Resolve Poverty is seeking a Network Development Coordinator to establish a cross-sectoral community of Lancashire (by which we mean Lancashire County Council, Blackburn with Darwen and Blackpool) based stakeholder organisations. Working with this community, the Network Development Coordinator will identify opportunities to strengthen anti-poverty activities across the region that align with Resolve Poverty’s strategic priorities to:
- Maximise the financial resources available to households
- Implement effective strategic responses to poverty
- Equip stakeholders with the knowledge they need to tackle poverty.
This exciting new role, funded by the National Lottery, will enable you to harness the work of Resolve Poverty so that we can have impact. You will join a dedicated and growing team working to maximise the impact of local responses to poverty in order to resolve poverty nationally.
Title: Network Development Coordinator (Lancashire)
Location: Combination of homeworking and office based. There is an expectation that you will work one day a week from our offices in central Manchester and that you will travel extensively across Lancashire in order to deliver this role.
Hours: 5 days per week (35 hours). Shorter working hours will be considered for the right candidate.
Contract: 36 months.
Probationary period: 4 months.
Purpose: To establish a cross-sectoral community of Lancashire based stakeholder organisations that strengthens local and regional responses to poverty.
Salary range: £31,500 to £35,000 pro rata, depending on experience.
Paid annual leave entitlement: 25 days pro-rata. An additional leave day is provided for each full calendar year worked up to a maximum of 29 days.

Job description
We are seeking capacity to build a Lancashire (by which we mean the area covered by Lancashire County Council and Blackburn with Darwen and Blackpool councils) network of professionals and volunteers actively engaged in resolving poverty that:
- Creates a space for good practice sharing.
- Shares evidence, research and policy developments through communication channels, training and events. This will:
- Improve the ability of the public sector to implement effective responses to poverty.
- Enable the VCSE sector to access the knowledge it needs to improve and better target responses to poverty.

Delivering this role effectively will involve:
- Establishing a network of Lancashire based professionals and volunteers signing up to receive communications.
- Engaging in key forums and on a one to one basis with key stakeholders, including local authorities, the Combined Authority and VCSE sector infrastructure bodies.
- Hosting meetings, forums and events to create space for anti-poverty knowledge development and activities
- Delivering against funding KPIs, including network reach and engagement targets.
- Working closely with Resolve Poverty colleagues, including our Business Development Executive and Communications and Media Officer.
Person specification
- Experience of working in a relevant VCSE sector networking role or with transferable skills developed in other roles.
- An understanding of the Lancashire context, including knowledge of the region’s political and VCSE sector landscape.

Job Description
The Finance Manager is responsible for the management and technical support of the Finance function and acts as advisor to the Chief Executive Officer (CEO) and assists in the development of the organisation’s financial strategy, modelling new projects, preparing budgets and reporting on financial performance.
You will also be responsible for maintaining accounts on Xero and all related bookkeeping tasks.
Main duties and responsibilities

Responsibility for bookkeeping on the organisation’s accounting system (Xero);

Preparation of accurate and timely monthly management accounts for the organisation and individual cost centres, including variance analysis and reports for the Board. This information should include a short narrative on the current position, future prospects, and financial risks and opportunities. The reports will be tailored as necessary for the Board and management;

Provide robust financial information including accurate balance sheets and a rolling cash flow forecast;

Act as key point of contact for project budget holders on financial matters;

Carry out regular reviews of spending under various grants, alerting budget holders and CEO to any actual or potential over or underspend;

Work with CEO and managers on fundraising bids and financial reports for funders;

Produce statutory accounts, files and schedules, in partnership with the3million’s accounting firm;

Monitor records of all funding and funding sources and the appropriate allocation of incoming funding;

Monitor monthly accrual of income and expenditure, deferral of income, maintenance of reconciliation to Xero, balance sheet changes and undertake bank reconciliations;

Person Specification
The post requires the holder to:

Have an appropriate accounting qualification – in full or part (AAT, ICAEW, CIMA or ACCA);

Be proficient in Xero Online accounting software and Excel spreadsheets, including experience in using Power Query;
