Main duties

Form a close working relationship with the Marketing and Finance teams

Role Purpose

The Head of Research and Delivery will lead the delivery of programmes, client-facing projects and research initiatives for GDI Hub CIC, working across the key themes of Disability Inclusion, Inclusive Design and Cities, Climate Change, Gender, Financial Inclusion and Assistive Technology. It is expected that the role holder will have considerable experience across at least two of these themes and an appetite for both broadening and deepening their knowledge across the others. They will also collaborate with research leads and teams based across GDI Hub including the Academic Research Centre (ARC) at UCL.

This is a senior, strategic, role responsible for team management and leading key projects, leading client, donor and government relationships, and providing strategic subject matter expertise. It would suit someone with a proven-track record in the sector and requires a strong aptitude for strategic thinking, delivery management and the creation of tenable and evidence-based recommendations. They will be creative and collaborative with a drive to make the world a fairer place, inspiring others to do the same.

They will be responsible for delivery on projects and research under their remit and contribute to the development of new projects and research, working closely with partners and clients. Role Responsibilities

Project and Research Delivery and Management

• Lead a growing portfolio of projects under the Research and Delivery team including a current portfolio of circa 10 active projects.

The Head of Programmes is a critical role for the organisation, responsible for ensuring DEC funded programmes meet programmatic standards, are fully traceable, routinely monitored and comply with organisational procedures and institutional donors’ requirements. We are seeking additional experienced Associate Independent Investigating Officers (IO) for Complaints, to increase our capacity to respond to referrals from Local Authorities to provide an independent element to the formal Stage 2 investigations under the Children Act 1989.

The IO will lead investigations, and will give the complainant (who may be a child, young person or adult) the opportunity to express their view, ensure the child or young person’s rights and best interests are at the centre of the investigation and that the investigation/review process is open and transparent. They write a report on the investigation/review, which is submitted to the referring agency.

The Job Description document sets out the expectations for an Associate Independent Person for Complaints (IPC) who is approved by Coram Voice. IPCs are independent, freelance and responsible for their own work. Nevertheless, IPCs are accountable to the organisation for their professional standards and are expected to comply with Coram Voice Code of Ethics and Practice Guidelines.

Thus, resource mobilization is integral to our approach in supporting human rights movements around the world. As the Fund for Global Human Rights’ income has grown year on year, so has its portion of funding from restricted and complex grants, including from some bilateral donors and the European Union. By establishing strong government partnerships and securing essential funding, we aim to amplify our impact and advance our mission in more than 40 countries around the world where we support grantee partners and human rights movement building. 

The Role: This is an exciting new position for a highly motivated, organized, and analytical individual with the opportunity to make a real difference in a growing organization. As our Government Fundraising Specialist, you will be at the forefront of implementing our government fundraising strategy. This role involves a blend of research, advocacy, strategic proposal development, and guidance on contractual and donor compliance. You will join a dynamic, hard-working team responsible for securing 90% of the organization's revenue. Your work will focus on a new two-pronged approach: targeting governments at both the capital and local embassy levels in the regions where we operate our grantmaking programs, with the goal of making this revenue stream a significant component of our organizational budget in the coming years. You will not be starting from scratch, as we currently have secured government funding, as well as numerous relationships with governments that can be leveraged. And you will work in partnership with many colleagues across departments who will contribute to the success of this role.

 Key Responsibilities:

• Organizational Preparation: Help prepare the organization for success in securing new government funding by developing internal systems, processes, and workflows necessary for effective engagement and management.
• Strategy Development: Contribute to refining and enhancing the government fundraising strategy to align with organizational goals and emerging opportunities.
• Research & Identification: Explore international cooperation trends and the government donor landscape and identify promising funding opportunities.
• Partnerships: Build and maintain strategic partnerships with other organizations to extend our reach and impact.
• Bid Leadership: Oversee the internal bid process, crafting compelling proposals, coordinating cross-departmental efforts, and ensuring timely submissions.
• Policy Analysis: Review and analyze government policy papers to guide strategic funding approaches and inform bids.
• Advocacy: Advocate for our cause within government circles to boost our visibility and secure essential support and help prepare the organization to participate in multi-lateral spaces, organizing side meetings, developing talking points, etc.
• Networking: Build relationships with stakeholders in the philanthropic and international development sectors, including donors, peers, INGOs, and UN agencies to explore areas of collaboration. 
• Thought Leadership: Contribute to influential thought leadership pieces to position our organization as a key partner of choice in the sector.
• Compliance: Communicate with internal stakeholders to help ensure strict adherence to all relevant regulations and reporting requirements for government funding.
• Management & Evaluation: Help prepare the project management team to effectively manage a grant by helping to strengthen, and where needed develop, tools and processes to gather necessary information and evaluate the impact of our government grants.

Skills for Success: To excel in this role, you will need:

• Expertise: At least 7 years of experience in fundraising for international human rights, social justice and/or development cooperation, with a proven track record of securing funding from government donors through both relationship building and competitive bids.
• Knowledge: Deep understanding of the government donor landscape and grant processes.
• Compliance Savvy: Strong grasp of compliance requirements related to government grants and experience in working with internal colleagues to prepare organizations to meet these requirements.
• Leadership & Collaboration: Proven leadership skills combined with a collaborative approach to teamwork.
• Communication: Exceptional writing, research, and communication abilities.
• Analytical Skills: Ability to analyze and interpret complex government policy papers and funding opportunities.
• Technical Proficiency: Familiarity with Microsoft Office Suite and grant management software.
• Language Skills: Fluency in English, and proficiency in Spanish, French, Arabic or another language a bonus, but not essential.

The People & Culture team (PACT) is responsible for corporate people strategy and planning. The team develops HR policies and standards and provides efficient, accurate and customer-focused support to internal customers across the Administration and Joint Departments

The Role

This is an exciting and challenging opportunity to work across both Houses of Parliament to ensure that our updated Safeguarding policy is effectively implemented and embedded across our varied teams.

The Parliamentary Estate is a mixed-use site, with many different activities involving a wide range of individuals: from members and staff of both Houses, to visitors on democratic access tours and attending proceedings, school children on educational tours, VIP visitors and parliamentary delegations, and tourists from all over the world.

You will need to work with teams across Parliament to understand these different activities, assess the risks of harm to children and adults at risk, the likelihood of those risks materialising, and how Parliament can effectively mitigate them. You will lead in the roll out of our updated Safeguarding policy alongside the development of a network of trained safeguarding coordinators, developing a community of interest to share best practice and guidance.

Some of the responsibilities for this role include:

• To be the lead source of advice and guidance on safeguarding policy and practice within Parliament.
• Support the work of the Safeguarding board, providing expert briefing, analysis and recommendations as required by the board.
• To act as an additional Designated Safeguarding Officer, supporting the work of the existing Designated Safeguarding Leads as required.
• To lead the implementation and continuous improvement of the new safeguarding policy, using a risk-based approach to embedding it in parliamentary activities, structures and culture.
• To establish a network of local safeguarding co-ordinators across Parliamentary teams

Skills and Experience

To be successful in this role you will demonstrate:

• Experience of successfully implementing safeguarding policy and guidance in an environment which, like Parliament, is a mixed-use site, with a wide range of activities and stakeholders. Evidence of using a risk-based approach to deliver robust and proportionate training, procedures and guidance in support of meeting statutory obligations.
• Specialist knowledge of safeguarding relating to children and adults at risk, with a demonstrable understanding of current legislation, including core principles and current best practice, and the ability to apply this in a pragmatic way relevant to our organisational context.
• Strong interpersonal and relationship-building skills with the ability to work across organisational boundaries and teams. Able to confidently engage with and influence people at all levels within the organisation, including senior leaders.
• Excellent planning and organisation skills with the ability to meet demand and deadlines whilst taking full responsibility for the quality of the work delivered both individually and through others.
• Highly developed written and oral communication skills, with the ability to present information clearly and explain ideas in a way that decision-makers understand and can act on.
