Da'aro Youth Project is looking for a dedicated Office Administrator to help us provide essential support to unaccompanied asylum seekers and refugees from the Horn of Africa. As the People Systems Implementation Manager, you will lead the implementation project to replace our current people-related systems, including our ATS, LMS, and core HRIS. Working on a fixed term contract from Feb/March 2025 until December 2026, you will collaborate closely with a broader project team, including IT colleagues and subject matter experts, to ensure the new systems align with our policies and deliver a positive user experience.

Key Responsibilities
- Lead the implementation of new HR systems, ensuring alignment with policies and efficient processes.

- Support continuous improvement in People processes and systems, including testing and integration.

About You

The Vacancy
The Programme Development Manager is committed to supporting colleagues and partners in programme design and development. The team also connects programmatic issues and global policy and advocacy to ensure they are complementary and conducive to external change based on evidence from the ground.
Saferworld’s income is secured primarily from statutory and institutional donors; however, securing funding to support our partners in conflict-affected countries and allow for more flexible programming increasingly requires a more diverse funding base. The Programme Development Manager will support efforts to identify and secure funds from statutory donors, trusts and foundations, and other non-traditional funding mechanisms.
The Programme Development Manager will support a portfolio of Saferworld’s teams in designing and mobilising funding for peace, security and justice programmes. The successful applicant will have a focus of approximately 4 countries, which will be decided based on the candidate’s experience and preference. Working closely with Country Managers/Directors, and programme and grant management colleagues, the post-holder will lead on: coordinating and facilitating programme development processes (including taking the lead in drafting high quality concept notes and proposals, theories of change, logical models, risk matrixes and budgets); developing and supporting the implementation of long-term country funding strategies and donor engagement strategies; and supporting new donor engagement and sustaining relationships with current donors. The post-holder will be responsible for growing institutional funding portfolios in our programmes.
The post-holder will have a successful track record in developing programmes and leading new business development efforts with institutional donors such as the UK Foreign, Commonwealth & Development Office (FCDO), United States Government (USG)/United States Agency for International Development (USAID), the European Union (EU), UN agencies and European Governments such as Swedish International Development Cooperation Agency (Sida). Additional experience in mobilising resource from trusts and foundations and other non-traditional funding mechanisms is desirable.
They will have proven skills and experience in programme management and support, successful programme design processes and bid leadership.

POSITION SUMMARY
The Head of Development will provide overall leadership for Videre’s fundraising activities. They will develop and implement the fundraising strategy, ensuring income goals are achieved in the short, medium and long-term through direct relationship building, input to programme design, concept note drafting and deployment of the CEO and Senior Directors. They will be part of the organisational Management Team, working closely with colleagues to deliver on the organisational strategy.
MAIN RESPONSIBILITIES
Strategic planning and management
- Lead on the delivery of the 2025-2027 fundraising strategy, adjusting as required, ensuring that Videre has the resources to deliver on its mission and strategic goals.
- Lead on maintaining our backbone infrastructure of prospect research, concept note coordination and drafting and deployment of senior staff (including yourself) into the right spaces with the right messages and background information.
- Track progress against the fundraising strategy, with regular reporting to senior management and the Board of Trustees against strategic indicators and outcomes, and pro-actively address any potential shortfalls.
- Maintain detailed and accurate income projections and forecasts, liaising with the Head of Finance & Compliance to closely monitor organisational cash flow.
- Line manage the Trust & Foundation Officer (expected to hire in late 2025), providing close support on operational tasks, time management and prioritisation, and pro-actively supporting professional development.
- Monitor external donor trends and adapt plans accordingly to ensure Videre remains well placed to secure funding over the long-term.

Donor cultivation, approaches, and retention
- With the CEO, develop and maintain strong working relationships across Videre’s donor portfolio, ensuring timely and responsive communications with all existing and potential funders, including institutional donors, private foundations, trusts, individuals, and other partner organisations.
- Lead the development of cultivation strategies for existing and potential donors and manage their implementation.
- Develop materials, including proposals, grant applications, and supporting documentation tailored to the donor audience, ensuring accuracy, fit, and timely submission.
- Collaborate closely with Head of Finance & Compliance to prepare proposal and grant application budgets.
- Conduct prospect research and monitor new funding opportunities, analyse donor trends and maintain relevant knowledge on donor priorities, rules and requirements.
- Analyse the reasons for success or failure of funding proposals, extracting and applying learning to improve the success rate of future funding applications.

Other

International Fisheries
Pew's international fisheries work aims to protect marine biodiversity and provide food and livelihoods for a growing population by addressing in specific, targeted contexts one of the ocean's main threats-inadequate management and control of large-scale fishing activities. Organized into three projects, our main areas of work include: the advancement of precautionary harvest strategies and effective compliance regimes for international fisheries (RFMO Policy); improved policies and actions aimed at ending illegal, unreported, and unregulated fishing (Ending Illegal Fishing); and the advancement of ecosystem considerations in the management of fisheries (Ecosystem Conservation).
Position Overview
The senior officer, Squid Governance, International Fisheries plays an important role in securing improved oversight of global squid fisheries by key governments and international bodies, including through collaboration with other Pew projects and external organizations working on related topics and in targeted regions. Reporting to the project director, the senior officer works alongside subject leads across the international fisheries portfolio, and collaborates with colleagues across the Ending Illegal Fishing, Ecosystem Conservation and RFMO Policy teams to identify opportunities and conduct efforts to improve the governance of unregulated and under-regulated squid fisheries
Located in Pew's London, UK office or Brussels, Belgium office, this position will participate in Pew's core in-office days on Tuesdays and Wednesdays and will have flexibility to work from home the remainder of each week , as business needs permit .
Responsibilities

ROLE OVERVIEW
Who are we looking for?
We are seeking an experienced and detail-oriented senior programme manager to oversee the delivery of the two-year training programme funded through the AI Opportunity Fund. This role focuses on managing the implementation, budget, and contractual aspects of the program, ensuring its success in equipping underserved communities with essential AI and digital skills.
As part of a dynamic team working across diverse programs to advance CPI Europe’s strategy, this individual will thrive on building strong relationships within CPIE, across CPI’s regions, and within our Global Initiatives. Senior managers across all CPI teams are expected to:

Independently own, hold and manage strong and trusting partner and stakeholder relationships

Lead large, complex projects and/or own work streams of larger projects and develop high-quality deliverables

Manage budgets, with good understanding of financial performance management, data analysis skill and comfortable with spreadsheet analysis

Drive analytical and intellectual depth in work products, and proactively share our work with broader CPI teams and our global audience

Support new business and partnership development and portfolio building for CPIE. Seek out fundraising opportunities and manage bidding and application processes

Identify and proactively lead ideas around how we can work together more effectively as a team, supporting to build the culture of CPIE
Key Responsibilities and Core Comptencies :
Program Leadership and Delivery
-
Lead the end-to-end delivery of the two-year AI Opportunity Fund training programme, ensuring it adheres to agreed timelines, quality standards, and program objectives.

Collaborate with training providers and grantees to implement the program effectively across multiple regions, addressing any logistical or operational challenges.

Proactively manage programme risks by identifying, assessing, and implementing mitigation strategies, while guiding and empowering the team to effectively understand and address potential challenges
-
Prepare and present detailed project reports to ensure stakeholders remain informed and aligned throughout the project lifecycle
Strategic and Financial Oversight
-
Oversee the programme’s budget, ensuring efficient and effective allocation of resources in line with funding guidelines.

Monitor and track financial performance, understanding trends and variances v budget. Work closely with the project finance manager to review expenditures, providing regular updates and reports to funders and internal teams.

Identify and mitigate financial risks, ensuring compliance with funding and organizational requirements. Manage contracts with grantees and training providers, ensuring all parties meet their obligations and deliverables.

Act as the main point of contact for contract-related queries, resolving issues promptly and professionally.

Ensure compliance with legal, financial, and reporting requirements outlined in agreements.
Partner Coordination

Build and maintain strong relationships with training providers, grantees, and other stakeholders, ensuring effective collaboration and alignment with program goals.

Represent CPIE in discussions with funders and partners, providing updates on program delivery, impact, and financial performance.
Monitoring, Reporting, and Learning
-
Track and report on programme milestones, deliverables, and financial performance to funders and stakeholders.
-
Collect and analyse data on programme outcomes, using insights to adapt and improve delivery.

Share key learnings with the CPI team to inform broader organisational development and future initiatives.
DEIB and Collaborative Working

Work closely with members of the CPI Communications team to coordinate and provide input for press releases, blogs, reports, case studies, and other materials that highlight the impact of the AI Opportunity Fund, ensuring broad visibility and uptake of the programme’s work.

Work with the CPI Knowledge, Learning and Impact team to track and evaluate key programme outcomes, ensuring that they align with strategic objectives and are communicated effectively to stakeholders.

Qualifications:

At least 6 - 16 years of relevant experience. CPI welcomes a breadth of experience from individuals from service-oriented environments

A project management qualification is desirable, but not essential
Experience:
-
Demonstrates expertise in program management, particularly in designing, implementing, and scaling innovative programs.

Proven experience in managing the full lifecycle of programs, including planning, implementation, risk management, monitoring, reporting, and evaluation, while ensuring quality standards and stakeholder alignment
-
An awareness of good grant making practice and demonstrates the ability to effectively manage all stages of a grant making process, including designing and executing open calls, facilitating selection processes, overseeing delivery, and conducting thorough evaluations to ensure successful outcomes
-
Strong expertise in managing program budgets, tracking expenditures, and ensuring compliance with funding guidelines, with a focus on mitigating financial risks and reporting to funders and internal teams.

Demonstrated ability to manage contracts with grantees, providers and or partners, ensuring obligations and deliverables are met, compliance with legal and financial requirements, and fostering strong, collaborative relationships.

Proven ability to establish and lead high-level strategic relationships with funders, delivery partners, and recipient organisations

Proven ability to leverage analytical and creative problem-solving skills to navigate complex, multi-stakeholder environments, effectively addressing challenges and driving innovative solutions

Excellent communication skills, with the ability to distill complex ideas for varied audiences and build trust with funders, delivery partners and team members
