Who we are
Locality is the national network of ambitious and enterprising community-led organisations, working together to help neighbourhoods thrive. We represent over 500 community-led organisations, who operate in neighbourhoods across England, undertaking a wide variety of different activities, reflecting the communities they serve. What unites our members is a sense of ambition for their local neighbourhood, an enterprising approach to finding local solutions to local problems, and a clear sense that this activity should be community-led and based on self-determination. They act as “anchors” within their community, providing stability, flexibility and a responsiveness to local need.
Locality provides support to our member organisations by capacity-building and skills development, fostering and sharing innovation across our network, and helping them achieve long-term sustainability through community ownership of assets; community enterprise; contract income through service provision; and funding through donations, grants and other forms of charitable giving.
We were established in 2011, although we have a rich and longstanding heritage from our predecessor organisations. Since 2011 we have achieved a great deal and have developed our influence and our impact.

Tony Armstrong is Locality’s Chief Executive. Tony joined the organisation in July 2014 and before that was Chief Executive of Living Streets, the national charity for pedestrians, where he successfully built a strong organisation which delivers national projects and successful high-profile policy-led campaigns. Prior to joining the third sector Tony was a civil servant and held a number of senior policy adviser roles in government.
