Populo Living are partnering exclusively with Robertson Bell in their search for a permanent Head of Finance – Treasury and Financial Planning. Populo Living is a development and housing company wholly owned by a single shareholder, Newham Council. Populo Living enable Newham to keep control of Council land and build high quality, low carbon homes and neighbourhoods whilst retaining the developer profit for Newham Council, in the form of new affordable homes and long-term investment income.

The role of Head of Finance – Treasury and Financial Planning will lead, manage and co-ordinate the provision of the Groups Financial Planning, Treasury Management Services and Management Accounting functions as well as assist the Finance Director to lead and manage the Finance team.

The role:

• Lead, manage and motivate a team of four with two direct reports.
• Lead on all treasury related matters for the group such as arranging new funding, loan compliance, cashflow and banking.
• Lead on the organisation’s annual financial plan, including extensive sensitivity analysis of key performance indicators.
• Lead on the review of management accounts and production of board papers.
• Attend relevant committees and board meetings as required.
• Build strong collaborative relationships with all key stakeholders.
• Deputise for the Director of Finance and Resources as required.
• Support the Financial Controller to deliver year end accounts.

• Oversee cashflow forecasting, managing all cash and loan balances.

Essential criteria:

• Fully qualified Accountant.
• Previous experience working in either social housing, a commercial house builder or residential lettings.
• Experience developing and delivering on treasury strategy.
• Technical knowledge around long term planning AND management accounting forecasting.
• Strong people management skills as well as being resilient and have an appetite for change.

This position requires someone able to commit to working three days per week from Populo’s head office in Stratford. Benefits include 30 days of annual leave and an employee pension contribution scheme of 10%.

Purpose of the job 

The Head of Policy & Public Affairs is responsible for leading UK Youth’s influencing work with Westminster, devolved administrations, and local government. They will lead our advocacy for ambitious and actionable policies that will help unlock youth work for all young people. They will ensure that our policy recommendations are informed by the strongest available evidence, meaningful youth involvement, and the expertise of youth workers. Working closely with the Policy Manager and our Senior Leadership Team, they will develop strong relationships with external stakeholders within the youth sector and government to gain buy-in for our policy priorities.

Role overview

This key role manages our flagship and award-winning project supporting refugees with IT Hardware. The project collects IT Hardware, refurbishes and repairs it through our network of technicians, matches it with a suitable recipient through our referral process and then distributes it to charities and individual refugees and asylum seekers at no cost to the recipient. The project is in its third year, in which it will grow to overseeing e-waste collection and tech re-sale.

This role has two central arms: project management and volunteer management. 

Overall management of the project includes key decision-making on tech refurbishment and distribution, building and maintaining key partnerships, impact reporting, staff management, external representation, developing and recording institutional memory and supporting the project's strategic growth with support from the Director. The postholder will be responsible for working with their team to maintain the smooth running of the project and deliver the project outcomes. They will deputise for the Director where necessary.

Volunteer management predominantly looks like the recruitment, coordination, training and retention of technical volunteers, many of whom are asylum seeking graduates of our tech training course. The post holder will be the go-to person for the volunteers and provide technical and management support with the help of our Technical Lead. 

We know good project managers have a variety of skills and experience. We are not running a personal specification, but the strongest applications will indicate staff management experience and basic knowledge of IT repair.

Outcome 1 - Manage the Digital Access project and the team working to deliver its outcomes 

• Oversee the logistics and operations involved in collecting, storing and redistributing large quantities of IT Hardware, including the distribution of Data SIM cards to recipients with support from your team.

• Work with the Engagement Manager to identify and communicate with businesses, individuals and other sources of IT Hardware to explain our process and the impact of the project.

• Oversee the smooth running of and improvements to the referral process through which charity partners and individual refugees apply for and receive devices.

• Ensure the project goals are delivered on time and within budget.

• Provide thoughtful and kind management of the Operations Coordinator and Operations Assistant, meeting regularly and supporting their development.

• Record the institutional memory of the project through a digital guide to the processes and learnings which constitute the Digital Access programme. 

• Ensure everyone at Screen Share who engages with the project does so in line with our safeguarding and privacy policies.

Outcome 2 - Monitor, evaluate and communicate the impact of our device provision 

• Collate and present service user and device data (e.g use-case, age, geography) on a monthly and quarterly basis which represents our impact on the ground for internal and external audiences.

• Lead on the measurement of our impact through collection of case studies and distribution of our feedback form.

• Critically analyse and improve our impact measurement process to ensure it is ethical and fit for purpose.

• Work directly with service users, the Director and Communications team to produce compelling stories of the impact of Screen Share’s provision, with particular focus on our annual impact report.

Outcome 3 - Coordinate tech volunteers, external repair partners and technical staff (tech agents) to secure a regular flow of repair and refurbishment

• Oversee the process by which tech agents request and receive parts for the refurbishment process (hardware, software and tools).

• Work with our Technical Lead to ensure tech agents are provisioning devices consistently across our suite.

• Ensure the smooth implementation of changes to our technical provision.

• Critically analyse and improve the way in which the repair and refurbishment process is technically facilitated and recorded.

• Design and Deliver a tech volunteer retention strategy.

• Ensure our repair and refurbishment costs do not exceed our budget.

• Conduct in-person reviews with tech agents to monitor their progress and provide quality assurance. 

• Explain our process to prospective repair partners and onboard them onto our system.

Outcome 4 - Recruit, train and support new technical volunteers

• Design and implement a nationwide technical volunteer recruitment and retention strategy which establishes a regular flow of technical volunteers into Screen Share, including and especially volunteers from an asylum seeking background and those who have graduated from our training course.

• Facilitate tech volunteer onboarding including external references, interviews and safeguarding.

• Coordinate and lead monthly volunteer tech team meetings. 

• Explore partnerships with local tech businesses or refugees for paid refurbishment.

• Run basic laptop refurbishment refresher training for new volunteers in need of support.

Outcome 5  - Ensure Screen Share tech agent records are kept up to date

• Ensure the tech agent base is kept up to date at all times with all necessary details to facilitate refurbishment 

• Ensure contact logs are maintained for each tech agent in accordance with GDPR legislation and that holidays/preferences/issues are recorded

• Ensure the right staff can access notes on 1:1’s with tech volunteers 

• Analyse tech agent data thematically, implementing adjustments on a regular basis 

Outcome 6 - Contribute to the strategic development of the project and ensure the Director receives appropriate support 

• Represent the project to prospective partners, local councils and at public events, increasing its visibility within the refugee and tech sector.

• Design and implement experiments to test assumptions, minimise risk and scale the project.

• Deputise for the Founder and Director in internal and external settings where necessary.

We are seeking a Head of People and Operations to join our Senior Leadership Team. This is a multifaceted role, leading the people and culture agenda along with responsibility for the smooth running of our operations, including overall office management and managing our IT provider.

Reporting directly to our Chief Operating Officer (COO), the successful candidate will be both forward thinking and focussed on long term sustainable improvements as well as hands on, developing initiatives that will improve efficiencies and ways of working throughout FNF and will have proven experience in working in an operational role within a similar sized environment.

Principle Duties and Areas of Responsibility

People and Engagement

• Work closely with the Senior Leadership Team on the development and delivery of a people plan that drives engagement and performance. This includes proactively listening, learning and acting on feedback from our people engagement survey
• Lead on all aspects of HR, including recruitment, onboarding and performance management, staff benefits, leave allowances and mandatory learning.
• Responsible for managing our employee relations provider, ensuring that their service is fit for purpose and supporting all managers within the charity
• Work with our Occupational Health outsourced service to ensure that we are providing our people with an effective occupational health solution
• Create an approach to reward and recognition that celebrates success and encourages people to go above and beyond and making a difference for FNF, fully utilising our recognition platform
• Lead on the diversity, equity and inclusion agenda, ensuring that inclusion is considered throughout the employee lifecycle
• Work with our Marketing and Communications team to drive internal communications including our newsletter and team meetings
• Champion and embed the new values and behaviours across FNF, ensuring they are reflected in HR policies, practices and employee engagement initiatives to drive a positive and inclusive workplace culture

Policy and Governance

• Ensure that the people KPIs are monitored each month, looking at any themes and trends and associated actions
• Develop and maintain people policies and processes which are fair, transparent and comply with relevant legislation promoting FNF as an employer of choice.
• Maintain all employee records in line with regulation and organisational policy ensuring that all information is up to date and relevant
• Provide transparent and clear people and workforce information to the Board along with the relevant FNF committees
• Work collaboratively with our Finance team and Pension administrator to effectively manage the FNF salary exchange pension

Health and Safety

• Ensure that health and safety standards are met across FNF, this includes the communication of health and safety policies to ensure they are understood and adhered to
• Conduct regular risk assessments across all areas of FNF including office spaces, remote working environments and any other areas where the charity operates
• Establish and maintain an effective system for reporting, managing and investigating accidents, incidents and near misses
• Work with external partners to keep up to date with changes in legislation and to conduct the annual health and safety audit and ensure that any recommendations are implemented promptly

IT

• Act as the primary point of contact between FNF and the IT provider, ensuring clear and effective communication to ensure they deliver high quality services that meet our needs
• Review and manage the IT service contract ensuring that all terms and SLAs are monitored as well as considering value for money and service experience
• Manage the budget for the IT function at FNF
• Maintain an inventory of IT assets (hardware, software licenses etc) and ensure they are properly managed and documented. This includes the procurement and disposal of IT equipment as needed.

Office Management / Administration

• Partner with managed office provider to ensure that all services are delivered as per the contract, building a strong working relationship with the building and facilities team
• Ensure that the office environment is well maintained, welcoming and conducive to productive work
• Oversee the management of office supplies, ensuring that stock levels are maintained and ordered are placed
• Implement best practices in office management, including document management, filing systems and communication protocol
• To identify areas across the charity where processes, systems and collaborative working can be made more efficient, and support the team in implementing improvements

Person Specification

Experience, Knowledge, and Skills

• Relevant professional qualifications in business administration or a related field would be desirable
• Previous experience working in a similar varied role ideally within the non-profit sector
• Demonstrable experience in reviewing and improving processes to enhance efficiency and effectiveness
• Previously managed HR activities such as recruitment, onboarding, performance management and engagement
• Experience in development and implementing policies and procedures, ensuring compliance and best practice
• Knowledge of managing relationships with vendors, including SLA’s and contract terms
• Highly organised with strong multitasking abilities, juggling different pieces of work and meeting deadlines
• Strong analytical and problem solving skills
• Exceptional verbal and written communication skills, interacting with people internally and externally
• Excellent analytical skills with the ability to distil and communicate information in a way that is easy to understand

About the role:

You will work with our programmes in East and Southern Africa, including Angola, South Sudan, Zimbabwe, and developing projects, to support operational delivery of contractual and strategic objectives. Reporting to the Regional Director, you will work with Programmes staff to ensure the regional portfolio is delivering high quality donor reports and proposals, as well as assisting in the development of the regional portfolio, providing support to assessments to new country locations, and identifying, developing and delivering cross-cutting projects in key strategic areas such as gender, conflict sensitivity and the environment. You will also support the Regional Directors and Country Directors in core programming areas, including contract delivery, incident management, disciplinary investigations, stakeholder management and communication. This is a challenging and varied role, offering the opportunity to use your wide-ranging management experience to influence programmatic and organisational activities.

About you:

You will have excellent project management, business planning and budget management skills and the ability to coordinate multiple activities at the same time. Experience of working in a senior management position in a development or humanitarian organisation is essential, and experience working in mine action sector or within the East and Southern Africa region would be advantageous. You should have a good understanding of the economic, social, and development context within the region. You will be a strong communicator over a range of mediums, with outstanding networking, influencing, and negotiation skills. You will be experienced in project delivery, including contract and legal compliance.

Tender works with children and young people to prevent domestic abuse and sexual violence through creative projects. World Jewish Relief created the Specialist Training and Employment Programme (STEP) for refugees in 2016 and today we are the largest provider of specialist employment support to refugees in the UK.STEP aims to support and empower people with experience of forced migration through a tailored employment programme that addresses the complex barriers refugees face in preparing for, and ultimately finding, work in the UK.STEP is open to all refugees, and people seeking asylum with the right to work.

Our strategy over the next 12 months is to refine and strengthen our programmes, with a focus on excellence, innovation and sustainability across STEP.  Central to these efforts is adopting ‘Lean Impact’ principles across our organisation and ways of working, with the support of Spring Impact. The starting point of this work is the planning and pilot of STEP Online, an intensive version of STEP to fast track those who are highly skilled. We plan to explore, test and plan for this programme in consultancy with Spring Impact, leveraging their Lean Impact Methodology.

The post holder will play a pivotal role in leading this piece of work with two main objectives:

1. Explore, test and plan for STEP Online. This will involve being the lead implementer of testing minimum viable products, participating in workshops and identified working groups, and co-leading on test coaching sessions and team reflections with Spring Impact.
2. Establish and build internal capacity and development for Lean Impact. This includes supporting a discipline of continuous testing and learning at World Jewish Relief to be able to rapidly trial, refine and scale other models across the organisation on a longer-term basis.

About you

We are looking for candidates who have:

• Experience developing and implementing innovative and community-centred learning practices, including designing prototypes, data collection, analysis and using a high level of numeracy to make data-driven decisions to build impactful solutions (i.e., Lean Impact, Equity-Centred Design, Human Centred Design).
• Proven experience in managing projects from initiation to completion, including scope, timeline, budget, and resource management.
• Experience working on projects for people who have experienced forced migration, particularly, in the refugee employment sphere would be desirable.
• Empathy & Emotional Awareness - Ability to hear accurately and understand unspoken, partly expressed thoughts, needs and concerns of others
• Data Analysis - A strong understanding of monitoring and evaluation methodologies, the measurement of project and social impact and sufficiently numerate to be highly competent at analysing data sets.
• Self-motivated - Highly entrepreneurial, flexible, and committed to getting things done
