Senior Finance Manager | London - Hybrid | up to £60, 000 | 12-month FTC

For a leading global NGO, we're recruiting a Senior Finance Manager for a 12-month contract. Reporting to the Director of Finance and IT, the Senior Finance Manager will support the Finance team through organisational change, will lead the oversee the month-end processes, quarterly forecasting, annual budget, cash-flow management and group consolidation. The Senior Finance Manager will be a key role in providing support and analysis to help decision-making.

What you'll be doing:

• Support budget holder's decision-making via insightful financial management, annual budget, and forecasting
• Lead on financial accounting and monthly management accounting processes
• Lead on month-end processes, including process improvements to income reconciliations

Background & Context to the Consultancy

Our new Global Strategy introduces some new approaches and priorities to our work, including: our first ever global Theory of Change (ToC), the most detailed Monitoring, Evaluation, Accountability and Learning (MEAL) approach ever, and a sub-strategy dedicated to our Advocacy work. With the finalisation of the new strategy, and as part of our ongoing commitment to improving our impact and efficiency, we are now seeking a consultant to provide specialised support in Monitoring & Evaluation, Accountability and Learning (MEAL), capacity development, and related areas.

Purpose & Objectives of the Consultancy

The primary objective of this consultancy is to enhance the effectiveness and efficiency of Lepra’s programmes through robust MEAL practices, capacity development, and comprehensive support across various operational areas including advocacy, knowledge management, safeguarding, project cycle management, and cross-team collaboration.

Scope of Work

The consultant will be responsible for the following key areas over a six-month period:

MEAL

• Strengthening the capacity of the teams across the organisation to effectively deliver on the ToC and the MEAL strategy.
• Ensure that baseline, midline and endline evaluations for selected projects are conducted.
• Develop / roll out tools and methodologies for data collection, analysis, and reporting.
• Support the development of new proposals with a MEAL and project management cycle approach.
• Coach staff and partners on the newly established MEAL framework and on best practices.
• Complete the Standard Operating Procedures (SOPs) development process across the organisation. (Coordination of SOP review & revision, both internal and external).
• Establish mechanisms for community feedback and accountability.
• Facilitate learning sessions and workshops to share insights and best practices.
• Develop and maintain a knowledge management system to capture and disseminate lessons learned and success stories.
• Implement systems for capturing and organising project data and resources.
• Promote a culture of continuous learning and improvement within the organization.

Capacity Development

• Support existing capacity development efforts with specific emphasis on implementing a project cycle management approach to the delivery of programmes, so that all projects are created, executed, and completed in a standardised manner across the organisation.
• Roll out the Capacity Development Needs Assessment (CDNA) to identify and respond to further areas for improvement.
• Design and deliver training programmes to build skills in MEAL, project management, and other relevant areas.
• Provide ongoing mentoring and coaching to staff and partners.

Advocacy Support

• With the team, develop advocacy strategies and materials to support Lepra’s mission.
• Coach staff on advocacy techniques and stakeholder engagement.
• Support the development of advocacy campaigns and monitor their impact.

Safeguarding

• Support the implementation of newly developed processes in relation to the Prevention of Sexual Exploitation & Abuse (PSEA) and Safeguarding (SG).
• Ensure safeguarding measures are integrated into all project activities.

Project Cycle Management Support

• Assist in the design, planning, and implementation of projects.
• Support the development of project proposals and reports.
• Ensure projects are aligned with donor requirements and organizational goals.

Outputs of the Consultancy

• Monthly progress reports detailing activities, achievements, and challenges.
• Project Data processes firmly established and embedded into all projects to measure project impact.
• All selected projects designed with baselines, midlines and endlines.

You will:

• Be a strong, experienced senior leader with excellent influencing and persuasive skills
• Be degree-educated in a relevant finance discipline and a Qualified Accountant (ACA; ACCA; CIMA).
• Demonstrate significant senior-level financial leadership, management and oversight experience.
• Have experience with, or exposure to, the not-for-profit or public sector.
• Have experience with, or exposure to, financial management in developing countries.
• Be an experienced user of the MS Office Suite, financial databases and systems.  Previous experience using Salesforce, SAGE, and NAVision is desirable.
• Be fluent in written and spoken English (essential).  Additional languages such as Arabic and Urdu are desirable.

The new Director of Finance will manage the day-to-day operations of the Finance department, while helping to drive business success, providing the financial insights that lead to better commercial decisions for both the UK, and their global offices.  A key aspect of the role will be to establish strategies to increase income with a view to the stability of HA’s finances, along with its long-term financial health and growth.

• Accountable for the delivery of the UK monthly payroll and pension processes, providing oversight and support to the work of the in-house Payroll Officer and being a back-up to their role, to ensure payroll is run accurately each month.
• Implement the annual pay award operationally ensuring accuracy, compliance, and timeliness of payment to all UK based staff.
• Implementation of a new payroll system for the UK.

Systems and Reporting

• Responsible for maintaining and using our HR Information System, PeoplePlace effectively and efficiently, partner with the Global Systems Administrator so that all UK based employee data is correct and in compliance with data protection.
• Drive the importance of data and people analytics and create a culture of data-based decision making and insight across the team.
• Joint ownership of UK headcount establishment data with key stakeholder in Finance.
• Annual analysis and statutory reporting of the Pay Gap in the UK.
• Annual reporting of our data to external charity sector Pay Club and other bodies that we seek guidance on as part of our annual pay award assessment.
• Develop, implement, and maintain people KPI's, reporting and management information requirements to inform organisational performance and better decision making.

Compliance and Contract Management

• Act as the UK Team specialist on areas of HR compliance, working with third parties and specialist advisors, to ensure that our policies, processes and practice are compliant and meet legal requirements.
• Responsible for GDPR in the People Team, provide senior expertise and build capability across the wider people function.
• Manage the relationship and contracts with third party providers and suppliers for all UK based initiatives such as, but not limited to, our Employee Assistance Programme (EAP), Benefits Provider to ensure an effective, value for money service that meet our our business needs at all times.

Other

• Ownership of salary calculations in the event of employee termination.
• Budget management and invoice approval.
• Custodian of the maintenance of the UK operational delivery folders and their content.

About the Role:
Functional skills

• Proven experience of leading, managing and developing a high performing people operations team in a matrix, fast paced organisation.
• Proven experience of managing and running in-house payroll for 250 staff or more.
• Excellent understanding of HR policy development; and proven experience of developing and embedding HR policies, processes and procedures that are fit for purpose.

The Internet of Production (60%) and the Global Innovation Gathering (40%) are looking for an experienced grant fundraiser and writer to help us with applications and build and grow our work.

The Internet of Production is a UK charity that brings together a global alliance dedicated to building a future of decentralised and distributed manufacturing. We seek to enable a sustainable and globally networked system of production; to complement mass production and global supply chains with ‘production by the masses’ and local enterprise.

The Global Innovation Gathering is German non-profit association that brings together a vibrant, diverse community of innovation hubs, makerspaces, hackerspaces and other grassroots innovation communities with individual innovators, makers, technologists and changemakers.

The Grant Fundraiser will be employed by the Internet of Production and part-funded by the Global Innovation Gathering.

Grants will usually be £50k to £500k, and larger grants will also be sought in consortia with existing partners in the Internet of Production Alliance and the Global Innovation Gathering. Our funding proposals are usually focused on creating opportunities for others in our networks – whilst maintaining the core of our organisations.

Role & Responsibilities:

• Write and submit grant applications, including narratives and any additional materials (such as detailed budgets, budget justifications, workplaces, monitoring and evaluation plans, logical frameworks, pitch decks, etc).
• Work closely with the CEOs of the Internet of Production and the Global Innovation Gathering (also successful grant writers) and with inspiring networks of visionary experts to design exciting, effective and fundable concepts and projects for grant applications.
• Plan appropriately to best fulfil a pipeline of grant opportunities, where some opportunities may be very short notice and some may require months of co-authoring.
• Assist with seeking out and prioritising potential grant opportunities from around the world.
• Develop a master bid document or other grant application tools and manage and maintain grant application files and folders etc for each organisation.

Person Specification:

• Extensive experience in roles that included significant grant writing.
• Experience of Horizon Europe grants, research funding or other large consortia grants.
• Exceptionally effective and clear writing style, with excellent English, including when under time pressure. Ability to speak German could be helpful but is not required.
• Understanding or appreciation of issues/sectors including poverty, resilience, climate change, economic development, digitalisation, localisation, environmental sustainability and ‘green’ initiatives, etc, would be very helpful. 
• Understanding or appreciation of innovative approaches and technologies, particularly those relating to grass-roots community building, experimentation, co-creation, open-source, networks, Internet, making/manufacturing, creativity, etc.
• Excellent time management, organisational and team communications skills.
• Commitment to working in a small organisation and in a highly diverse team.
• Skilled with Microsoft 365 and Office tools, particularly Microsoft Word and Excel.

The Position

The Director, People Team works closely with Executive Director and the European Senior Leadership Team (ESLT) to lead the European People Team. They are also a member of the People Senior Leadership Team (SLT) and will have a dual reporting line to the VP, People Team.  The Director will define, drive, develop, and implement People team strategies and culture change  that align with MCE strategy and global People Team priorities in support of Mercy Corps’ transformative Pathways to Possibility (P2P) strategy. The post-holder's responsibilities extend to all Mercy Corps’ offices in Europe and include ensuring full legal and regulatory compliance across all jurisdictions and working effectively with other stakeholders to ensure a positive employee experience and an organizational culture where talented people want to come to work and can thrive.

Essential Responsibilities

•Advocates for and represents all areas of Mercy Corps’ People strategy. Actively participate as a strategic leader and member of the Mercy Corps Europe (MCE) senior leadership team and People Team SLT.

•Works with the Executive Director to guide the overall vision and approach of the People Team in MCE, delivering clear actionable plans aligned with needs and the context for MCE, and gain support/ownership for that agenda with key stakeholders.

•Build a strong, people-focused team in Europe characterized by high-level of trust, engagement, innovation and creativity who are aligned to the vision and have the skills and motivation to deliver it.

•Strategically develops and manages cross-departmental and cross-functional relationships and activities to ensure that the people function is well integrated into wider agency objectives.

•Design, develop and lead the People function for Mercy Corps in Europe, supporting the Executive Director in Europe to deliver on the European Strategic Plan.

•Oversee the expansion of MCE into new countries in Europe and ensure full HR compliance in all European legal jurisdictions in which Mercy Corps operates. 

•Set and track annual KPIs as part of the three-year strategic plan for Mercy Corps in Europe, providing this data monthly and quarterly to the Executive Director in Europe and supporting with reporting to the Board as required. 

•Lead the compensation benchmarking across all European markets and benchmark individual roles within the pay bands, ensuring there are clear guidelines for all staff on how to position staff within bands, support career development and ensure staff are trained to manage staff according to the Mercy Corps progression approach.

Minimum Qualifications & Transferable Skills

•10 years of Human Resources experience in global roles with a bachelor’s degree in HR or related field.

•Understanding of the HR legal requirements in UK and mainland European countries, especially Belgium, Netherlands, Switzerland, and France. Knowledge of Germany an advantage.

•Exposure to INGO or similar international organisation is highly preferable.

•Experience leading a diverse team across geographies for at least five years.

•Demonstrated capacity to utilize analytics and technology to improve efficiency.

•Demonstrated capacity to incorporate best in class assessment approaches in global organization.

Living / Environmental Conditions

This position is based in London or Edinburgh or remote home-working location in the UK and will be required to travel to Mercy Corps in Europe’s offices across the UK and the European continent to oversee team members and represent the organization’s European Senior Leadership Team. It requires up to 20% travel in support of Mercy Corps programs. This position may be asked to travel on occasion with little notice.
