish passports, homelessness, rehousing, tenancy sustainment and disrepair. We are looking to appoint a dynamic, enthusiastic person who has a background or demonstrable interest in advice, welfare or housing to join our friendly advice team. Your role will involve contributing to the establishment, expansion and day-to-day running of BIAS’s advice service in Haringey borough, providing specialist advice on welfare and housing via one-to-one client appointments, completing casework and advocating for positive outcomes for your clients.

You will need to have strong people skills and the ability to build good working relationships with colleagues, clients and partners, an aptitude for working independently, excellent organisational skills and the ability to digest complex briefs. You will be required to manage an active caseload, ensuring that cases are appropriately actioned and recorded and that deadlines are met. You will work with the Advice Services Manager to build and develop the new advice service in Haringey, ensuring that we replicate our excellent quality of service, strong record of positive outcomes and loyal client base.

KEY WORK AREAS AND MAIN DUTIES

• Providing appropriate advice, information and practical help to clients via in-person appointments, outreach visits, telephone, letter or email. Where necessary, advocating on behalf of clients in the appropriate forums.
• Ensuring that all casework records are kept up to date and completed clearly and effectively.
• Contributing to monitoring service delivery and recording client outcomes.
• Maintaining a good knowledge of other available services, and signposting or referring clients as needed.
• Participating in regular team file reviews and supervision sessions, and contributing to maintaining BIAS’s high-quality service in line with Advice Quality Standard (AQS) requirements. 
• Engaging positively and constructively with other service providers, including local authorities and housing providers, to maintain partnerships.
• Staying up to date with developments in welfare benefits and housing legislation and identifying opportunities to effect positive policy change, together with the Advice Services Manager.

These are the basic duties required of the Welfare and Housing Adviser. However, it is necessary for all staff to be flexible and you may be required from time to time to perform other reasonable duties which are required for the efficient running of the organisation. We will also offer training opportunities to support your career development.

Candidates must be eligible to work in the UK. This role will be based in our advice venues in  Haringey[1], with some presence required at our main office in Willesden and some options for flexible working (i.e. one or two days per week).

[1] BIAS is currently running its Haringey advice services from the Hornsey Vale Community Centre, with plans to expand into additional venues in the borough later in 2025.
