The Head of Programmes is a critical role for the organisation, responsible for ensuring DEC funded programmes meet programmatic standards, are fully traceable, routinely monitored and comply with organisational procedures and institutional donors’ requirements. In addition, the Head of Programmes is also appointed as the Serious Incident Reporting (SIR) Officer, serving as the first point of contact for member agencies to report incidents regarding safeguarding, financial misconduct and reputational risk.

Key responsibilities:
Communication and Collaboration
- Key point of contact with member colleagues regarding programmes finance, adaptive programming and DEC compliance, facilitating timely and accurate communication.

Analysis and Reporting
- Provide oversight to the review and analysis of member charity appeal budget plans and financial reports with a focus on compliance with DEC policies and good practice guidelines to assess unusual variances and value for money considerations.
- Deliver and contribute to timely and high-quality infographics, reports and briefings for key stakeholders and institutional donors including Board of Trustees, FCDO and BBC.
- Manage & maintain investment in public transparency and demonstrate DEC’s contribution to the humanitarian sector, including reporting to IATI and UN OCHA Financial Tracking Service (FTS).
- Continuously develop, improve and manage DEC’s Knowledge Information Management systems (KIM), as user-friendly collaborating platforms that enhance learning and enable data analysis, visualisation and high-quality reporting.
- Collect, analyse and present accurate and timely data to help inform a rapid assessment of appeal Criteria 2 for both rapid onset and evolving protracted crises and contribute to the development of the Case for Appeal.
Management and Leadership
- Holistic and flexible approach to any given scenario/context, whilst ensuring a robust process is followed, recorded and documented.

- Effectively line manage and provide leadership to Grant Managers and Programme Officers, contributing to the high performance of the Programmes & Accountability team.

The role:
To support projects across the local impact department by coordinating the provision of project materials and resources and ensuring that project-level data is being generated, recorded, and reported on.
This will include working with the Impact & Evaluation Manager to champion project monitoring and evaluation and to design (in consultation with responsible senior staff) and coordinate processes for using Living Streets’ Travel Tracker, the CRM system and Power BI to maximise the effectiveness of projects and our ability to communicate impact.
You will work closely with project managers and with colleagues in other departments to ensure project monitoring and evaluation plans are in place and are functioning well and that project resource requirements are identified, sourced and distributed.
Essential skills:
This is an interesting and varied role and an ability to embrace a diversity of tasks, excellent attention to detail, and an ability to work well across teams and with remote staff is essential. A moderate level of technical skill is also essential, especially of database management and reporting (Travel Tracker, CRM, Power BI.)

We’re here to prevent children and young people becoming involved in violence. We do this by finding out what works and building a movement to put this knowledge into practice.
Absolutely central to this is designing, commissioning and managing complex and rigorous impact evaluations with experts in the field. The new government has an ambition to halve knife crime within a decade, and we’re anticipating opportunities to work with them to build evidence on new approaches to tackling violence involving children. Your role will focus on creating and making the best of those opportunities. You will:

Serve as a senior member of the team. YEF is buzzing with activity and in order to prevent any bottlenecks, we need to expand our senior capacity.

Run and manage closed calls for complex evaluations commissioned under Targeted Projects. For each of the programmes we work with, we find and appoint independent evaluators.

Expertly manage relationships with key stakeholders. Aside from evaluators, we work closely with other grantees and partners.

Represent YEF at governance meetings and other external engagements. We’re passionate about our mission, proud of the work we’re doing to get there, and we’re keen to share this with stakeholders.

Provide support and counsel to our team of Senior Evaluation Managers and Evaluation Managers. This team closely manages over 35 efficacy trials, over 20 pilot studies and even more in the earlier stages of evaluation.

Tightly manage and quality assure evaluations commissioned under Targeted Projects. YEF has set processes to maintain high standards and rigour. This role will ensure all evaluations adhere to these.

The role will manage our Young Advisors Team, supporting them to develop the skills, confidence and agency to play an active and equitable role within the project. The project will be guided by the values of co-production (being human, inclusive, transparent, and challenging) to ensure that all forms of experience are valued equally, and power imbalances addressed openly.
The post requires a high degree of flexibility around working days and hours as well as the ability to travel within North East London to support the meaningful involvement of young people in the project.

About the role:
The successful applicant will work alongside our Trustees, our CEO and our existing Head of Fundraising and Communications in a jobshare to meet challenging fundraising targets. You will be joining us at an exciting time of development, as we open at our third site in Islington, welcome new members of staff to our team and begin work on a new strategy for 2025-2028. We have a strong track record of grant fundraising and seek someone who can support us to diversify our income, develop a fundraising strategy with a variety of income streams and bring experience and ideas to raise our profile.
